NEW CROSSWALK - NEW SCHOOL YEAR

Chula Vista Public Schools returned for the new school year on July 24. And those who attend and live near Montgomery Elementary School will see a new type of pedestrian traffic signal has been installed to help them safely cross the street. The Pedestrian Hybrid Beacon system with high-intensity activated crosswalk (also known as HAWK signal) is placed mid-block to benefit students, parent and teachers as well as residents in the neighborhood.

 

The Pedestrian Hybrid Beacon system looks different from other pedestrian signals in that beacons over the traffic lanes remain dark unless a pedestrian pushes the crossing button. Then a flashing yellow light begins, followed by a solid yellow, then a solid red light while pedestrians are crossing. Studies have shown that a red signal produces up to 97% driver compliance - a better rate than other devices at pedestrian crossings.

 

Once a pedestrian pushes the activation button and yellow lights begin to flash, there is also a walk indication sign with a countdown. In addition, signs are posted overhead instructing motorists to "stop on red" and "pedestrian crossing." The project also included a median refuge island in the middle of the crossing to ensure no cars will enter the median area.

 

This new system is the first in the state of California and costs a fraction of the cost of a traditional traffic signal. So remember to drive carefully around school areas and especially when you see yellow or red lights!

   
APPLICATIONS AVAILABLE FOR "CHRISTMAS IN OCTOBER" EVENT 
 
Do you know someone whose home could use sprucing up yet they cannot afford or are
physically unable to? Chula Vista's annual "Christmas in October" program helps preserve and revitalize houses using hundreds of volunteers and is accepting applications now for the October 12 event. In past years, volunteers have assisted people because they are low income, elderly and/or disabled. The program combines the good will and spirit of volunteers with donated funds and materials from businesses and monies raised by local service clubs.

 

Military veterans and their families - the wounded, the elderly, or their widows/widowers who reside in the Chula Vista area are urged to apply. All repairs are at no cost to the homeowner. Mobile homes are not included in the program. Anyone who wants to participate must fill out an application and turn it in before Sept. 2 on a first come, first served basis. Houses may be painted and often carpeting, windows, tile, pipes and bathroom fixtures are replaced. New water heaters, smoke detectors and refrigerators may be installed. Able-bodied family members are expected to help with the renovations. Funding for the program comes from corporations, individuals, labor organizations, foundations, and civic organizations.

 

Applicants are selected after a home visit by "Christmas in October" chair and civic leader Emerald Randolph. Referrals come from a variety of sources including homeowners, residents, nonprofit agencies, police and fire departments, social service organizations, churches, and synagogues.  

                        

Applications for this year's program may be obtained by calling (619) 691-5213 or at the front desk of Fire Administration offices at 276 Fourth Avenue, Building C, between 8 a.m. and 5 p.m. Monday through Thursday. Citizens or businesses wishing to volunteer may call the same number for information. Monetary donations are tax deductible.

ENTERPRISE ZONE UPDATE 
  

The San Diego Regional Enterprise Zone Partnership, consisting of Chula Vista, National City, San Diego and the Port of San Diego, with the help of the South County Economic Development Council, were successful in getting some language included in Assembly Bill AB 93 and Senate Bill SB 90 that may benefit the region.

With the State of California's implementation of new economic development incentives, the San Diego Regional Enterprise Zone Program, as we know it, will end on December 31, 2013. Even though AB 93 effectively eliminates tax incentives associated with Enterprise Zone Programs as well as eliminates the statewide Small Business New Hire Tax Credit and are replaced with other incentives, businesses in the San Diego Regional Enterprise Zone still have the opportunity to earn tax credits for hiring qualified employees and making qualifying equipment purchases through December 31, 2013. Here's how:

**If you hired an EZ eligible employee in the last few years and have not yet obtained an Enterprise Zone Hiring Certificate, you should do so immediately.

**If you are thinking of hiring new employees in the near future and would like to take advantage of the credit, it's not too late. Employees hired before December 31, 2013 may still be eligible and you can continue to claim the EZ Hiring Credit for up to five years as long as the employee remains employed with your company in the Enterprise Zone.
 
**If purchasing new qualifying equipment, contact your accountant to determine if the EZ Sales or Use Tax Credit or the new Sales and Use Tax Exemption is more beneficial to your business.

