MID-YEAR CONSTRUCTION UPDATE  


 

With six months of 2015 under wraps, many are wondering about the status of some major City projects.  Two with big news to share are the Lofts on Landis in the City's Urban Core area (downtown between E and F Streets) and Millenia on Birch Road (across from the Otay Ranch Town Center).


Lofts on Landis, 240 Landis Avenue, will be completed this fall providing 33 households with affordable rental units in the podium style building.  With an above grade outdoor common area, multi-purpose community room, subterranean parking and additional ground floor office space and employee parking for the Family Health Centers of San Diego (FHCSD) across the street, the project serves as a showcase in the Urban Core of Chula Vista. 


The Chula Vista City Council approved $2 million (of the approximately $26 million project) from available federal housing grant funds towards the project in April 2013. The mixed-use project is a unique partnership between the City of Chula Vista, Wakeland Housing and Development Corporation and FHCSD.  The interest list is currently closed for Lofts on Landis.  However, for a complete list of all affordable properties within Chula Vista, CLICK HERE


The Millenia community in the Otay Ranch area is envisioned as the new urban hub of the South County offering shopping, dining, entertainment and employment opportunities to the surrounding suburban neighborhoods.  Millenia is planned to have a network of scenic sidewalks and promenades connecting residential districts, parks, and commercial districts.  The project is destined to be a leader in sustainable design with forward-thinking plans for water and energy conservation.


Fairfield Residential is currently constructing Pulse Apartments, 273 luxury apartments for rent at the corner of Birch Avenue and Eastlake Parkway. Construction is scheduled for completion this fall.  


Immediately south is Stylus Park, approximately two acres in size, which is scheduled to be completed in the spring of 2016.  Genesis, 115 townhomes for sale, is anticipated for completion in 2016, and will feature contemporary lifestyle designs.  In addition, 87 rental apartments for families and 123 apartments for seniors will begin construction by the end of 2015, providing an affordable housing option to our workforce and seniors.  Affordability and opportunities will converge in this urbanized neighborhood located within easy walking distance to restaurants and sidewalk cafés, a mix of stores and shopping experiences, parks, schools and the employment and educational offerings of the University and Innovation district.  Check back with the City's Housing Division later this summer to receive more information.
 

AN EVENING WITH HEROES 

Tickets are still available for the third annual Chula Vista Police Foundation, "An Evening with Heroes" Luau on Saturday, June 13, at the U.S. Olympic Training Center in eastern Chula Vista. Help support the Chula Vista Police Foundation (CVPF), a non-profit organization that supports programs to assist families and children in need in our Chula Vista community.  In addition, CVPF provides funding to the Chula Vista Police Department for specialized equipment, training, and programs such as Canine, SWAT, Tactical Operations, School Resource Officer program, Senior Volunteer Patrol and Police Explorer programs.

ROCK THE BLOCK PARTY

Help Chula Vista rock the block party! A block party is a great way to celebrate your country with your community on the 4th of July!  We can help you have a fun and safe block party and the City of Chula Vista will WAIVE fees for all July 4th block parties. Block Party permits are required so public safety dispatch knows what streets are closed, hosts get details on how to set up the block party and how to properly close a street. RECOMMENDED DISTRICTING PLAN

 

Following a robust public outreach process, the seven-member Chula Vista Districting Commission will finalize a Recommended Districting Plan at a public meeting on June 8. It is anticipated that the Recommended Plan will be presented to the City Council in July.

 

The public meeting will be held Monday, June 8, at 5 p.m., in Council Chambers, 276 Fourth Avenue.  The Recommended Plan will be made publicly available for at least 14 days prior to the City Council taking action on the Plan, likely in July 2015. The public is encouraged to comment on the Draft Plan prior to June 1 to allow the Commissioners to consider it in advance of the June 8 meeting. However, public comment will be accepted up to, and during, that meeting.

 

Ten public workshops have been held to obtain public input on the development of the Draft Districting Plan. More than 200 public comments and recommendations have been received.

 

In 2012, Chula Vista voters elected to create four geographic electoral districts within the City of Chula Vista. Starting in 2016, future elections will be divided by these districts, with one candidate from each district being elected to represent that district on the City Council. For example, the Councilmember serving District 1 will reside in District 1 and be elected only by voters who reside in District 1. The Mayor and the City Attorney will continue to be elected at-large by all voters in the City. For more information, CLICK HERE

FIRE DEPARTMENT NEWS
  
Graduation was recently held for the Chula Vista Fire Department (CVFD) Fire Academy adding eight new probationary firefighters to our City.  CVFD conducted a first-time joint Fire Academy with National City (with three graduates) at our training facility resulting in a successful venture for both cities.  The two cities often work together as there are no boundaries for fire response in San Diego County meaning when a fire truck is dispatched, it comes from the closest available to the scene.  In addition, the joint academy allowed for a cost savings to citizens in overtime and benefits and saved both fire departments the expense of supplies. 

