University of Colorado Denver Risk Management and Insurance Program Shadow Day 

 

As many of us know, the Risk Management and Insurance (RMI) industry is facing a rapid increase in the number of employees looking at retiring in the next few years. Unfortunately, the industry is not always the first career choice for recent college graduates, leaving a void in the pipeline to fill the positions left by retiring employees. With that in mind, the Colorado Chapter of CPCU and the RMI program at the University of Colorado Denver partnered to facilitate bi-annual Shadow Day opportunities for CU Denver RMI students as well as general CU Denver students. With our inaugural event, three non-RMI students heard about this opportunity and were very eager to join in. Thus, we opened this up to any interested CU Denver student. Additionally, other insurance associations have partnered with us with this event, including the Colorado Chapter of RIMS, PRIMA, IAIP, and PIIAC.

 

Objective: Increase a young person's awareness of employment opportunities available in the RMI field by hosting the student(s) for a day in local RMI offices. Hopefully this will lead to students intentionally seeking a career in the RMI field.

Legislative Update

- SB 5. Wage claims. Unpaid wages are a problem and there have been bills introduced over the last two sessions dealing with this issue. This year's legislation is finally one that the business community can support. There are ongoing discussions with the proponents regarding language; there are a couple of sections in the bill regarding notifications sent to the employer and definition of a willful violator that still need to be worked out.

- HB 1040. Drug tests. The bill deals with the intent to defraud an employer on a drug test. The bill has been amended with regard to the applicable offenses and penalties.
- HB 1075. UI deferral. Currently if an individual collecting unemployment benefits find employment but subsequently leaves the new job in a short period of time the waiting period to again collect UI is 10 weeks. The bill would change this stating that if the individual leaves the new job in 30 days the deferral period is the time worked in the new job. Due to the fraud potential and possible strain on the UI Trust Fund (UITF)

- SB 57. Collecting enhanced UI. The federal money ran out for this program so the original language in the bill appropriated $15MM from the UITF for continuance for another year. The sponsor agreed to an amendment to take this appropriation from the general fund.

- SB 1278. Physician accreditation. The bill continues the workers compensation accreditation program (WCAP) until 2025. Section 3 of the bill requires that a study be made whether Colorado should adopt a more recent edition of the American Medical Assn's guide to the evaluation of permanent impairments. The version currently in use is from 1991. Labor and the WCEA oppose this section of the bill due to concern about lower impairment ratings.

- Worker Access to Personnel Files. This bill has not been introduced and a second draft has been produced. There are still issues with the proposed bill specifically regarding the definition of a personnel file and what should be available for employee review.
