Now is the time tocontact your Legislatorsand let them know that charitable raffles will help South Carolina nonprofits raise significant funds without adverse impact.
The House Judiciary Committee unanimously approved the bills. The bills were sent to the full House of Representatives. The House is out of session and returning on April 9th, which will be the earliest the bills could receive a second reading.
The first bill S.213 (Legislative supporters and voter history), lays out the conditions under which raffles can be operated, and goes into effect only if the constitutional amendment is passed. Both pieces of legislation must be enacted before nonprofit organizations can legally operate a raffle for charitable purposes. The other bill S.239 (Legislative supporters and voter history), seeks to change the state constitution, which currently only allows the state to conduct lotteries, to allow the General Assembly to legalize raffles for charitable purposes. It does not legalize any other kind of lottery. If passed, this would require a public referendum in Fall 2014 before the constitution can be changed.
