The state health department said Wednesday it has revised regulations which will allow health providers to obtain a Certificate of Public Advantage or COPA.

 

This essentially allows partnerships between health care providers that would otherwise be competitors, provided they can prove the benefits of working together outweigh the possible collusion or anti-trust concerns.

The move is necessary because many competitors will want to work together under the state's Medicaid waiver program, also known as Delivery System Reform Incentive Program, or DSRIP.  

 

The revised regulations will be open for public comment for 30 days and will take effect upon publication of a notice of adoption.

A Notice of Revised Rulemaking appears on the health department's website.  

Federal Officials Order Medicaid To Cover Autism Services
  
In July, the Centers for Medicare & Medicaid Services said comprehensive autism services for children under all state Medicaid and Children's Health Insurance Program plans, another federal-state partnership that provides health coverage to lower-income children.

 

The new coverage guidelines apply to children with autism spectrum disorder, a group of developmental conditions including autistic disorder and Asperger's syndrome. Roughly has an autism spectrum disorder, according to the Centers for Disease Control and Prevention. The Association of Maternal Child Health Programs estimates that just over a third of them get coverage through Medicaid or CHIP.

State Announces Citizen Preparedness Corps Training Online 

 

 

New York State is offering two hour training sessions for residents to have the tools and resources to prepare for any type of disaster, respond accordingly and recover as quickly as possible to pre-disaster conditions.

 

Each family participating will receive a free Citizen Preparedness Corps Response Starter Kit.  See dates and locations here.    

To Keep Poor Students in School, Provide Social Services


 

FOR the 16 million American children living below the federal poverty line, the start of a new school year should be reason to celebrate. Summer is no vacation when your parents are working multiple jobs or looking for one. Many kids are left to fend for themselves in neighborhoods full of gangs, drugs and despair. Given the hardships at home, poor kids might be expected to have the best attendance records, if only for the promise of a hot meal and an orderly classroom. Read more

 

"This study demonstrates what a lot of pediatricians have been noticing for several years - that they are seeing more neurodevelopmental and mental health problems in their clinical practices," Dr. Amy Houtrow, associate professor of Physical Medicine & Rehabilitation and Pediatrics at University of Pittsburgh, said in a statement. "As we look toward the future, the pediatric health care workforce and system needs to adapt to assure the best possible health and functional outcomes for children with disabilities related to neurodevelopmental and mental health conditions."  Read more

Thousands with mental illness end up homeless, but there are approaches that can help out.

More than 124,000 - or one-fifth - of the 610,000 homeless people across the USA suffer from a severe mental illness, according to the U.S. Department of Housing and Urban Development. They're gripped by schizophrenia, bipolar disorder or severe depression - all manageable with the right medication and counseling but debilitating if left untreated. In the absence of such care, their plight costs the federal government millions of dollars a year in housing and services and prolongs their disorders.

Police Have Become America's Mental-Health Workers

 

Last Tuesday, 25-year-old Kajieme Powell was shot by St. Louis police responding to a call that he had stolen two canned energy drinks and a packet of pastries from a local convenience store. As a video of the incident reveals, Powell had been stalking the sidewalk in front of the store, the cans on the ground before him, when the police arrived. A few moments later, he was dead.  Read more.
