Multinational Attorneys General Exchange, Park City, Utah

 

The CWAG Alliance Partnership held its Binational Attorneys General Exchange, July 19th and 20th in Park City, Utah. Federal Attorney General Jesus Murillo Karam accompanied 11 state Attorneys General from Mexico to participate in the discussions surrounding the use of technology to combat transnational organized crime. The Federal Attorney General of El Salvador, 11 U.S. state Attorneys General, along with members of the private sector and academia participated in panels focusing on Human Trafficking, Consumer Protection and Intellectual Property, and Money Laundering and Asset Forfeiture, focused on how the state, federal and private sector players can formally continue collaborations in order to combat transnational crime.

An interdisciplinary exchange program in Boise, Idaho, held from August 11 to August 15, brought a delegation of 17 prosecutors, investigative police and forensic scientists from the Mexican states of Aguascalientes, Baja California Sur, San Luis Potosi and Sinaloa  to visit local police, forensic and judicial facilities, and explore the roles of the 'investigative trilogy' in preparing a case for oral trial. The week began with a welcome from Idaho Attorney General Lawrence Wasden and Consul General to Mexico in Boise, Guillermo Ordorica. General Wasden and his family welcomed the law enforcement delegation to their home for a welcoming dinner, sharing their deep commitment to the personal and professional ties that these exchanges create.

 

A second interdisciplinary exchange was held in Chetumal, Quintana Roo, where 62 prosecutors, investigative police and forensic scientists engaged in an intensive practical exercises course covering all phases of the criminal justice process, from initial investigation to oral trial.

Nevada - Estado de Mexico
Las Vegas, Nevada

 

During the second week of September, 14 prosecutors, investigators and forensic scientists from Colima, Michoacán, Guerrero, and Nayarit participated in an Interdisciplinary Exchange, hosted by Nevada Attorney General Catherine Cortez Masto. In addition to instruction from senior prosecutors and investigators from the Nevada AGO, the Criminal Division Chief and an Assistant Attorney General from the Rhode Island Attorney General's Office provided instruction throughout the week. General Cortez Masto kicked off the week with opening remarks, expressing her steadfast commitment to the binational relationship that she and her fellow Attorneys General in both countries have built over the past six years. Participants observed criminal courtroom proceedings at the Eighth Judicial District court, toured and met with criminalists at the Las Vegas Metropolitan Crime lab, and carried out practical exercises with Las Vegas Metropolitan Police Officers at their South Central Area Command.

A second interdisciplinary group of 70 people participated in the lecture series from Toluca, Estado de Mexico, via 

videoconference technology from, while engaging in a series of practical exchanges on site with litigators and a police detective from the U.S.

Washington - Guanajuato
Seattle, Washington

From September 22 through 26, a group of 14 prosecutors, investigators and forensic scientists from Campeche, D.F., Oaxaca and Puebla visited Seattle, Washington for an interdisciplinary Exchange, hosted by the Washington Attorney General's Office. The beginning of the week featured a variety of presentations and practical exercises surrounding various phases of the criminal justice process, allowing the law enforcement from Mexico to connect individually with law enforcement from the Washington AGO. Thursday morning the group attended direct and cross examinations in a robbery case at the King County Municipal Court, which concluded with a personal Q&A session with presiding Judge Monica Benton. The group next visited with forensic experts at the Washington State Patrol Crime Lab and concluded the week with a series of exercises executed by the Seattle Police Department Detectives on Friday.

 

In Guanajuato, Guanajuato, 3 instructors worked with 50 prosecutors, investigators and forensic scientists from various regions of the state at the state attorney general's office. The teams, working from the information in the presentations, participated in a series of practice cases from investigation through trial.

Administration of State Attorneys Generals' Offices

During July, August and September, the CWAG Alliance Partnership hosted various live broadcasts of Virtual Conferences on the Administration of Prosecutors' Offices. Experts in the administration of AGOs discussed topics including the purpose of an administrative branch within a state AGO, procedures and processes for improving AGO administration, the benefits of a civil service system, the basics of implementing a litigation support program, and issues relating to information technology. Future Forensic Scientists from Baja California Visit Cal DOJ Facilities
Richmond DNA Lab

48 students and instructors of the Universidad Xochicalco in Mexicali, Baja California toured the California DOJ's Bureau of Forensic Services DNA Laboratory in Richmond, and the Division of Law Enforcement facility in Sacramento. The tours included visits to the DNA, Ballistics, Fingerprints and Technology departments of the labs for the students, who are in the final semester of their criminalistics program at the university.

NAGTRI International Fellows Program, 2014

2014 Fellows in Washington, DC

From the 7th to the 15th of June, Osvaldo Ordorica of the Sonora Attorney General's Office participated in the NAGTRI International Fellows Program, in Washington, DC and New York, NY. Fellows representing 13 different countries brought their different experiences and perspectives regarding Rule of Law to the program. The various topics discussed included: Rule of Law in the era of terrorism; Rule of Law as a critical element for the survival of societies emerging from conflict; Multi-jurisdictional issues in Rule of Law; The importance of Rule of Law for promoting economic development; and The origins and psychology of corruption and the Rule of Law.


 

Each discussion began with a presentation by a subject matter expert, either a government official or a representative of an international organization, whose work involves reconciling the theoretical concepts with the reality of the societies where they work, designing new strategies for addressing concrete problems. Special guests Attorney General Eric and Senator Sheldon Whitehouse shared their unique perspectives with the Fellows, eloquently discussing the current state of US efforts to support the Rule of Law worldwide.

International Operation Fashion Police Disrupts Transnational Money Laundering Scheme

Raids in a massive anti-money laundering operation on September 10th in the Los Angeles, California area netted a substantial amount of seized cash, many arrests and a significant disruption of the money laundering operations of some Mexican drug cartels. California Attorney General Kamala D. Harris said the two-year "Operation Fashion Police" has struck at the heart of the district's dirty money trade, leaving a "huge hole" in the profits of Mexican drug cartels. The binational relationships developed by CWAG Attorneys General with Mexican Attorneys Generals, the Mexican Treasury Secretary's Financial Intelligence Unit, and the Mexican National Banking Council contribute to the success of large-scale international operations like this to disrupt transnational criminal activity.

 

California Attorney General Kamala D. Harris stated: "Transnational gangs are the number one threat to California's public safety. These predatory criminal organizations destabilize our communities with drugs, guns and human trafficking. Today marks a major victory in our ongoing fight to keep California safe from these predators."
