Update on NYS Behavioral Health Managed Care Transition

 

As New York State continues to work with CMS to obtain approval of the 1115 Waiver Amendment to bring Medicaid Behavioral Health services into managed care, the timeline for implementation of the Adult Behavioral Health transition has been updated to reflect the following:

 

March, 2015 - Anticipated CMS approval

 

April 1, 2015 - NYC Implementation: HARP Passive Enrollment Letters Distributed (see below for an explanation of passive enrollment process)

 

July 1, 2015 - NYC Enrollment Begins:  Opt Out Period Ends & Enrollment Broker Sends Final HARP Rosters to MCOs (MCOs Begin to Manage and Pay for BH Services)

 

October 1, 2015 - ROS Implementation: HARP Passive Enrollment Letters Distributed

 

January 1, 2016 - ROS Enrollment Begins:  Opt Out Period Ends & Enrollment Broker Sends Final HARP Rosters to MCOs (MCOs Begin to Manage and Pay for BH Services)

 

At this point, Children's Behavioral Health implementation timeline remains unchanged.  

 

Explanation of Passive Enrollment Process

 

  1. Individuals initially identified by NYS as HARP eligible, who are already enrolled in an MCO with a HARP, will be passively enrolled in that Plan's HARP. 
  2. Individuals identified for passive enrollment will be contacted by the NYS Enrollment Broker. They will be given 30 days to opt out or choose to enroll in another HARP.
  3. Once enrolled in a HARP, members will be given additional options to opt out before they are locked into the HARPuntil the next open enrollment period.
4. Individuals initially identified as HARP eligible who are already enrolled in an MCO without a HARP will not be passively enrolled. They will be notified of their HARP eligibility and referred to the NYS Enrollment Broker to help them decide which Plan is right for them.

The Delivery System Reform Incentive Payment (DSRIP) program is a key component of the $8B New York State Medicaid waiver that provides funding to fundamentally restructure and improve quality in the safety net health care system to focus on primary and preventive care and reduce avoidable hospital use. These dashboards were developed by DOH and Salient HHS to assist with planning, community needs assessment and application development for the DSRIP initiative.

What Data are Included?

  • DSRIP Dashboards present Medicaid utilization and enrollment data made available by DOH.
  • The data updates monthly to present the most current information for service dates 2011 through present.
  • The data presented in these dashboards contain no member-specific health information of any type. In addition, any time a count of services or members falls between 1 and 10 inclusive, N/A will be displayed.

Recruitment for OMH Examinations Mental Health Program Specialist 2

 

The New York State Department of Civil Service (DCS) has announced open-competitive examinations (open to the public) for Mental Health Program Specialist 2, Grade 23 and Mental Health Program Specialist 2 (Clinical), Grade 23, and Mental Health Program Specialist 3 (Clinical), M-1.   These examinations will be held on March 28, 2015.  Applications must be submitted or postmarked by February 11, 2015.  For more information, announcements are available on the New York State Department of Civil Service website here.

Rikers to Ban Isolation for Inmates 21 and Younger

New York City officials agreed on Tuesday to a plan that would eliminate the use of solitary confinement for all inmates 21 and younger, a move that would place the long-troubled Rikers Island complex at the forefront of national jail reform efforts.

The policy change was a stark turnaround by the administration of Mayor Bill de Blasio, which recently eliminated the use of solitary confinement for 16- and 17-year-olds but, backed by the powerful correction officers union, had resisted curtailing the practice more broadly.

Sean McLean, a 19-year-old homeless student at the University of Massachusetts Boston, is one of more than 58,000 homeless college students in America today.

Sean McLean's first day of college at the University of Massachusetts Boston came on the heels of sobering news: The night before, he and his family were evicted from their home in Woburn, 9 miles north of Boston.

"I went to school knowing that later that day I would be packing up everything I owned and going to a shelter," said McLean, now 19.
