These have taken on a new importance because the subsidies to purchase health insurance are now based on the federal poverty level. The poverty level rose 1.6 percent. That means a single person earning up to $46,680 and a family of four earning up $95,400 will be eligible for subsidies on the health exchange when 2015 enrollment begins in October. Read more.
Justice Department To Fund 'Avonte's Law' Proposal To Offer Tracking Devices For Autistic Kids

Avonte Oquendo had been missing since Oct. 4, 2013. The medical examiner's office confirmed on Jan. 21, 2014 that remains found along the East River are a DNA match.

The U.S. Department of Justice says it will fund voluntary tracking devices for children with autism or other conditions that put them at risk for fleeing their caregivers. Read more
State awards $56M for hospitals, nursing homes.
State health officials awarded $56 million to a dozen hospitals and nursing homes even as the Governor repeated dire warnings Monday that some Brooklyn hospitals will close without more federal help.
The funding announced for community-based care for the poor and elderly include $10.5 million for Nassau University Medical Center on Long Island and $14.8 million for the Northeast Center for Special Care, a residential facility in the Hudson Valley. Other awards were $11.3 million for Richmond University Medical Center on Staten Island and $3.4 million for Woodhull Medical & Mental Health Center in Brooklyn. Read more.

CMS Clarifies Hospital Medicaid Presumptive Eligibility Policies
 Presumptive eligibility, often referred to as PE, allows certain qualified entities such as hospitals, federally qualified health centers, and other providers to make a preliminary eligibility determination for Medicaid or CHIP based on an individual's income and other information. Presumptive eligibility provides a mechanism by which hospitals and other providers can be reimbursed for services provided to individuals who are likely eligible for Medicaid, but not enrolled as of the date of service. In turn, this increases access to services and sets individuals on the path to coverage when a final eligibility de

AG Settles with Emblem Health Over Coverage Terminations
Following an investigation by the attorney general into EmblemHealth's improper termination of thousands of health plans, the New York insurance company will pay a $100,000 fine and offer reinstated health insurance to more than 8,000 people.
A New York state law enacted in 2009 requires insurers to extend health coverage to children of its plan members until they reach age 30, four years longer than the extension of coverage authorized under the federal Affordable Care Act in 2010, which allowed children to stay on their parents' health plans until age 26.
Attorney General Eric Schneiderman's investigation showed Emblem had failed to follow the state's law, which required the insurer send notifications to more than 8,000 health plan members between 2010 and 2012 either notifying them that their coverage could be terminated or offering them the option to continue health coverage. Beacon Center to Offer Mental Health Aid
Responding to growing demand for outpatient services, the Beacon Center has introduced expanded mental health services.
The program is specifically designed for adults who need treatment for both substance use and mental health disorders. The program will be offered at all four of its offices in Lockport, Niagara Falls, Buffalo and Amherst. Read more.

With Doctors in Short Supply, Bid to Loosen Treatment Rules at VHA Draws Fire
The Veterans Health Administration is taking heavy fire from doctor groups over a proposal to let nurses with advanced training practice medicine without physician supervision throughout the VHA system-even in states where laws require more oversight.
More than 60 state and national physicians groups have signed a letter to the Department of Veterans Affairs expressing "strong concerns" that the proposed new nursing handbook would "effectively eliminate physician-led team-based care within the VHA system." Read more.
