Medicaid Global Spending Cap Report
The Fiscal Year 2014 Enacted Budget extended the Medicaid Global Spending Cap through March 2015. Pursuant to legislation, the Medicaid Global Spending Cap will increase from $15.9 billion to $16.4 billion in FY 2014, roughly 3.2 percent. The CPI used on Medicaid services subject to the trend was 3.9 percent (ten year average of the Medical Care Consumer Price Index), however there were several adjustments made to the Global Cap target that are not subject to the trend. New York State Rethinks Medicaid Seeks to Relocate Thousands of Low-Income Patients
To bring down its soaring Medicaid budget, New York state wants to move thousands of low-income patients from hospitals, homeless shelters, group homes and nursing facilities into apartments.
The state says many of the people it wants to shift don't need the expensive, residential medical care they now receive, which is paid for by the state and by a crucial financial match from Medicaid, the federal program that provides health care for the poor.
Instead, the patients would live in what is known as supportive-housing apartments, which provide services such as counseling, budgeting help and coordination of medical care. Read more
Millions of Americans Could Lose Food Stamp Eligibility, Putting Health at Risk
Study Probes Health Impact of Proposed Changes to Food Assistance Program
A new study from the Health Impact Project-a collaboration of the Robert Wood Johnson Foundation and the Pew Charitable Trusts-examines the potential health impacts and health-related costs of proposed changes to the Supplemental Nutrition Assistance Program (SNAP) now under consideration by Congress.
The analysis found that as many as 5.1 million people could lose SNAP eligibility; among these are 1.4 million children and nearly 900,000 older adults. The proposed changes could also increase the number of Americans who live in poverty and who have difficulty getting enough to eat.

 PTSD and Alcoholism can be Treated Together
Despite fears that exposure therapy for post-traumatic stress disorder (PTSD) would worsen alcoholism, a new study found that doctors can safely treat both conditions at the same time.
Researchers found that people with PTSD and alcoholism benefited the most from simultaneous treatments to reduce alcohol cravings and lessen distress, compared to people on other treatment regimens.
"What we found is that those people who received [medication] plus prolonged exposure therapy for alcohol dependence together with the treatment for PTSD did the best for maintaining their low level of drinking," Edna Foa, the study's lead author, told Reuters Health. Read more.
