LOUD PARTY AND SOCIAL HOST  


Summer is almost over and it's time to start thinking about football parties, family gatherings and holiday celebrations. The City of Chula Vista Police Department (CVPD) wants our residents to have fun, but also to be safe and obey the laws. The City does not require a noise permit, however, there are several ordinances party planners should be aware of prior to making plans. To help make your party a success, remember the following:


* The Social Host ordinance cracks down on anyone who hosts or allows a party where minors are drinking alcohol.


* The Loud Party ordinance discourages music, radios or other amplified noise that are turned up too loud in residential neighborhoods between 11 p.m. and 8 a.m.


So what happens if you violate any of these laws? CVPD can cite offenders on a first response to a complaint of a loud party. Similarly, the Social Host ordinance gets tough about underage drinking. Adults, often family members, are frequently a source of alcohol for minors. Social host liability laws send a clear message that adults have a responsibility in the way they manage their homes or other properties to prevent underage drinking parties. Offenders are people who host, organize or allow the event; and people responsible for the residential or commercial property where the drinking occurs. Those who violate the ordinances may face serious consequences including fines up to $1,000 and jail sentences as long as six months.


The Loud Party ordinance allows police to seize, as evidence, any equipment creating too much noise, including vehicles.

DISTRICTING COMMISSION SET
  
Recently, Chula Vista's City Council ratified the appointments of three additional members to the newly formed Districting Commission, which will recommend four City Council districts to be used in future City elections.  Four members were previously selected randomly by the Charter Review Commission and the final three were selected by those four members in mid-August.  More than 20 applications were received for the Districting Commission.  All commission members live in and are registered to vote in the City of Chula Vista.
  
Currently, Chula Vista is not divided by districts and residents vote for each council candidate citywide. In 2012, voters approved an amendment to the City Charter that City Councilmembers will be elected by geographic district beginning with the 2016 election. Those running for Council must reside in the district they wish to represent and residents will vote only for candidates in their respective district. For example, the Councilmember serving District 1 will reside in District 1 and be elected only by voters who reside in District 1. The Mayor will continue to be elected at-large by all voters in the City.

The final three members of the Districting Commission are Patty Chavez, Cheryl Goddard and Jerome Torres. 
  
Ms. Patty Chavez is a Communications Consultant with over 20 years experience in marketing and public outreach in public, private and non-profit sectors. She served as a former appointed Chula Vista City Councilmember, Community Relations Director for South Bay Community Services, a consultant for local organizations, and is actively involved in several service organizations.
  
Ms. Cheryl Goddard is a Land Use/Environmental Planner for the County of San Diego and primarily works in the South County. She has a background in Urban Studies and Planning and Ethnic Studies and also serves on the Casillas Elementary School Site Council. 
  
Mr. Jerome Torres is a former Chairperson of the Redistricting Commission for the Long Beach Community College District and participated in the redistricting of the Council Districts for the City of Long Beach.  He is a Senior Management Analyst and Risk Manager for the City of Coronado and has served as an analyst on the city, county, school district and university level.

Ms. Rita Buencamino-Andrews is a retired analyst from the City Clerk's office, City of San Diego. She served as a Partnership Specialist for 2010 U.S. Census, and has been recognized for exemplary leadership and service to the Filipino American community.
  
Dr. John Korey is a retired professor of Political Science from Cal Poly Pomona. He has published papers on political and voting trends, civic engagement, and California politics. He has been active in local service organizations and was an instructor for citizenship training classes.
 
Dr. Reynaldo Monzon is an administrator at San Diego State University. He has been involved in various committees, councils and community based organizations in Chula Vista including the Chula Vista Elementary School District and Sweetwater Union High School District.

Mr. William Richter is an administrative associate at Sempra U.S. Gas & Power. He has experience in government affairs and communications. He has been involved in community and civic efforts and served on the City of Chula Vista Charter Review Commission.
  
A consultant will be selected to work with the Districting Commission members who will assist in conducting public outreach on the process. Public input is a key component for developing the new district boundaries.  The members will have several months to complete the task of recommending the boundaries for the four electoral districts. PULSEPOINT APP

A new innovative smartphone app, PulsePoint, can literally save a life. Several local agencies have collaborated to offer the free app that alerts CPR-trained bystanders if someone nearby is having a sudden cardiac arrest that may require CPR. The app is activated by one of the five public safety communications centers in the county at the same moment that fire department and EMS resources are dispatched to the scene.