Chula Vista welcomes the following to CVFD:  Tanner Lindsay, Vince Cardona, Daniel Tarin, Eric Martinez, Scott Walker, Shane D'Ambra, Clint Schepe and Bryan Otto. 

Several promotions were recently held as well.  Congratulations to Sean Lowery, Fire Battalion Chief, Chris Elwart, Fire Captain, Tyson VonGuenthner, Fire Engineer, Chris Manore, Fire Battalion Chief, Jeremy Czapinski, Fire Captain, and Terry Wirth, Fire Engineer.

...The Chula Vista Police Department (CVPD) is now partnering with Nextdoor.com, the free and private social network for residents to connect with each other in their neighborhoods. CVPD shares information on crime prevention, safety, public events, and emergency notifications. There are already about 6,500 Chula Vista resident's participating in Nextdoor with hopes that other communities participate as well.  Please be assured that your Nextdoor website remains private. Chula Vista Police Department staff will NOT be able to see any of the content on your neighborhood website except for the direct replies to their posts.

... congratulations to the CLEAN Champion Award winners who are recognized for their environmental leadership in the following areas: Resident - Oscar Romo; Business - Bonita Learning Academy; Organization - Chula Vista Garden Club; Youth - Miguel Angel Aldrete of Kids 4 Our World; and City Employee - Public Works Parks Division. 
 

A visit to the Civic Center and South branches of the Chula Vista Library will demonstrate why the Chula Vista Garden Club was recognized. Member Joan Gerber and her team have been instrumental in weeding and replanting several planter boxes at both libraries and at City Hall. In addition, club members have participated in the Mosaic Community Garden located at 960 Fifth Ave., planted trees at the Chula Vista Veterans Home, and participated in planting and litter abatement in Rice Canyon.  Most recently, a tree was planted for Arbor Day in the newly built off-leash Dog Park at Eucalyptus Park.  For the past 20 years, the garden club has donated scholarship funds to deserving Southwestern College students pursuing horticulture-related careers.  More than 85 percent of club members have qualified to receive Wildlife Habitat Certification.  The Chula Vista Garden Club offers a warm and inviting environment to anyone interested in horticulture, civic beautification and learning how to conserve natural resources. Meetings are held monthly on the third Thursday (excluding July and August) at 10:30 a.m. at Norman Park Center.
 

...kids, teens and adults are encouraged to sign up for the library's annual Summer Reading Program, Read to the Rhythm.  Sign up begins Saturday, June 6, in the libraries or CLICK HERE.  Participants not only will read for fun, but will receive prizes and can attend a variety of free entertaining and educational programs.  Sponsored by the Friends of the Chula Vista Library, some events include Zumba classes for adults, swing dance classes for the whole family, "Just Dance" classes for ages 9 through teen, yoga classes, musicians, arts and crafts, storytellers, and much more!
 

...there seems to be an increase of illegal dumping around the City of Chula Vista. We are not sure why sofas, grills and mattresses are showing up abandoned, but perhaps residents are unaware that large bulky items can be picked up for free in front of your home. For homes and businesses with cart service: Up to 10 bulky items can be picked up weekly, or 60 items in any 90 day period, FREE of charge. Additional items may be picked up for a small fee. Please call Republic Services at (619) 421-9400 at least 24 hours before your service day to schedule this special service. Apartment/Condos: Apartment managers or homeowner association representatives may schedule FREE collection of bulky items by calling Republic Services at (619) 421-9400. Please contact your complex representative. Business owners without cart service: If your business gets dumped on illegally, call Republic Services at (619) 421-9400 for bulky item pick at $3.79 per item. Please help keep your City clean!
 

...Chula Vista City Manager Gary Halbert presented the draft Fiscal Year 2015-2016 budget at the May 26 City Council Meeting. The proposed $140 million General Fund budget for Fiscal Year 2015-16 is balanced and maintains current service levels with limited service enhancements. The Capital Improvement Program budget proposes $27.5 million in funding.  The City Council will consider the budget at the June 2 Council meeting.