WATER SAFETY AND SWIM LESSONS
 

With Labor Day approaching - a big pool holiday - Chula Vista's Fire and Recreation Departments will offer residents a free water safety program on Saturday, August 24. The event, scheduled from 12 to 3 p.m. at Parkway Family Aquatic Center, 385 Park Way, is designed to emphasize safety around water for children and parents. Participants can pre-register for free swim lessons by EMAIL or just show up the day of the event.  Classes are scheduled at 12, 12:35, 1:10, 1:45 and 2:20 p.m.

 

The event will provide a foundation to help parents understand the steps they must take to keep their children and guests safe around the pool. Children will receive free swim lessons and learn how to properly use a life jacket. Parents will learn about the importance of fences and alarm systems, and receive an introduction to the importance of learning CPR. Attendees will also be treated to a barbeque hosted by the Chula Vista Firefighter's Foundation.

In addition to the free water safety program on August 24, the Chula Vista Aquatics Program will be accepting registration for fall swimming lessons beginning August 12.   Classes will be provided at both Loma Verde Aquatic Center, 1420 Loma Lane, and the Parkway Aquatic Center, on Monday through Friday from 4-7 p.m. The two week sessions begin August 26 and four sessions are available at a cost of $35 for Chula Vista residents and $44 for non-residents. ...on Sunday, August 18, Caltrans will close a seven-mile stretch of I-805 in both directions from SR 54 in Chula Vista to SR 905 in Otay Mesa. The stoppage is scheduled for 3 p.m. August 18 until 5 a.m. August 19.  During that time, crews will demolish the East Palomar Street bridge, which eventually will be replaced by another bridge, direct carpool access ramps, a transit station and park and ride.  It is highly recommended that drivers STEER CLEAR of the 805 in South County during that time.  If you cannot avoid travel then, please bring your patience and be prepared for lengthy traffic delays on alternate routes.  Drivers will be asked to take either the I-5 or the SR 125 toll road, also known as the South Bay Expressway, which will be toll-free during that time.  For more information about the upcoming closure, CLICK HERE.  Need some suggestions for avoiding all travel then?  How about a Monopoly marathon with your family?  Or a barbeque with the neighbors.  Maybe clean out that closet or garage.  Stay home and have fun!

 
...beginning this fall and lasting through mid-2014, the San Diego County Water Authority will be involved in a construction project through Chula Vista. The Sweetwater to Lower Otay Pipeline Relining Project relines approximately 5.4 miles of a large water pipeline in the San Diego County Water Authority's easement near Otay Ranch and EastLake.  The construction involves work Monday through Saturday from 7 a.m to 7 p.m., use of local roads for transporting materials and workers, some work-related noise, brush and tree removal as needed, and temporary sound walls around work sites. Most of the work will be done underground and accessing the pipe through designated portals or entrances where most of the construction activity will take place. ...and in more construction news, the second phase of the Blue Line Stations and Rail Rehabilitation project will require the J Street trolley crossing area in Chula Vista be completely closed from 10 p.m. Friday, August 16, to 6 a.m. on Monday, August 19. The road closure will physically be at the railroad/trolley tracks where they cross J Street. Track installation will be from just south of H Street to just north of L Street, (but only blocking J Street).  The rails, which are one solid piece of steel, are 1,600 feet long and are coming in on a train that is 2,000 feet long!  The road cannot be reopened until these new rails are installed, and the massive train -- almost one half of a mile in length -- cannot be moved until this operation is completed.  Then the train will be reloaded with the old rails which will be melted down at a steel mill and made into new rails for future use elsewhere in the country.  The ramps to I-5 freeway to and from J Street will remain open, but only accessible from Bay Boulevard to the west of the freeway. Traffic wanting to access the freeway from east of the J Street trolley crossing will be detoured to either H or L Street.

...stop flushing your money down the drain ... literally!  Chula Vista residents are encouraged to take advantage of new rebates to replace your existing, inefficient toilet with a WaterSense-qualified 1.28 gallon per flush (or less) model.  In addition to reducing your water use, high-efficiency toilets may help reduce your sewer fees.  Rebates for qualifying toilets start at $50 and should be reserved at CLICK HERE. There are also rebates available for high-efficiency clothes washers, weather-based irrigation controllers, and rotating sprinkler nozzles.  Funding is limited, so act now! Montevalle Movie Night

 

Bring the entire family, your lawn chairs and blankets and see a free family movie under the stars at Montevalle Park, 840 Duncan Ranch Road.  On Friday, August 30, the featured movie is "The Croods," shown on a large outdoor screen in the park.  Please plan to arrive by 7:30 p.m. and the movie will begin as soon as it is dark.  The event is sponosred by the Foundary United Methodist Church and coordinated by the City's Recreation Department.