Every minute a victim of sudden cardiac arrest waits for CPR, their chance of survival drops by up to 10 percent. After four to six minutes, brain damage begins to occur. After 10 minutes, it's often too late. Few resuscitation attempts succeed. Now, with PulsePoint, citizens trained in CPR know when their help is needed, allowing them to step in during those critical moments before a paramedic arrives. Also available through PulsePoint is a companion app called PulsePoint AED, which allows the public to register the locations of publicly accessible automated external defibrillators (AEDs) in their community.

COX EXTENDS C2C PROGRAM


Chula Vista families with K-12 children on the federal free school lunch program can participate in Connect2Compete (C2C), a program that offers discounted computers and Internet service through Cox Communications. Cox recently announced that it has extended its support of Connect2Compete through 2016.
 
Whether it's doing homework and research, checking grades, or applying for college, the Internet has become an essential learning tool for students, yet there are still many youth who don't have computers or broadband technology in the home. Connect2Compete was designed to bring computers and Internet access to families to help bridge the digital divide.
 
In addition to free school lunch, Cox has expanded its proof of eligibility for Connect2Compete to include Temporary Assistance for Needy Families (TANF) and the Supplemental Nutrition Assistance Program (SNAP).
 
Cox was the first company nationwide to roll out Connect2Compete, piloting the program for the FCC in San Diego County in 2012. The Sweetwater Union High School and Chula Vista Elementary school districts participated in the Cox pilot. Cox launched the program nationally in 2013.

LEARNING AT THE LIBRARY 
  
There's always lots to learn and do at the library!  Here's the latest news:
  
Our Chula Vista Library has expanded the hours for its U.S. Passport Office at the Civic Center Branch. New hours are: Monday, Tuesday and Friday from 10:30 a.m. to 2:30 p.m., and Wednesday and Thursday from 2 to 6 p.m.  Appointments are now required by calling the branch at (619) 691-5069.  You can check availability online, CLICK HERE. The library's Passport Office averages 250 applicants per month, and processed the passport for Cassandra Kunze, Miss California USA, before she headed to the national pageant
  
Save the date of October 20 for "Ideas to Action - The Chula Vista Conversation Continues." Join the lively and interactive exchange of ideas about what it means to live and work in Chula Vista. The event will be facilitated by Political Science professor and political analyst Carl Luna, director of the Institute for Civil Civic Engagement (ICCE), a partnership between the University of San Diego, San Diego Mesa College and San Diego City College. The ICCE works actively throughout San Diego County to promote public dialogue that builds community consensus and resolves problems for the common good. Reservations are not required. The event is set for Monday, October 20, with registration and refreshments from 5:30 to 6 p.m. and the program from 6 to 8 p.m. at The Hub, the Otay Ranch Town Center's new library community room. 

September is Adult Literacy Awareness Month in the City of Chula Vista, and the library will receive a proclamation at the September 9 City Council meeting. The proclamation will be presented to Glenda Hogg, Chair, Community Service Committee, Altrusa International Inc., of Chula Vista, and to Paula Tschauner, longtime literacy volunteer tutor. Altrusa initiated the library's Adult Literacy Program in 1986. In its 28 year history, the program has delivered a wide range of learning and literacy services to thousands of adult learners through the dedicated efforts of more than 800 volunteer tutors.
 
A partnership among the Library, the City's Public Works Department and the Chula  Vista Garden Club has renovated the former planter box outside the front doors of the South Chula Vista Branch. The upgrade has created a beautiful and serene entrance in an area that was in great need.

... registration is now open for the 12th annual Beautify Chula Vista Day scheduled for Saturday, October 11, from 9 a.m. to noon.  Volunteers can participate at Rice Canyon/Discovery Park, or at Harborside Park.  To register, CLICK HERE.  Last year, over 600 volunteers spanned out across Rice Canyon at Discovery Park and Otay Recreation Center where they removed litter and graffiti, pulled invasive plants, and planted native plants.  More than three tons of debris was removed from the Rice Canyon trails and the surrounding neighborhoods of Discovery Park and Otay Recreation Center.
  