...our CVPD Crime Lab and Evidence Control units have just been certified by the American Society of Crime Laboratory Directors (ASCLD/ISO) under the International standards. Previously, the Crime Lab and Evidence Control unit was certified under the "Legacy" standard. The new ASCLD/LAB ISO certification is the highest certification standard possible for crime laboratories and evidence control units and the certification is the result of the expertise and a lot of hard work by our extremely capable staff.  ASCLD/ISO re-certification places CVPD's crime laboratory and evidence control unit among only four San Diego County agencies to attain this coveted certification. A big round of applause to our own CSI crew!

...you can help Chula Vista welcome Special Olympics World Games delegates from Argentina and Puerto Rico!  This summer from July 25 - August 2, Los Angeles will become the global stage for 7,000 athletes from 177 countries to compete in 27 sports for the Special Olympics World Games. For four days prior to the athletes arrival in Los Angeles (July 21- 24), the cities of Chula Vista, Coronado and National City will welcome more than 100 delegates from Argentina and Puerto Rico as part of the San Diego South County Host Town.  The Special Olympic delegates will have the opportunity to participate in social and cultural activities and events that are unique to the South Bay, as well as rest and practice prior to commencement of the games. With your support, we can showcase our great City, get to know the athletes, and foster an international connection to our local community. San Diego Housing Federation honored the City of Chula Vista, in partnership with the County of San Diego and other local housing providers, for excellence in Affordable Housing and Community Development with their Ruby Award in the CSH Supportive Housing category.  The Chula Vista Housing Initiative addresses chronic homelessness through a unique and strong collaborative effort bringing together chronic homeless who are high utilizers of mental health services with available housing.  The initiative serves as a new pathway for stability of some of the most vulnerable homeless persons on their road to recovery and wellness. 
 

...bricks are available for purchase on the City's Walk of Honor at Veteran's Park and Community Center from June 1 through July 31 to honor veterans, fire and police personnel.  The commemorative brick, at a cost of $100 each, will be placed in the walkway by Veterans Day 2015.  To order a brick, please call (619) 409-5979.

...Otay Recreation Center and two libraries will be offering a summer food lunch program for children ages 1 to 18.  From June 15 to July 17, kids can get free lunch and an afternoon snack at the Otay Recreation Center, 3554 Main Street, Monday through Friday.  Lunch, usually consisting of a sandwich, fruit, milk and juice, is served from 12:30 to 1:30 p.m. and snack is served at 2:30 p.m. The program is offered by the South Bay Union School District.  All food must be consumed on the premises and the facility is closed on Friday, July 3.


Civic Center and South Chula Vista branch libraries also will serve lunch from June 8 through July 10 compliments of the Chula Vista Elementary School District.  Children ages 1 to 18 can get lunch at 12 p.m. and a snack at 3 p.m.  Again, all food must be consumed on the premises.

...congratulations to our Principal Civil Engineer Frank Rivera who received the Outstanding Service Award for a Public Agency from the American Public Works Association San Diego & Imperial Counties Chapter. He was recognized for his collaborative efforts during his 30-year career working on transit, rail, highway, traffic engineering, and bike projects. Way to go Frank!

Snores 'n' S'mores Family Campout

Rohr Running Race
Saturday, June 20, is the date for the 31st annual Bonita 5K (formerly known as the Bonita 5000).  The race starts (7:30 a.m.) and ends at Lot C and is held on the roads surrounding Rohr Park.  A Junior 1K race will start at the same location, but will take place inside the park.  For more information and to register, CLICK HERE.
 

Red Shoe Day
For the sixth year, Red Shoe Day is set for Thursday, June 25, with 10 sites at various intersections in Chula Vista.  Volunteers will be collecting donations in a big, red shoe from 6:30 to 9:30 a.m. All proceeds go to help support the Ronald McDonald House Charities of San Diego.
 

Chula Vista Day at the Fair
Chula Vista has its own day at the San Diego County Fair on Friday, June 26!  Visit "A Fair to Remember" and stop by the Chula Vista section located in the infield from 11 a.m. to 5 p.m.  Learn about conservation, great local Chula Vista businesses and more.  If you're at the fair that day, stop by and show your CV pride!
 

Relay for Life
Relay for Life is the American Cancer Society's largest nationwide fundraiser in the fight against cancer. This 24-hour, family-friendly event unites our community while bringing awareness to cancer prevention, celebration of cancer survivorship, and a common goal of fighting back against this disease.  From 10 a.m. Saturday, June 27 to 10 a.m. Sunday, June 28, Relay for Life will be held at Halecrest Elementary School, 475 East J Street.  CLICK HERE to register as individual walkers, as part of an existing team, or create teams of your own.
 

No More Bad Dog
