FTA's Tribal Transit Program Notice of Funding Availabililty
|
DOT announces funds to strengthen state safety oversight
Policy also adopted to help states, transit manage safety responsibilities
The U.S. Department of Transportation's (DOT) Federal Transit Administration (FTA) announced that, for the first time, it is making $21.9 million available to help strengthen public transportation safety for millions of riders and transit workers nationwide. In addition to the funds, the agency also announced a flexible new policy, known as Safety Management Systems (SMS), which DOT has officially adopted to help guide states and transit agencies alike in managing safety risks in a proactive, cost-effective way.
Together, these efforts reflect FTA's commitment to begin implementing long-sought federal authority for transit safety granted under the Moving Ahead for Progress in the 21st Century Act (MAP-21) and help states and transit agencies begin meeting new safety-related responsibilities. This represents a fundamental shift in the way FTA and states will work together to ensure the safety of public transportation across the nation.

 MAP-21 Tribal Informational Meeting Wednesday, May 29, 9:30 am to 3:00 pm
As a follow-up to the BIA Tribal Consultation Meetings set for May 14, 16, and 21, a Map-21 Tribal Informational Meeting will be held at the Southern Plains TTAP to discuss the funding formula for the Tribal Transportation Program (Draft Proposed Regulations, 25 CFR 170). Tribal Transportation Program Safety Funds (TTPSF), with an overview of eligibility requirements, selection criteria and policy considerations, the evaluation process, and the application process will be addressed, as well. Also, a short demonstration of the Grants.gov online submission process will be given.
Lunch will be served. Registration is required.
If you are not able to attend the consultation meetings in Phoenix, Minneapolis, or Anchorage, this will be an important informational session you won't want to miss!

Federal Lands Highway Outreach Webinars
May 15, 17, and 23
Federal Lands Highway (FLH) is conducting several webinars in an efforts to obtain partner and stakeholder input regarding potential future policy stemming from the Moving Ahead for Progress in the 21st Century (MAP-21) legislation. These webinars will allow input on what works great, what's not so great, and what needs to be changed. Since we can't physically get to all corners of the country, part of the outreach is to conduct national webinars to obtain input and feedback from those we can't meet with face-to-face: Tribal representatives, Federal Land Management Agency regional and local staff, and other key stakeholders and program partners, including representatives of the Programming Decisions Committees for the Federal Lands Access Program. Three core program areas will be discussed, each with its own webinar, which is listed below: On May 15, 2013, 1pm - 3pm EDT, we will focus on the Federal Lands Transportation Program.
On May 17, 2013, 1pm - 3pm EDT, we will focus on the Federal Lands Access Program.
On May 23, 2013, 1pm - 3pm EDT, and again on May 30, 2013, 3pm - 4:30pm, we will focus on the Tribal Transportation Program.
Other program areas (such as the ERFO program) are welcome to be discussed during these sessions, though we don't intend to focus on these areas unless we receive comments.

Construction Management & Cost Estimating class held at TTAP
Yates brings construction experience to participantsHere's what one of our clients had to say: "What I liked most about the class is the way the instructor interacted with the participants. It's not always easy to have so many individuals with different levels of knowledge in one room and still be able to address their needs."
Construction Management & Cost Estimating offered guidance on overall construction management; an introduction to quantity take off; a module on construction cost estimates and budgeting; and a look at historical data, materials/labor, and more. The 2-day overview, held May 7-8, concluded with a practical application exercise in a case study. Before joining the academic world, instructor Heather Yates, Ed.D, Associate Professor, Construction Management Technology, Oklahoma State University, worked for a national award winning heavy highway concrete paving company. She was later employed by TranSystems Inc., a national transportation design and inspection firm where she operated the testing and inspection laboratory and served as an inspector on various highway and bridge projects in Southeast Kansas. Best practices for rural traffic safety
Identifying and treating high-risk road features using the systemic safety project selection tool
About the Event: The FHWA Office of Safety will provide an overview of the Systemic Safety Project Selection Tool, which provides step-by-step directions for agencies to implement a systemic approach to safety. The systemic approach to safety identifies high-risk roadway features based on their correlation with specific severe crash types for implementation widely across a network. Representatives from New York, Missouri, and Thurston County in Washington State will also share the results of their pilot experience using the Systemic Safety Project Selection Tool.  Performing pre-construction phase road safety audits (RSAs) Thursday, May 30, 2013, 1:00 - 3:00 pm EST
Planners, designers, and traffic engineers must anticipate potential driver errors and roadway elements that might contribute to crashes. One way to proactively identify these issues is performing a Road Safety Audit (RSA). An RSA is a formal safety performance examination of an existing or future road or intersection by an independent, multidisciplinary team. This webinar will provide Federal, State, and local agencies with examples and advice to assist in implementing design stage RSAs in their jurisdictions. Speakers will discuss the recommendations that came out of their design RSAs, changes to the actual projects that occurred, and how RSAs have ultimately improved safety. REGISTER

Tribal Transit Summit will be a part of CTAA 2013
June 3-4 in Albuquerque, NM
The Community Transportation Association of America (CTAA) invites all tribal stakeholders to the 2013 Tribal Transit Summit. The pre-conference summit will be held from June 3-4, the first few days of the CTAA EXPO 2013 in Albuquerque, NM. The conference will focus on a range of topics, including the history of tribal transit, planning and building a tribal transit system, funding sources, transportation coordination, and MAP-21 and the FTA Tribal Transit Grant Program. Although anybody may attend this mini-conference, it is particularly geared toward tribal transit operators, other tribal members with a stake or interest in transit, State DOTs, regional planners, and vendors.
