TRICK OR TREAT!
It's that time of year where we see lots of pumpkins, goblins and ghosts! To get in the spirit of Halloween, the City's Library and Recreation Departments have planned many activities. Bring the family to one or more of these great events:
A Spooky Matinee Film Festival for children is set for Saturdays, October 3, 10, 17 and 24 at 2 p.m. at the Civic Center Branch Library, 365 F Street. This branch is also featuring a Halloween Craft and Story for kids on October 14 at 4 p.m.; Open Mic Fright Night for Teens and Adults on Thursday, October 29, from 5:30 to 7:30 p.m. (bring your talent, spooky songs and poems!); and Halloween Storytime and Costume Parade on Thursday, October 29, at 11 a.m. and again at 6:30 p.m.  Our South Chula Vista Branch Library, 389 Orange Avenue, will have crafts on Thursdays including Spin a Spider on October 8; Make a Halloween Mask on October 15; and Create a Halloween Treat Bag on October 22. All of these events are at 4 p.m. Halloween Storytime and Costume Parade will be Tuesday, October 27, at 5:30 p.m. and Halloween Ready to Read Storytime is Wednesday, October 28, at 11:15 a.m. Wear your costume to the storytimes! Otay Ranch Branch Library, located at the Otay Ranch Town Center, will have two craft projects: Halloween Jack Craft on October 13, and Spooky Bookmarks on October 27; both begin at 5:30 p.m. Little Boo's Halloween Storytime (ages 0-3) is set for 11:15 a.m. on Wednesday, October 28, and Big Boo's Halloween Storytime (ages 3-5) will be Thursday, October 29 at 11:15 a.m. Costumes are encouraged at both storytime events! The Therapeutics division will host a Super Hero Adventure Party for ages five and up on Friday, October 23, from 5:30 to 7:30 p.m. at Heritage Park and Community Center, 1381 East Palomar Street. Parents can have a night out while the kids have fun dressed as their favorite super hero! To register for the free event, CLICK HERE. Loma Verde Center, 1420 Loma Lane, will have a Fall Fest on Friday, October 23, from 2 to 4 p.m. The free event is open to all ages and includes games, prizes, crafts and a costume contest. Children are invited to a Pumpkin Carving and Decorating event on Wednesday, October 28, with two sessions at Montevalle Community Center, 840 Duncan Ranch Road. Session 1, from 3:30 to 4:15 p.m., is for those ages 2-6 who will be  given a pumpkin and all the necessary supplies to decorate it. Session 2 is for ages 6-12 from 4:30 to 5:30 p.m. These children will be able to carve a pumpkin and then decorate it as well. Registration is $5 for Chula Vista residents, $7 for non-residents. Montevalle is also the site for a Little Tykes Costume Carnival on Sunday, October 25, for ages 2-6, from 5:30 to 7:30 p.m. Besides a costume contest, there will be carnival games, arts and crafts, Halloween activities, a cake walk, trick or treating, and more! Norman Park Senior Center, 270 F Street, will be having a Spooktacular Costume Contest and lunch on Wednesday, October 28, at noon. Tickets are $5 for residents and $6 for non-residents. HOME SWEET HOME
If you are in the market for a new home in the future, some upcoming developments may be right up your alley! Construction soon will start on the two and one half acre site at 980 Broadway (Broadway and Moss) which will consist of 80 condominiums and 1,405 square-feet of commercial tenant space. Villa Del Oro will house three detached, 3-story buildings with 36 one-bedroom and 44 two-bedroom units with parking, open space areas, a fitness center and more. Once construction begins, the project, developed by Niki Properties, LLC, will take approximately 15 months to complete.
In the Palomar Gateway District, the property at 1350 Industrial Boulevard has been approved for a 42-unit condominium complex. The developer, Del Mar Group, will soon be applying for building permits and subsequently begin construction. Plans for the project include eight 3-story buildings with townhome units with two car garages. Also included are a variety of amenities for the future residents including landscaped areas, recreation areas and a walking loop throughout the property that connects to the street and the Palomar Trolley Station.

