Environmental Issues and NEPA (Tribal RoadStar Program - Course 11) - This one-day training will cover Section 106 of the National Historic Preservation Act and important provisions of Section 4(f) of the US DOT Act. 

Morning Session:  FHWA will provide a background discussion of the key laws and regulations regarding historic resources and NEPA. 

Afternoon Session:  ODOT will discuss the specific environmental and cultural procedures and requirements followed by the state.

Course Purpose: To provide State, County, and Tribal Transportation Managers, staff and consultants an introduction to the National Environmental Policy Act (NEPA), Section 106 of the National Historic Preservation Act (NHPA), and Section 4(f) of the 1966 Department of Transportation Acts: their intent, their requirements, and best practices to ensure compliance and expedite the development of roadway and bridge projects in Oklahoma.

FHWA Tribal Transportation Safety Funds
Deadline to apply - August 25, 2015
 
Each year under MAP-21, 2% of the available Tribal Transportation Program (TTP) funds are set aside to address safety issues in Native America. Funds are available to federally recognized Indian tribes through a competitive, discretionary program. Awarded annually, projects are chosen whose outcomes will address the prevention and reduction of death or serious injuries in transportation related crashes. Traffic fatalities and injuries severely impact the quality of life in Indian country. Statistics are consistently higher than the rest of the nation as a whole; FHWA advocates the development of Strategic Transportation Safety Plans as a means for tribes to determine how transportation safety needs will be addressed in tribal communities.
Funding goals have been established in four categories under TTPSF (Tribal Transportation Program Safety Funding): Safety Planning (40%); Engineering Improvements (30%); Enforcement/EMS (20%); and Education (10%).

The Tribal Safety Champion's Workshop will provide training, networking, and a peer exchange forum for safety professionals and stakeholders from multiple disciplines within the Tribal, Local, State, and Federal agencies in the Safety Focus States of Oklahoma and Texas.  
 
As part of this instruction, we will offer sessions centering on human factors, keying on education and enforcement issues. Sessions focused on engineering, with a special emphasis on roadway departure safety, will also be included.
