NYSCLMHD Testimony was presented by Robert C. Long, Commissioner & Director of Community Services, Onondaga County, & NYSCLMHD Chair and Kelly A. Hansen, Executive Director of CLMHD  

On Tuesday Kelly and Bob testified on behalf of the Conference at the Joint Legislative Budget Hearing on Mental Hygiene in Albany.

 

This year's Executive Budget recognizes the value of reinvesting State dollars and Medicaid resources for behavioral health services in our communities.  

 

In response, the Conference advocated for assurance that the County Directors of Community Services be part o the decision making process to determine how these funds will best meet the priorities of their communities as identified in their local services plans. They noted that it is at the county level that communities "are in the very best position to assure that funds the Executive and Legislature reinvest in our communities are spent in the most needed and efficient manner."  See link above for full text and video from the hearing. 

Cuomo's Budget Includes $3.2 Million for SAFE Act

 

ALBANY - Gov. Andrew Cuomo's $137.2 billion budget proposal includes an additional $3.2 million for personnel costs related to the SAFE Act, according to the head of the New York State Police.

 


Superintendent Joseph D'Amico told lawmakers at a budget hearing this week that the money will go toward hiring civilian employees to help with administrative duties related to the gun laws, including the processing of assault-weapon registrations and maintaining records.

Cuomo's spending proposal is for the 2014-15 fiscal year, which begins April 1. The current year's state budget included $3.2 million for personal services, which allowed state police to hire 19 people to assist with implementing the SAFE Act, D'Amico said.

 

The 2013-14 budget also included about $27.7 million for information technology costs, including the creation of a statewide database for background checks on ammunition purchases that has yet to launch.  Read more.

Heroin Reaching into the Suburbs 
               

Matthew can't find a vein.

The ones in his arms collapsed long ago, and the cold weather isn't making it any easier to tap the ones in his calves.

 

"Why me?" he laments as he pokes around.

Blood trickles down his leg and the syringe, once crystal clear with heroin, now looks like it's filled with cherry Kool-Aid. Watching him, it's tempting to tell him to forget it, to wait until he warms up and his veins are plump.

 

But Matthew can't wait. He's a junkie. That's why he's sticking himself with a needle in a car on Dejonge Street on a sunny Thursday afternoon. Five minutes earlier, he blew the $40 he got selling scrap metal in the drug house around the corner.  Read more.