WHEN IN DROUGHT
In response to California's historic drought, the City is looking for ways it can conserve water. One of the biggest water uses at City facilities is watering turf.  City staff conducted a review of parks, medians and open spaces and identified 18 locations where turf may be removed and replaced with ornamental, low-water landscaping. Sports fields are not affected. You may have noticed these changes in the medians on East H Street as well as other locations around the City such as Park Way near Memorial Park, Orange Avenue near Loma Lane, and parkways along Davidson Street and F Street at the Civic Center complex. In total, the City will replace more than 180,000 square feet of turf and save approximately five million gallons of water each year. To help offset the cost of the improvements, the City will take advantage of rebates from the water districts and donated labor from the California Conservation Corps. These sites are identified with orange "When in Drought" signs.

VETERANS BENEFIT SEMINAR
All military veterans are invited to a free benefit seminar on Friday, October 16, from 1 to 3 p.m. Sponsored by the City's Veteran Advisory Commission, the Marine  Corps League and the Disabled American Veterans (DAV), the seminar will be held in the Chula Vista City Council Chambers at 276 Fourth Avenue, Building A.
Participants will receive handouts and hear a presentation by Jim Galliher from the DAV. The DAV Mobile Service Office will offer free assistance regarding your rights and benefits. Simply bring your claim number, Social Security number and any other pertinent documentation.
Parking for the event is available in the City Employee parking lot just west of Fire Station #1, and at the Civic Center Library, at 365 F Street.

...on September 20, the Chula Vista Police Department held its 5th Annual Shoe & Sock Giveaway at Payless Shoesource in the Chula Vista Center. In partnership with local schools and South Bay Community Services, 284 local less fortunate students were given new shoes and socks compliments of the Chula Vista Police Foundation, Sycuan and other donors. Receiving new shoes and socks helps build their confidence and allows them to focus on their studies. The pre-selected children also received a backpack filled with school supplies. Thanks to all who supported this worthy cause and helped bring a smile to these deserving children. ...our Recreation Department is conducting a photo contest during the month of October. Amateur and professional photographers of all ages are invited to enter through October 30 and share the fun of Recreation via your pictures! The consultant will advise the City as we plan software, hardware and communications networks, energy, water and other systems. Black & Veatch will help the City realize our smart city vision, including the development of the Chula Vista Bayfront with the Port of San Diego, while promoting quality and curbing costs. ...although it's October, the Chula Vista Police Activities League (CVPAL), is collecting donations now for needy families during the holidays. Donations of cash, toys, gift cards and wrapping paper can be dropped off in the lobby of the Chula Vista Police Department now through December 12. Especially needed are new  unwrapped toys for children ages 9 through 13, and gift cards for young teens 14-17 years of age. Some gift card suggestions are movie theatres, restaurants, Target, Walmart, etc. No bicycles or electronics are needed. Selected families are suggested by the Chula Vista Elementary School District and the Chula Vista Welfare Council. Designed for those high school students who are having difficulty at a traditional  school, are at risk of dropping out, or have already dropped out, Catapult Academy is a tuition-free option for students in grades 9-12 who want to complete their high school education and earn a diploma. The high school program offers virtual online learning anytime; or students can work online and attend flexible sessions with the added support of small-group instruction led by certified teachers. It is open to all high school students in San Diego County with enrollment now open for November classes. The first in San Diego County, Catapult Academy provides laptops and everything else needed to complete work at the resource center, located at 1655 Broadway in the Sommerset Plaza East. Students graduate with a valid high school diploma and a graduation ceremony is held. Sudberry Properties, Inc., reported the Busalacchi-family restaurant has selected a new, larger location within the Village Walk at Eastlake center and will remain a long-term tenant. The redesigned layout will feature indoor and outdoor dining areas along with a new menu created specifically for the location incorporating local craft beers