The Coral Triangle Initiative on Coral Reefs Fisheries and Food Security (CTI-CFF), formed by six countries to protect one of the most diverse marine area, is set to have a Permanent Regional Secretariat following the conclusion of its 4th CTI Ministerial Meeting in Putrajaya, Malaysia on November 26, 2012. At the meeting, Malaysia, Timor Leste and Solomon Islands signed the agreement that gives consensus to the setting up of the permanent secretariat in Manado, Indonesia. Indonesia was the first to sign the agreement in October last year. The CTI members also inked the Putrajaya Joint Ministerial Statement which outlined the progress and achievements made so far and the way forward for the body. One of the main reasons the CTI was formed is to address urgent threats facing the Coral Triangle, namely the threat of extinction on the coral reefs due to carbon emission. MORE

CTI-CFF Financial Architecture Feasibility Study Approved
The CTI-CFF Council of Ministers (CTICOM) approved the conduct of a feasibility study in 2013 to support the draft CTI-CFF Financial Architecture put forward by the Asian Development Bank during the 8th CTI Senior Officials Meeting in Kuala Lumpur on November 22-23, 2012.
The CTICOM, which is the foremost decision making body of the CTI-CFF and is composed of Ministers from the six member countries. agreed that a draft scope of work would be circulated for finalization by April 2013 to allow for immediate implementation upon CT6 clearance. The feasibility study will: investigate options for financial mechanisms including assessment of current funding mechanisms; assesses the feasibility of creating a regional fund; assesses options of the role of the Regional Secretariat in the financial mechanisms of the CTI; and suggests goals, targets and strategies for the effective funding and implementation of the Regional Plan of Action and National Plans of Actions. CTI-CFF Interim Secretariat 2013 Operations Plan and Communications Strategy Approved
For the first time since it was launched three years ago, the CTI-CFF has approved an Interim Secretariat Operations Plan. This was done during the 4th CTI-CFF Ministerial Meeting Held in Putrajaya, Malaysia on November 26, 2012.
The Operations plan, drafted with the support of the US CTI Support Program, complements and harmonizes with the CTI-CFF Communications Strategy and 2013 Work Plan and the Transition Plan to a CTI-CFF Permanent Secretariat. The Operations Plan focuses on seven key task areas including implementation of the 2013 CTI-CFF Activity Roadmap and provides a management structure that incorporates anticipated donor-funded resources.On the other hand, the Communications Strategy and 2013 Work Plan also drafted through US CTI support, includes a process for engagement with the six Coral Triangle member countries to further develop key messaging; identify communications priorities; and formulate national plans that harmonize with the regional strategy. It also includes a capacity building component and identification of key target audiences.

New Criteria for CTI-CFF Development Partners

| The CTI-CFF made critical progress to enable new partners to join the CTI-CFF with the development of criteria and application and review process. The new criteria was approved at the 4th CTI-CFF Ministerial Meeting held in Putrajaya, Malaysia on November 26, 2012. "Partners" remain a select group of strategic supporters as outlined by the CTI Rules and Regulations. Other supporters are involved as a part of a "CTI Stakeholder Group" who share information on their activities, receive information on CTI plans and activities, invited to meetings on a case-by-case basis. The process for becoming a CTI Partner involves an application to the Secretariat, which then facilitates the request and forwards it to the CTI Council of Ministers. MORE

CTI-CFF 2013
Activities Roadmap On November 26, 2012, the CTI Council of Ministers approved the CTI-CFF Roadmap of Activities for 2013 paving the way for implementation 15 specific activities/events in the coming year, in addition to the ongoing work of the CTI National Coordinating Committees to implement National Plans of Action and of the work of the Secretariat.
