Birchwood Casey has introduced two new rimfire targets into their World of Targets line: Little Rattler and Sidewinder Spinner. The Little Rattler has a heavy-duty frame that suspends the gong between two swivels. Shooting the target makes it spin and rattle; it comes packaged with a set of extra swivels. The Sidewinder Spinner features a swiveling double paddle target mounted on a tough, heavy-duty stake. The target spins when shot; the paddles are self-correcting so they always return to face the shooter, eliminating the need to go downrange to reset it. Minimum distance to both targets for shooters and observers should be 25 yards. MSRP: $68.40 and $45.60 respectively.

ISIS in the Heartland

David A. Lombardo

Popular wisdom-meaning Facebook, Twitter and all the other denizens of the Internet-has decided that the May 3rd Garland, Texas, attempted terrorism attack shall be considered the first in a developing war with Islamic extremists on American soil. Everyone knows this is hardly the first time in the U.S., but social media prefers to keep things simple, and it was, after all, a good first round.

An outgunned, off-duty cop, caught off-guard by two fanatics wearing body armor and armed with semi-auto rifles, nailed them both before they even got near the venue they intended to invade. It just goes to show you what God, Glock and a trained American shooter can do in 15 seconds.

Social media's cup runneth over with pronouncements such as "U.S. 2; ISIS 0," "Let the games begin," and "Two down, 71 to go," referring to the recent ISIS warning there are 71 more dedicated and trained terrorists stationed around the country in 15 states.

ISIS specifically named Virginia, Maryland, Illinois, Michigan and California, all states known for an anti-gun bias. Oddly enough, the Democrats in the Illinois legislature are responding to this by proposing more gun control and fewer places where you can carry concealed. Right...these are the people that tell minorities Republicans wish them harm. No fools, these ISIS guys: go for women, children, unarmed men and, now in the U.S., the states where citizens are least likely to be able to defend themselves. ISIS note to self: cross Texas off the list.

The 71 are going to discover Americans are not the unarmed, fearful sheep ISIS has encountered in other countries. Americans are heavily armed with sophisticated equipment. Naval Marshal General Isoroku Yamamoto is quoted as having said after Pearl Harbor, "I fear all we have done is to awaken a sleeping giant and fill him with a terrible resolve." Whether or not Yamamoto actually said that is debatable, but ISIS is going to discover exactly what Yamamoto discovered: Americans are a tough, ingenious lot that make a fearsome enemy. But there is going to be a terrible learning curve if social media is to be taken seriously.

I have repeatedly seen comments suggesting the writer carries a concealed firearm and is itching for a fight. I love the sentiment, but in a more realistic mentality, I recognize those are probably going to be the first casualties.

The problem is people don't know what they don't know. The cop wielding the .45 caliber Glock in Garland made all the right moves, but he still used up this month's quota of luck. We're no longer talking about conventional concealed carry situations. This fight you're itching to have isn't going to be the same as when a guy walks into a liquor store with a gun while you're picking up a six pack of beer. That 3-inch barrel, six-round, .380 semi tucked in your waistband isn't going to be much of a match for two guys in body armor carrying AK-47s, and that's assuming they're not going to simply resort to suicide bombings.

From where I sit it's time to turn in the little 3-inch barrel hidden jewel with a six round capacity magazine and switch to a full-size pistol and a couple of magazines of hard-hitting defensive ammo. But here's the thing: while we've all been barbecuing in our back yards, ISIS fighters have been training in the tactics necessary to kill us. Unless you're a two-percenter who's been there, done that, nothing in your life has prepared you for what is apparently about to begin.

In the end Americans will prevail; we have the home court advantage, the equipment and the guts to do it. The question is whether or not you'll be around to enjoy the victory. My advice is get some tactical training, then get some more, and while you're at it, get even more.

Tennessee to Block Federal Gun Control

Late last week Tennessee Gov. Bill Haslam signed a bill to prohibit the state from implementing or enforcing federal gun laws, rules, regulations and orders that are contrary to the Tennessee state constitution. The bill passed 74-20 in the House and 29-1 in the Senate. Tennessee's SB1110 bans Tennessee state or local public funds, personnel or property from being used for the "implementation, regulation, or enforcement of any federal law, executive order, rule or regulation regulating the ownership, use, or possession of firearms, ammunition, or firearm accessories" if such use "would result in the violation of Tennessee statutory or common law or the Constitution of Tennessee."

