HHS: New York state will receive a four-year, $100 million State Innovation Model Testing grant
According to HHS, the state will adopt a tiered Advanced Primary Care model that includes behavioral and population health. New York will create a statewide program of regionally based "primary care practice transformation" to help doctors use the APC model.
The grant will also fund expansion of the use of value-based payments, with the goal of 80% of New Yorkers receiving value-based care by 2020. The grant will be used to boost primary care capacity through workforce training and fund health information technology projects, including clinical data exchange and an all-payer database.
The money also will be used to develop a common scorecard, shared quality metrics and enhanced analytics. The state previously applied for a model testing grant in September 2012 but was asked to refine and further develop its proposal. Read more.

State will require Medicaid to cover sex reassignment surgery
New York State's Medicaid program will cover sex reassignment surgery for transgender patients, according to a proposed rule posted to the state's register.
The shift in policy follows a state announcement last week that required all private insurers to cover the reassignment surgery when deemed medically necessary.
The state's Medicaid program will cover hormone therapy and surgery for those 18 years of age and older, for people who have been living for at least a year in a gender role that is "congruent" with their gender identity,

Study: Nearly half of U.S. kids exposed to traumatic social or family experiences
Nearly half of all children in the United States are exposed to at least one social or family experience that can lead to traumatic stress and impact their healthy development-be it having their parents divorce, having a parent die or living with someone who abuses alcohol or drugs-increasing the risk of negative long-term health consequences or of falling behind in school, suggests new research led by the Johns Hopkins Bloomberg School of Public Health.
The study reports on new data showing the magnitude of these adverse experiences in the child population in the United States, while also suggesting that training parents, providers and communities to help children with trauma cope and build even basic aspects of resilience may soften the blows and lead to later success, despite the obstacles.
