Governor Andrew M. Cuomo announced that New York has finalized terms and conditions with the federal government for a groundbreaking waiver that will allow the state to reinvest $8 billion in federal savings generated by Medicaid Redesign Team (MRT) reforms.

The MRT waiver amendment will transform the state's health care system, bend the Medicaid cost curve, and ensure access to quality care for all Medicaid members. "We will finally be able use the billions in savings we generated by reforming the state's Medicaid system to protect and improve health care services for millions of New Yorkers," said Governor Cuomo.

Read the full press statement here.  Connect to the DSRIP webpage here.

DSRIP Public Hearings have been scheduled and will provide specific detail on elements of the MRT Waiver Amendment and DSRIP Program.  View the hearings schedule here.

Additionally, New York is seeking comments on the CMS Official Documents listed on the DSRIP page above. Comments may be sent to: DSRIP@health.state.ny.us regarding the STCs (Special Terms and Conditions) of the waiver through April 29, 2014. Comments may be sent regarding Attachments I & J through May 14, 2014.

Congressional Budget Office Lowers Estimate of ACA Costs

The Affordable Care Act will cost $5 billion less than originally projected for 2014 and $104 billion less over the next decade, according to a Congressional Budget Office report released Monday.

From 2015 to 2024, the law is now expected to cost $1.38 trillion, or $104 billion less than prior projections, with a $36 billion cost in 2014.

Net costs in 2014 are due almost entirely to subsidies paid out to those who make less than 400% of the federal poverty level who enrolled in the health insurance exchanges, as well as the Medicaid expansion in some states. Read more.

The CLMHD Children and Families Committee will meet in person on May 13th 11-2:00 at the Conference office located at 41 State Street, Albany, NY.

Dese'Rae L. Stage, a photographer and writer living in Brooklyn, tried to kill herself in 2006. She has since created an online photo exhibit of people who have also survived suicide attempts and is among the dozens whose stories are becoming known on Internet forums and through social media..
"I very rarely tell the story in detail publicly, it's so triggering and sensational," said Dese'Rae L. Stage, 30, a photographer and writer living in Brooklyn who tried to kill herself in 2006. "I talk about what led up to it, how helpless I felt - and what came after." Read more

Idea of New Attention Disorder Spurs Research, and Debate

Some powerful figures in mental health are claiming to have identified a new disorder that could vastly expand the ranks of young people treated for attention problems. By some researchers' estimates, it is present in perhaps two million children.  Read more.

The Heartbleed computer virus has been causing concern in IT operations around the country, including among healthcare providers

In healthcare, the software which has Heartbleed buried deep within it, if deployed could render vulnerable to attack and exploitation provider websites, physician and patient portals, secure e-mail services, medical monitoring devices and remote-access PACS/RIS systems.  Read more.