"I'm from the cut that there is no need for Washington, D.C., to be the end all and be all with regards to the regulatory world," said Rep. Terri Lynn Weaver, author of the original House Bill. "We should respect our 10th Amendment and shift the power back to the states, and that's what House Bill 1341 does."

Unlike the Second Amendment, Tennessee's constitution does not include the reference to militia. It reads: "That the citizens of this State have a right to keep and to bear arms for their common defense; but the Legislature shall have power, by law, to regulate the wearing of arms with a view to prevent crime."

The foundation of the bill is predicated by the Supreme Court in a number of major cases dating from 1842. The 1997 case, Printz v. U.S., serves as the cornerstone. In it Justice Scalia held: "The Federal Government may neither issue directives requiring the States to address particular problems, nor command the States' officers, or those of their political subdivisions, to administer or enforce a federal regulatory program."

NSSF'S Keane Calls Out Brady Campaign Tactic

In a letter to the editor of the Philadelphia Inquirer, National Shooting Sports Foundation Vice President and General Counsel Larry Keane questioned the media attention given to a small protest outside a Philadelphia FFL while ignoring recent radio ads and billboards for the "Don't Lie for the Other Guy" program.

In the letter Keane wrote, "A recent protest highlights the focus of the Brady Campaign to Prevent Gun Violence, which blames law-abiding retailers as opposed to seeking enforcement of straw-purchase laws ("Brady-backed protesters target Phila. gun shop," April 26). Since the firearms industry puts considerable effort into preventing straw purchases, it seems blatantly unfair to cover such a small demonstration while ignoring recent radio ads and billboards for the Don't Lie for the Other Guy program. Crime guns are almost always stolen and resold illegally on the street, with only a fraction obtained through straw purchases. Nonetheless, in ongoing partnership with federal authorities, our organization works to help prevent those sales," he said.

Export Control Reform Finally Moving Forward

The National Shooting Sports Foundation reports that the Obama Administration plans to finally move forward with proposed rules to include firearms and ammunition in its Export Control Reform initiative. This positive change, which had been put on hold for two years, would move U.S. Munitions List Categories I, II and III to the Commerce Control List. Although the devil is in the details, the NSSF generally supports the Export Control Reform effort and the goal to modernize and streamline the antiquated regulations to help companies in our industry compete in a global marketplace. News of progress on export control reform comes on the heels of NSSF's recently concluded Congressional Fly In in which we called attention to this issue. The proposals are expected to move through the regulatory process beginning this spring and be finalized in roughly nine months to one year.

Illinois Suppressor Bill Awaiting Senate Subcommittee Hearing

Senate Bill 803 is currently awaiting a hearing in the Subcommittee on Firearms. The proposed legislation, sponsored by State Senator William Haine (D-56), would allow Illinois residents to lawfully possess suppressors and use them for the taking of wildlife. It also provides numerous benefits to hunters who choose to use suppressors while hunting including: a decrease of noise complaints frequently used as an excuse to close hunting lands throughout the country; the lessening of recoil and muzzle rise resulting in increased accuracy of hunters; and the reduction in muzzle report to hearing-safe levels, limiting the risk that the hunter or anyone with the hunter will suffer permanent hearing loss if they fail to use hearing protection.

Senate Bill 803 amends the Wildlife Code and removes a prohibition on the use of a silencer or other device to muffle or mute the sound of the explosion or report resulting from the firing of any gun. It provides that no person shall carry, possess, transport or use a silencer, suppressor or other device to muffle or mute the sound of the explosion or report resulting from the firing of any gun for the taking of game unless such silencer, suppressor or device is in compliance with the National Firearms Act. Any game animal regulated under this Act may be taken within its season with a silencer, suppressor or device to muffle or mute the sound of the explosion or report resulting from the firing of any gun. A silencer, suppressor or device to muffle or mute the sound of the explosion or report resulting from the firing of any gun may be used when taking wildlife in accordance with a specified provision concerning the authority to kill wildlife responsible for damage. The law would go into immediate effect.
