Circuit Court Issues Stay
on D.C. Gun Carry Ruling
The U. S. Court of Appeals for the District of Columbia Circuit has issued an emergency administrative stay of a ruling against the current gun carry law in Washington, D.C. Doing so allows the city to use the "good reason" clause contained within the law as long as it takes the court to consider whether or not to grant a long-term stay covering the length of the city's appeal. The stay flies in the face of the U. S. District Court for the District of Columbia which ruled on May 18th that the "good reason" clause was unconstitutional by allowing D.C. Chief of Police Cathy Lanier to decide if an applicant has a good reason to carry a firearm. Lanier has gone on record saying that the high crime rate in D.C. and the general desire for self-defense are insufficient reasons to carry a firearm. In its ruling the Circuit Court emphasized that issuing the stay did not imply any judgment on the merits of the case against the city. "The purpose of this administrative stay is to give the court sufficient opportunity to consider the merits of the motion for stay and should not be construed in any way as a ruling on the merits of that motion," the order said. Plaintiffs have been given until June 18th to file their arguments in the case; the city has until June 22nd.

TPA: Backdoor to Enforcement
of UN's Arms Trade Treaty
Most pundits and politicians are claiming that the Trade Promotion Authority (TPA) is no more than a statutory acknowledgment of a power already possessed by the president to promote "free trade." In a New American June 16th article, Joe Wolverton quotes presidential candidate Senator Ted Cruz (R-Texas) explaining his recent vote in favor of the TPA this way:
"Historically, since FDR, virtually every president has had fast track authority. What fast track provides is simply, if a free trade agreement is negotiated, that Congress will vote on it up or down without amendments, and history has demonstrated for the last 80 years that the only way to get free trade agreements adopted is to have fast track. That if there is no fast track, free trade agreements do not end up being negotiated."
There is something much more sinister at work here, however, and it involves not just trade in goods, but trade in arms, as well. If the TPA passes, then the United Nations Arms Trade Treaty would not need to be subject to senatorial debate. In fact it would not be up for debate at all. TPA calls for a simple up or down vote on such presidentially brokered international agreements. So gun confiscation could come about that simply.

NSSF Supports Lawful Purpose
and Self Defense Act
The National Shooting Sports Foundation applauds the introduction of H.R. 2710, the Lawful Purpose and Self Defense Act of 2015, by Congressman Rob Bishop (R-UT), chairman of the House Committee on Natural Resources. The bill would revise the Gun Control Act of 1968, as amended, to replace the "sporting purposes" and "sporting use" sections with modernizing language used to better define whether firearms and ammunition can be lawfully imported, possessed and transferred. NSSF considers the "sporting purpose" and "sporting use" provisions to be outdated and a hindrance to bringing lawful products to market. The 2008 Supreme Court's decision in District of Columbia v. Heller noted that the core purpose of the Second Amendment is self-defense, and the language of H.R. 2710 will more accurately reflect this core meaning of the right to bear arms. H.R. 2710 would prevent narrow interpretations of federal law, such as reclassifying certain rifle ammunition as "armor piercing." Lack of a clear definition of what "sporting purposes" and "sporting use" mean has allowed, for example, the Obama Administration to try to circumvent Congress and attempt to ban a popular type of ammunition for modern sporting rifles. H.R. 2710 also would remove the "sporting purposes" requirement for imports of certain firearms-some of which are popular for use in 3-gun competition and have been arbitrarily and unfairly classified as not meeting the "sporting purpose" test because ATF does not consider 3-gun shooting a sport. Get Woman Killed in New Jersey
Add Carol Bowne to the ever-lengthening list of people who have been killed because gun control supporters in elected office prohibited them from defending themselves. In the most direct sense, Bowne, a resident of Berlin Township, New Jersey, was murdered, on June 3, by a violent ex-con she had prior reason to fear. But in a broader sense, anti-gun politicians also bear responsibility for Bowne's avoidable death. It is they who forced her to choose between obtaining a handgun quickly and carrying it with her for protection -- at risk of imprisonment, fines or worse at the hands of New Jersey's law enforcement authorities and courts -- or subordinating her self-preservation instincts to the dictates of those same politicians -- at risk of death at the hands of her eventual killer. Lummis Introduces
"Collectible Firearms Protection Act"
U.S. Representative Cynthia Lummis (R-Wyo.) recently introduced H.R. 2611, the "Collectible Firearms Protection Act." This bill would aim to reverse a State Department decision blocking the importation of wildly popular and historic M1 Garand rifles and M1 carbines from South Korea. The United States exported these firearms to South Korea at the onset of the Korean War in the 1950s. The M1 Garand and M1 carbine have become collector's items and are perfectly legal to manufacture in the United States and, like all firearm imports, they would be subject to the federal rules and regulations governing retail firearm sales.
