DRAWING NEW COUNCIL DISTRICTS
The Chula Vista Districting Commission wants to hear from you! The City of Chula Vista Charter was amended by voters in November 2012 to require that the City establish electoral districts from which the City's four City Council members will be elected.
A seven-member Districting Commission has been formed to construct the four City Council districts to be used in future City elections. The Commission is overseeing a process for holding public meetings, proposing districts, conducting public outreach, and finalizing recommendations to submit to the City Council.
The Districting Commission needs to hear from Chula Vista residents to help it make informed decisions about where to draw district lines. In particular, it needs information from you about your neighborhoods and communities of interests. A goal is to keep your neighborhoods and communities of interest together in the same district. A community of interest (COI) defines your community, identifies where it is located, or describes a common interest that brings community members together. For example, a COI might exist around a local school where people participate in activities, around a park that is maintained by a group of community members, or around an area with people that share a common cultural or language background.
Public input can be provided at the public hearings or you can provide comments in writing and submit via email, fax, mail, or at City Hall. The Commission is holding five public input hearings plus one line-drawing meeting in March. After these hearings, a preliminary Districting Plan will be available for review. The Commission will then hold five additional public hearings in April to get public feedback on the preliminary Districting Plan, and make modifications to the districts as necessary. WE GOT THE DIAMOND!
Chula Vista was recently honored with iCommute San Diego's Diamond Award. The award recognizes employers who help people get to work or school without adding traffic to the region's roads and freeways, helps to reduce greenhouse gas emissions, and improves mobility. Specifically, Chula Vista received the Diamond Award for offering alternative commuting options to employees including biking (bike racks, lockers, and showers provided on site), walking, public transit, carpooling (preferred parking for employees), telecommuting, and alternative/flex work schedules.

Those options include: Ridesharing and TripTracker; alternative fuel station maps and installation of chargers at municipal facilities, including Civic Center and other locations; pocket-sized bike maps and safe routes to schools maps for both employees and residents; and yearly employee surveys to assess employee commuting habits. |

HELP US WIN A $5 MILLION PRIZE!
No, it's not the Publisher's Clearing House contest, but you can help us win a great prize! Our City has a long history of energy efficiency program development and has demonstrated its commitment to energy efficiency again by advancing to the Semifinal round of the $5 million Georgetown University Prize (GUEP). The GUEP is a national competition that challenges small-to medium-size communities across the U.S. to rethink their energy use and implement creative strategies to increase efficiency. By entering the Semifinal round, communities agree to track and reduce their energy consumption and the community that demonstrates the highest-ranking in performance, innovation, and community engagement at the end of the two years will be awarded a first place prize up to $5 million.
The City of Chula Vista continuously strives to develop energy efficiency programs and policies that best fit the needs of residents by collaborating with community partners. Most notably, the City's Home Upgrade, Carbon Downgrade (HUCD) program serves as the primary residential program for community energy and water efficiency. The HUCD program provides Chula Vista residents with information on state and regional programs, incentives, financing, and rebates regarding energy and water efficiency. To date, the HUCD program has provided hundreds of residents with free home energy and water evaluations. This leadership has resulted in Chula Vista being recognized by numerous regional and national organizations including San Diego Gas & Electric® (2012 and 2014 Energy Champion Award), California Air Resources Board (2013 Cool California Finalist), and federal EPA (2014 Climate Leadership Award).
Now that we are in the competition, the City needs your help! There are three things you can do to help your community in the competition:
1. Spread the Word - The more people who know about the GUEP competition, the more residents will start to save energy. Tell your friends, family, and neighbors to start saving today.
2. Start Saving - We are already in the competition, so any energy that you save now will help us win! It can be small things like making sure to turn off unneeded lights or appliances or big changes like buying new Energy Star appliances or a "whole home" upgrade.
3. Get a free Home Energy and Water Check-Up - This is an opportunity to have trained City staff come out to your house at no cost to you and provide custom information on how you can save energy and water.