and expanded dessert selections. The current restaurant will remain open during the transition. ...a trained dog is a happy dog! To help you and Fido, our Recreation Department  is offering a basic dog obedience course with the goal of having you and your dog live an active, healthy and happy life together. Open to dogs of any age with proof of current vaccinations, the class will cover the seven basic commands, focus on socialization, training, and responsibility. Classes will be held Tuesday evenings October 6 through December 15 at Rohr Park from 6 to 7 p.m. Fee is $75 for Chula Vista residents and $95 for non-residents. To register, CLICK HERE. ...Chula Vista Police Department (CVPD) has held four "Coffee with a Cop" events at various neighborhoods in the City. The event is an opportunity for you to meet your neighbors as well as the officers who work in your neighborhood, ask questions, and voice your concerns. It's a great way to get to know each other in a relaxed informal atmosphere! Plans are underway for another Coffee with a Cop later this year...check the City's Facebook page for details. ...a new unique class is being offered to teach you and your child how to fish! Fishing Adventure will be held on Saturdays from October 24 to November 21, at  the Lower Otay Lake from 10 a.m. to noon. For $99, one adult and one youth (at least 8 years of age) are taught basic fishing knowledge and skills including terminology of fish species, boat safety, fish habitat, catch and release, and how to tie knots. Offered by the Chula Vista Recreation Department, registration is for one adult and one child and the adult must accompany the child at all times. All equipment and instruction is included but not a fishing license. To register or for more information, call (619) 409-1999. ...progress continues on the I-805 South Express Lanes Project, a $1.1 billion effort to create a modern new transportation backbone for South County. Since construction began on Phase 1 in summer 2012, eight miles of new carpool lanes - one in each direction - have been constructed between East Naples Street in Chula Vista and State Route 94 in San Diego. Additionally, construction was completed on 10 sound walls along the route to help lower freeway noise and improve the quality of life for nearby residents. Construction is underway on a Direct Access Ramp (DAR), Transit Station, and Park & Ride at East Palomar Street. Beginning Sunday, October 18, new library hours will be Monday-Saturday from 11 a.m. to 7 p.m. and Sunday from noon to 6 p.m. The branch will celebrate with a "Swing into the Library" free swing dance class and dance on Sunday, October 18. The class, led by instructors Jack and Carolann Eskridge, will take place at 2 p.m. followed by a dance from 3 to 5 p.m. Music will be provided by the fabulous Downtown Big Band. Sponsored by the Friends of the Library, the free class requires no registration. Stop on by and bring your dancing shoes! ...and thanks to the expanded library hours at the Otay Ranch Branch, the Passport Office also will add hours as follows: Monday and Friday from 11 a.m. to 4 p.m., and Tuesday-Thursday from 1 to 6 p.m. Funding for the expanded hours at the branch is due in part to a $10,000 grant from the Chula Vista Library Foundation. Plan your trip and pack your bags! ...although there is road construction on Third Avenue, the Downtown Farmer's Market is still open every Thursday! You can find the fresh, seasonal and healthy market on Center Street, just off Third Avenue, from 3 to 7 p.m. through October, and 3 to 6 p.m. during the winter months. Can't find a place on Third Avenue to park? There is plenty of parking available in the free parking garage behind Fuddrucker's across the street, then just use the crosswalk. Stop by for the freshest fruits, vegetables, and flowers and don't forget the delicious snacks from the food vendors!

Winter Basketball Registration is open October 5 to December 10 for the coed Winter Basketball League for youth ages 6-13. Free Flu Shots  With flu season just around the corner, the Chula Vista Public Library is once again partnering with the County of San Diego Department of Health and Human Services to offer free flu shots to the public. Root Beer Fest for Seniors The Chula Vista Senior Club is hosting root beer floats in honor of October Root-Beer fest. Head to the lobby of the Norman Park Senior Center, 270 F Street, for the free event on Wednesday, October 7, at noon. Healthy Eating UCSD Moores Cancer Center will host a seminar on healthy eating Friday, October 9, from a nutritional professional. Fighting Cancer with Diet will be presented from 10 to 11 a.m. at the Norman Park Senior Center. This free class is funded in part from a San Diego Foundation Health and Human Services Grant.
