A New Approach for Reducing Reincarceration and Joblessness Among Adults with Criminal Histories
On September 19, 2013, the Council of State Governments Justice Center released Integrated Reentry and Employment Strategies: Reducing Recidivism and Promoting Job Readiness, a white paper that provides a new tool that can be used as a starting point for cross-systems collaborations to reduce reincarceration and unemployment among adults with criminal histories. It presents guidance to policymakers, corrections and community supervision administrators, and workforce development providers on how to make the best use of scarce resources by using objective, assessment-based approaches that take into account individuals' risk of future criminal behavior, level of job readiness, and their need for services in order to produce better reentry, employment, and public safety outcomes. In late June, Governor Andrew M. Cuomo announced the opening of the Justice Center for the Protection of People with Special Needs. The implementation has generated volumes of operational questions and concerns. CLMHD brought the key players from the Justice Center, OMH to the table to provide an update on implementation to the DCSs from around the state.

Important: Verify Prescribing and Referring Individuals Medicaid Enrollment (OPRA)
It is important to verify the enrollment of all prescribing and referring individuals using the OPRA provider search on the eMedNY web site: -https://www.emedny.org/info/opra.aspx ONLY those individuals that can be found using the provider search are enrolled appropriately. Individuals not found using the OPRA provider search need to be enrolled/re-enrolled with NYS Medicaid. Pharmacies will NOT be able to fill or refill any prescription written for an individual with Medicaid where the prescriber is not enrolled in NYS Medicaid.

NYS OMH Unveils "Safety Plan" IOS APP
To extend the reach of the New York State Suicide Prevention Initiative, OMH announced the availability of the free "Safety Plan" app for iOS, designed to provide individuals with an emergency plan and prevention resources for suicide crises. More here.

Stuck In Poverty Amid Signs Of Recovery
For the third year in a row, the poverty rate has remained stuck at about 15 percent. Nearly one in six Americans was living in poverty in 2012, according to a new report by the Census Bureau. Despite a slow-moving economic recovery, these latest numbers show that for poor Americans, there are few signs of any recovery. Read more.

Only 5 days remain until all 50 states and DC launch their Health Insurance Marketplaces and 26 states and DC launch their Medicaid Expansions for 2014. 39 million people who currently lack health insurance will be eligible to enroll on October 1.