SPRING SWIM SEASON
Although the calendar and our sometimes rainy weather still indicates winter, it's time to start thinking about swimming lessons! The City's Recreation Department is now accepting registration for a three-week session which begins February 23 at Parkway Aquatic Center, 385 Park Way. The 30-minute classes will be held on Monday, Wednesday and Friday for those ages 6 months to adult. Cost is $32. Beginning March 16, Loma Verde Aquatic Center, at 1420 Loma Lane, will host a two-week swimming lesson session. Those 30-minute classes will be held Monday-Friday and cost $35. Aquatics is also offering a Lifeguard Training for those age 16 and older scheduled during local public school spring break, March 21-28. The certified American Red Cross training will run 8 a.m. to 5 p.m. and registration is open now, CLICK HERE.
Held at Loma Verde Aquatic Center, the lifeguarding class will teach potential lifeguards the skills and knowledge necessary for potential employment with the City as a Lifeguard 1 with a starting pay of $13.82 per hour. ...Jim Geering was named Fire Chief after serving the City as Acting Fire Chief since November. Geering is a Chula Vista native and has spent his entire 29-year career with the Chula Vista Fire Department. He has held nearly every rank and position including Fire Engineer, Training Captain, Fire Inspector, Fire investigator, Fire Marshal, Deputy Chief, Assistant Chief, and in 2008, Interim Fire Chief. Harry Muns was appointed Deputy Fire Chief. Congratulations to both!

...the City is accepting nominations for the 2015 Gayle McCandliss Art Awards, now through April 3. Given annually to high school juniors, graduating seniors and individuals who have supported the arts in Chula Vista, the fund is named after former Mayor Gayle McCandliss, who was a strong supporter of the arts. ...the City Council appointed Steve Miesen to fill the vacant seat which became available when Mayor Casillas Salas was elected in November. Miesen, a Division Manager for Republic Services, is a 13-year City resident and has been involved with a number of non-profit organizations. Congratulations!
...Chula Vista's Olympic Training Center will be hosting the Field Hockey World League February 28-March 8. The international tournament is part of the Olympic Qualifying process. Besides the USA Men's Field Hockey team, other countries participating include Russia, Canada, Ireland, Austria, Chile, Italy, and Trinidad and Tobago. CLICK HERE for a complete game schedule.
...middle and high school kids are needed to be ball chasers for the World League tournament mentioned above February 28-March 8. Ball Chasers will be primarily responsible for retrieving balls that leave the field of play, but may also be required to do other duties, such as carry national team flags at the pregame ceremony, retrieve balls during the pregame warmups, retrieve masks, gloves and other padding. Ball chasers need to be able to work as a team, be able to follow directions, be reliable and courteous, and be a minimum 11 years of age. TRANSPORTATION WORKSHOP
Want to know the latest about transportation projects in our City? Then plan to attend the City Council Transportation Workshop on Thursday, February 5, at 4 p.m. in the Council Chambers, 276 Fourth Avenue. The presentation will provide updates related to pedestrian, bicycle, local streets, arterial streets, freight rail, light rail trolley, mass transit and freeway projects.
LIBRARY BOOK SALE
Friends of the Chula Vista Public Library will hold a book sale on Friday and Saturday, February 6 and 7, from 10 a.m. to 5 p.m., and Sunday, February 8, from 1 to 4 p.m. The sale will be held at the Civic Center Library, 365 F Street, and includes books, videos and records at drastically reduced prices!
VALENTINE CRAFT WORKSHOP

VALENTINE CARDS FOR VETERANS
Children age 6 and over are invited to a special craft program to create Valentine cards for local veterans. Both classes begin at 4 p.m. and registration is required by contacting the library of your choice.
INDOOR SOCCER LEAGUE
Registration is open until Wednesday, February 11, for the coed indoor soccer league. Boys and girls ages 6-17 are encouraged to register with player evaluations being held on February 13 and 14. LIBRARY LOVE ON FEBRUARY 14
Renowned San Diego Dance Theater troupe returns to the Otay Ranch Branch Library on Saturday, February 14, for a special performance entitled "Entwined on Valentines." The library dance program is open to the public and begins at 3 p.m. It was created with funding by the City's Performing and Visual Arts Grant.
Following the library dances on February 14, all the single people are invited to stay for the annual "Novel Lovers Literary Speed-Dating" event. The fun evening will be conducted in classic speed-dating style and is open to all adults ages 21 and over. Meet other novel lovers and literature enthusiasts for new friendships or a possible book club. Guitar music and light refreshments will add to the festivities. SDG&E SALE
SDG&E is offering discounted energy-saving LED bulbs at a special sale to be held on Tuesday, February 17, from 9 a.m. to 5 p.m. The event will be held at their Chula Vista Bill Payment Center located at 436 H Street. You can purchase a three-pack of 13-watt LED bulbs (which will replace a 60-watt incandescent bulb) for only $10.
