CLMHD Spring Full Membership Meeting:

Two days of information sharing and candid discussions defined this year's CLMHD spring conference.  Some of our highlights include: 

 

Gregory Allen, Director of Financial Planning and Policy for NYS DOH Office of Health Insurance Programs kicked off the spring CLMHD conference with in depth discussion of DSRIP and the opportunities for Behavioral Health.    

 

Other speakers included Peggy O'Shea, Director Care Coordination, Children and Familiy Services, NYS OMH Community Budget and Financial Management who provided a comprehensive Federal Salary Sharing update and John Crilly, Director of Quality Improvement, CCSI Quality Improvement and Mandy Teeter, Monroe County MH Administrator with an update on the TAP Jail Data Project.     

 

Day Two We Welcomed Commissioners from three of our partnering state agencies:  

 

Ann Sullivan, M.D.,Acting Commissioner NYS OMH discussed  the State's commitment over the next 3-5 years to working within the county level to achieve coordination in planning and implementation of Medicaid Managed Care, integration of medical and behavioral health, state hospital reinvestment, community service development, housing expansion and DSRIP.
         

Arlene González-Sánchez, M.S., LMSW, Commissioner of NYS OASAS talked of capitalizing on NYS's changing  

health environment and New York's $110 million investment in the OASAS and OMH systems aimed towards care coordination, peer support, greater access to recovery & support and more input into treatments that support and improve quality of life.

Laurie Kelley, MBA, Acting Commissioner of NYS OPWDD elaborated on OPWDD's transformation agenda and its continued efforts to improve upon and expand the delivery of services in the community to individuals with developmental disabilities and their families.  Commissioner Kelly committed OPWDD to working collaboratively with LGUs, and to relaying this commitment to her staff on the regional level.

State Trains Police to Respond to Heroin Overdoses
Dr. Michael Dailey, director of pre-hospital care at Albany Medical Center, talks to law enforcement during a training session on the use of the nasal spray Narcan on Wednesday, April 30, 2014, at the VA Health Care in Albany, N.Y. The nasal spray is used to reverse the effects of an opioid overdose.

Police officers from around the state are being trained in how to recognize a heroin or opioid overdose and administer a life-saving antidote that can reverse its effects, through the effort of local medical providers and three state agencies.

 

More than 250 police officers were expected to complete the seven-hour trainings conducted Tuesday and Wednesday in Albany, which included how to administer an intranasal form of naloxone, known as Narcan.  

 

The free training equips officers with a prescription needed to carry naloxone, as well as a two-dose kit of the drug, worth $55.

In an effort to combat a rise in heroin use, the program seeks to train 5,000 first responders in naloxone use statewide over the next 18 months, according to Sean Byrne, Executive Deputy Commissioner of the State Office of Alcoholism and Substance Abuse Services. Read more.
