FAREWELL FRANK
With great sadnessPAHMA announces the passing of Frank Bangor in mid-March.  Frank was a great friend to our business, spending the majority of his career working to preserve affordable housing and educate owners, agents, and landlords in the many and various intricacies of the industry.  He taught a multitude of seminars for PAHMA through the years, and was scheduled in April to present Fair Housing at three separate venues for PAHMA.  Our best wishes and condolences go out to Frank's family in this time of sorrow.  He will be sorely missed.

HOUSING FOR THOSE WITH DISABILITIES
Charles Scalise, President/CEO of Housing and Neighborhood Development Service (HANDS), recently announced that HANDS is partnering with Accessible Dreams, and the organizations have been awarded a grant through the Pennsylvania Developmental Disabilities Council to advance the cause of affordable housing for persons and families living with developmental disabilities.  Accessible Dreams is a company out of Washington, PA, advocating for and specializing in the development of barrier-free homes. Chuck is putting together a task-force committee for Multifamily Housing and is looking for volunteers. If you share the passion for this great cause, please contact Chuck at www.hands-erie.org and let him know how you can help.

PAHMA GOES TO WASHINGTON:
The National Affordable Housing Management Association (NAHMA) held its annual Winter Meeting this month, March 9-11th, in Washington D.C. and PAHMA was there to receive the coveted 2013 Innovation Award! This is the third consecutive year that PAHMA has received this honor. NAHMA recognized PAHMA for its innovative program "Bullying Hurts...at Any Age!", presented at its 2013 annual Fall Conference in partnership with the Victim Outreach Intervention Center (VOICe).
 
Accepting the award for PAHMA were board members, Chuck Scalise, President, Connie Buza, Vice President, and Reid Howe, Treasurer.

NAHMA EDUCATIONAL FOUNDATION
ANNOUNCES THE 2014 SCHOLARSHIP PROGRAM - Start Your Application Today
 
All high school seniors, high school graduates, and adults holding a high school diploma or GED living at an Affordable Housing Management Association (AHMA) member "affiliated property" are invited by the Board of Directors of the National Affordable Housing Management Association (NAHMA) Educational Foundation to apply for scholarship grants for higher education to be awarded in 2014.
 
The exact number of awards and the total amount of money to be awarded in 2014, will be determined during the selection process. The NAHMA Educational Foundation anticipates minimum individual awards to begin at $1,000.00 for the 2014/2015 school year.
 
The 2013 recipients were awarded grants ranging from $1,500 to $2,500. 
 
Competition for the awards is extremely rigorous. Selected students all have outstanding academic credentials, as well as a wide range of extracurricular activities and involvement in community service.  DO YOU KNOW A RESIDENT LIKE THIS?  HELP THEM GET THEIR APPLICATION STARTED TODAY.  Applications must be submitted online.
 
The deadline for complete applications is 10:00 pm EST, May 30, 2014

HOME RENOVATION PROGRAM 
Aims for Affordable Housing, Neighborhood Stabilization
Alliance for Building Communities,  Allentown, PA
 
Five Allentown homes targeted for improvements in 2014.   

Allentown, Pa. - The Alliance For Building Communities has acquired five more properties in downtown Allentown for renovation and rehabilitation to expand the affordable housing stock and improve neighborhood stabilization efforts, including a large apartment building on 10th Street that was the scene of a shooting earlier this year.

***PBCA Update / Court Rules***
The United States Court of Appeals for the Federal Court has ruled against HUD for using a NOFA process to select Performance Based Contract Administrators (PBCAs).  The Court determined that HUD did not comply with Federal Procurement Laws.  This decision reverses a prior decision of the Court of Federal Claims.  We have not heard from HUD yet, but they may appeal to the Supreme Court.  We expect that HUD will extend the current PBCA contracts.  More to follow.
