State Budget Update
 An important step in the state budget process happened today. The Legislature announced agreement on the table targets for the individual budget conference committees. These funds will be used as the basis for budget negotiations going forward. The total amount of funding that can be added to the Executive Budget by the Legislature is $500 million. The table target amounts for the Mental Hygiene budget conference committee is $19 million and for the Health/Medicaid budget conference committee is $59 million. The $59 million health table target only pertains to health initiatives outside of the Medicaid budget. Any changes in Medicaid funding would have to be negotiated to fit under the Medicaid global cap. Last week, the Assembly and Senate each released a one-house budget in response to the Executive Budget. On Monday, the Assembly and Senate convened joint budget conference committees to negotiate a final budget. While the budget conference committee meetings are open to the public, most of the budget negotiations happen behind closed doors between the legislature and the Governor. The state budget is supposed to be enacted by the start of the State Fiscal year on April 1. For the last three years the legislature has passed an on-time budget, and the budget is anticipated to be on-time this year as well. As a result of Conference advocacy, both the Senate and Assembly one-house budgets include language that is recommended by the Conference. Both the Assembly and Senate budgets add language to require allocations plans for the reinvestment of $50 million (All Funds) in Medicaid savings into the community from reductions of hospital psychiatric and substance abuse services to be developed in consultation with the LGUs. The Senate one-house budget also adds language to require that the appropriate LGU be notified by OPWDD upon the transfer of an individual from a developmental center into the community. The Conference will continue to advocate for this language to be included in the final budget. How the CLMHD Data Dashboard Facilitated Collaboration with a Managed Care Company
A regional MCO was developing a NYS DSRIP application and wanted to include some prevalence information but because the plan did not provided behavioral health care services they could not cull the desired information from their extensive data bases.
So, they reached out to an LGU to discuss their data needs, and the CLMHD Data Dashboard came to the rescue!
County planning staff accessed the CLMHD Data Dashboard and provided the health plan with county and regional information on service use data and chronic health conditions.

- Adult Inpatient Admissions
- Inpatient Use by Payor
- Additional Chronic Conditions
The health plan was impressed with the information provided, the breakdown by age groups and the inclusion of information about children's and transitional youth's needs. None of the information provided would have been in their DSRIP application without their connecting with the LGU. The health plan was surprised with the level of co-morbid chronic conditions shown by these reports which could lead to additional opportunities for collaboration.

NY Health Enrollment Keeps Rising
With less than two weeks to go until the close of enrollment for 2014 health insurance, officials with New York's online health exchange announced nearly a million individuals have completed applications for coverage, with 666,397 individuals enrolling for coverage.
The New York State Department of Health reported enrollment increased this week alone by nearly 76,000. The deadline to enroll for coverage this year is March 31.
Since the exchange became operational on Oct. 1, a total of 995,038 New Yorkers had completed applications as of 9 a.m. on March 18. The number is expected to continue to climb over the next 13 days until the federal deadline.

Serves as the Director of the Saratoga County Mental Health Center responsible for administrative and clinical operations of three programs: a youth and adult mental health clinic, a substance abuse clinic, and a PROS program.
