AG Settles with Emblem Over Timothy Law Violations
State Attorney General Eric Schneiderman says that EmblemHealth had violated the state's Timothy's Law mental-health parity regulations marks his second investigation involving behavioral-health subcontractor ValueOptions. The AG's Health Care Bureau said that going back to at least 2011, ValueOptions issued 64% more denials of coverage in behavioral-health cases than in medical cases.
While ValueOptions is the subcontractor, EmblemHealth, of course, bears full responsibility and agreed to pay a $1.2 million civil penalty and take remedial action. EmblemHealth may take a bigger financial hit after the denied mental-health and substance-abuse treatment claims undergo an independent review. The AG estimates that the insurer many be on the hook for about $31 million to cover those claims.
Earlier this year, the AG stuck a similar settlement with MVP Health Care that required the Schenectady-based insurer to reform its behavioral health claims review process and pay a fine-again, with ValueOptions as the subcontractor.

New York Gets $58 Million to Lower Health Costs
The New York awards were announced by the Secretary for Health and Human Services, part of $360 million that was given to 39 projects spanning 27 states and the District of Columbia. The full list of awards and projects can be seen here.
New York health providers are getting a big assist from the federal government as they test new ways to deliver care at lower costs.
Seven New York health programs including the city's Health and Hospitals Corporation, Mount Sinai and Montefiore, were awarded more than $58 million through the Health Innovation Care Awards program, part of the Affordable Care Act.
SPOTLIGHT: The Montefiore Medical Center project will test implementation of the Bronx Behavioral Health Integration Project (B-HIP), which aims to improve the health of Bronx residents through two interrelated mechanisms, first by engaging patients with serious behavioral health needs and secondly by screening for, identifying and addressing behavioral health co-morbidities in a Collaborative Care Management (CCM) model.
The target population includes Medicare, Medicaid beneficiaries and persons eligible for both programs. As part of routine primary care, patients of all ages will be screened for behavioral health conditions using validated instruments. Those with behavioral health needs will be managed by an CCM team of a primary care physician, psychiatrist, social worker or psychologist and care manager that supports the primary care team by providing screening, assessments, treatment and follow-up care with measurement-based tracking, stepped care algorithms and self-management and behavioral action technique

'Bleak picture' for mentally ill: 80% are jobless
Eighty percent of people with mental illness are unemployed, a statistic that says more about the lack of support for this group of people than it does about the economy, according to a new study.
About 60% of people with mental illness want to work. And two-thirds can successfully hold down a job, if they're given appropriate support, the report says. Yet fewer than 2% of people in the public mental health system receive this help, a cost-effective program called supported employment, which has been studied in 20 high-quality clinical trials over the past 25 years.