...Read to Swim is a unique program offered thanks to a grant from USA Swimming Foundation.  Children are rewarded for reading by receiving free swimming lessons at either City aquatic center.  Sessions will be held at Loma Verde on September 15-26, and Parkway will host sessions from September 22-October 4, and October 6-17.  All lessons will be held Monday through Friday from 4 to 7 p.m.  Please CLICK HERE for more information.

... our Chula Vista Fire Department sent 15 firefighters to Northern California to assist with several large fire incidents last month. Most of these required the firefighters to drive 10 to 15 hours north just to arrive on scene.  Fires included those in Mendocino County, Siskiyou County and two fires in Shasta County.  As resources in our state continue to dwindle due to the number and size of these fires, the state's Office of Emergency Services reaches further and further south requesting mutual aid assistance. During these deployments, we continue to backfill our nine fire stations maintaining the staff needed to respond to emergencies in Chula Vista.

...Montevalle Recreation Center, 840 Duncan Ranch Road, has some great activities planned in September!  Kids ages 4-10 can participate in a free arts and crafts event on Thursdays from 4 to 5 p.m.  On Fridays from 1:30 to 3:30 p.m., middle school kids can play in a variety of free tournaments:  Sept. 5 is Ultimate Handball; Sept. 12 isDodgeball, Sept. 19 is Ultimate Frisbee, and Sept. 26 is Kendama.  CLICK HERE for more information.

Blake Shelton Tour Bus Stop

Dribble, Dribble, Shoot!

Pre-school Camp

Master Composter Course
Not sure what to do with food/table scraps?  Want to reduce your use of pesticides and fertilizers? Then sign up for the free Master Composter Training Course!  No experience is needed in this six week class that offers hands-on training with instruction, lectures, field trips and discussion.  After course graduation and community service hours, you will be certified to teach composting to others!  The next course begins Thursday, September 18, and will be held on Thursday evenings.  Call (619) 476-2409 to register and for details.

Clean Up Time!
Help keep Chula Vista clean by participating in "Coastal Cleanup Day" on Saturday, September 20, from 9 a.m. to noon.  Coastal Cleanup Day is the largest volunteer event in the state with over 58,000 volunteers removing 750,000 pounds of trash and recyclables from California's beaches, lakes, and waterways in 2013.  This year, there will be at least five clean up sites within Chula Vista including Bayfront Park (by the boat ramp), Sweetwater Marsh (at the Living Coast Discovery Center as well as Bay Boulevard Park), Del Rey Canyon, and Rice Canyon (at Discovery Park). Volunteers should register for a specific site, CLICK HERE.  If possible, bring a reusable water bottle, work gloves, and bucket to help cut down on waste.  Coastal Cleanup Day is organized in San Diego County by I Love A Clean San Diego, a non-profit environmental group, CLICK HERE.

Health Fair at NPC
Norman Park Center will be hosting its annual health fair on Thursday, September 25, from 11 a.m. to 2 p.m.  The event features over 30 booths and several health care screenings including balance, blood pressure checks, flu shots and more.  Also at the fair are a variety of safety, housing, and care booths geared towards those 55 and over, as well as an opportunity drawing for prizes.  Call (619) 409-1930 for more information.
 
Montevalle Movie
A free family movie will be held at Montevalle Recreation Center on Friday, September  26, from 7 to 10:30 p.m.  Recreation activities begin at 7 p.m. with the movie, "The Hotel Transylvania," airing at 8 p.m.  Open to all ages, snacks and drinks also will be available.
 
Learn About Solar
Learn all about solar electric systems for your home at a free informational workshop hosted at City Hall (276 Fourth Avenue, Building C, Room B111) on Thursday, October 2, from 5:30 to 7:30 p.m.  Experts from the Center for Sustainable Energy will explain the fundamentals of solar electricity, go over how to apply for available incentives and share valuable tips that can help you feel more confident when evaluating solar for your home. Mariachi Oktober Fiesta

Save the date for the Chula Vista Rotary's unique Mariachi Oktober Fiesta set for Saturday, October 4, from 12 to 4 p.m. in Memorial Bowl. This family-friendly, fun-filled event will feature Mexican and German food, music and cultural experiences. Live Mariachi bands, bratwursts and beer, tacos and tequila will be available at this downtown Chula Vista event.
