GOP, Democrats Unite
in Opposing UN Arms Treaty
Since the Obama administration announced in October 2009 that it would seek to negotiate an Arms Trade Treaty through the United Nations, Congress has regularly cautioned the White House that such a treaty is not in the interests of the United States. After Secretary of State John Kerry signed the agreement in September 2013, Congress stepped up its warnings.
Last month that opposition reached a new peak of intensity. On March 2nd the 12 freshman Republican senators joined their colleagues, led by Sen. Jerry Moran, R-Kan., and Sen. Jim Inhofe, R-Okla., in pledging to reject the treaty. In the House 34 Republican freshmen signed a letter written by Rep. Mike Kelly, R-Pa., pledging to support the Senate opposition.
Treaty supporters will use the agreement to do what they like to do-criticize the U.S. and Israel-and ignore the egregious misdeeds of other nations.
On March 27th Rep. Kelly released four letters, signed by 90 members, requesting a ban on funding for implementing the treaty. And, on the previous day, 59 senators, including five Democrats, voted for a similar appropriations amendment offered by Inhofe and Moran to the Senate budget resolution for fiscal year 2016. Today 59 senators and 191 House members are on record opposing the treaty.
Supporters like to argue the only reason for the strong congressional opposition to the treaty is concern about its impact on rights protected by the Second Amendment. That is untrue. Both the Senate and the House letters set out a wide range of concerns on both substance and process.
A perfect example of this comes today from Kenya, where the director of Amnesty International, Justus Nyang'aya, notes that, even though Kenya was one of the leaders of the campaign for the treaty, it has not ratified it. According to him this is a problem because, without the agreement, Kenya cannot fix its lax controls, including those on "civilian possession."
Perhaps a friend of the treaty should remind Nyang'aya that the agreement supposedly is not about promoting civilian gun control. But what Nyang'aya doesn't admit-what almost no treaty advocate is willing to admit-is that Kenya has been extensively involved in trafficking arms into South Sudan. Bill Would Pay Gun Owners
to Hand Over Assault Weapons
The Support Assault Firearm Elimination and Education of our (SAFER) Streets Act [sic], expected to be reintroduced next week by Rep. Rosa DeLauro (D-Conn.), would provide gun owners with an incentive to turn in their firearms to local police departments.
"Assault weapons are not about hunting, or even self-defense," DeLauro said. "There is no reason on earth, other than to kill as many people as possible in as short a time as possible, that anyone needs a gun designed for a battlefield."
Though DeLauro is in favor of stronger gun laws that would completely ban assault weapons and high-capacity magazines, she emphasized this bill would not force gun owners to turn in their firearms. The legislation would provide up to $2000 in tax credits for gun owners who voluntarily hand over assault weapons to their local police departments.
The assault weapons legislation comes in response to the horrific mass shooting at Sandy Hook Elementary School in Newtown, Conn., DeLauro's home state, in December 2012. DeLauro originally introduced the bill in January 2013, just one month after the Newtown shooting, but the legislation fell short in the Republican-controlled House. She plans to reintroduce it next week when Congress returns from recess. She said the bill would help "get more assault weapons off the streets."
"Just days after the Newtown tragedy, President Obama asked, 'Are we doing enough to protect our children?' And he admitted the answer is, 'no.' That must change," DeLauro said.
DeLauro is announcing the assault weapons legislation this week in conjunction with National Public Health Week. The co-sponsors include Reps. Al Sharpton Calls for Federal Police Laws
The Reverend Al Sharpton called for national policing legislation akin to the Civil Rights Act this morning at the kickoff of his National Action Network's annual convention, just after the arrest of a white South Carolina police officer for murder in the shooting of an unarmed black man.
"There must be national policy and national law on policing," Sharpton said. "We can't go from state to state; we've got to have national law to protect people against these continued questions."
Sharpton's comments, coming on the heels of multiple instances of police killings of unarmed men of color around the country, were met with applause from the crowd-and from the dais, which was packed with elected officials including Mayor Bill de Blasio, Congressman Charles Rangel, Attorney General Eric Schneiderman, city Comptroller Scott Stringer and state Comptroller Thomas DiNapoli.
The convention kickoff, which featured a ribbon-cutting with the lawmakers, came just hours after it was announced that North Charleston, S.C., police officer Michael T. Slager would be charged with murder in the death of Walter Scott, who can be seen in a widely-publicized video running away from Slager while the officer shoots Scott in the back repeatedly. The video offers a markedly different story than the one Slager first offered up: that Scott had stolen his Taser and left him in fear for his life.
Sharpton praised the city's mayor and police chief for bringing the charges but said the nation couldn't rely on the judgment of local officials. "We commend them, but we cannot have a justice system that hopes we have a mayor in the right city or a police chief," he said. "We have to have one policy that is national."
Sharpton later noted that the comparatively small town's officials had been braver than police leaders in bigger cities. He has been vocal about his belief that New York City police officer Daniel Pantaleo should have been charged with a crime in the death of an unarmed black Staten Island man, Eric Garner. California Fish & Game Commission
Set to Ban Traditional Ammo
The California Fish and Game Commission is scheduled to meet Thursday to adopt regulations that will ban the use of traditional ammunition for hunting in that state. Once again NSSF has submitted comments on the issue stating concerns that the implementation of the ban will create severe shortages of ammunition available for California hunters, which will lead to fewer hunters and ultimately a decrease in conservation funding California receives from ammunition excise taxes and hunting license sales to manage wildlife resources. The phasing-in of non-lead ammunition will begin July 1 with the final phase of the process concluding by July 2019, meaning the use of traditional ammunition for hunting purposes in California will be banned by mid-2019.

S. 498 - Introduced by U.S. Senator John Cornyn (R-Texas), this legislation would respect the rights of individuals who possess concealed carry permits from their home states, or who are not prohibited from carrying concealed in their home state, to exercise those rights in any other state that does not prohibit concealed carry. This bill currently has 23 cosponsors.
H.R. 923 - Introduced by U.S. Representative Marlin Stutzman (R-Ind.), this legislation is the House companion bill to S. 498. The legislation would also respect the rights of individuals who possess concealed carry permits from their home states, or who are not prohibited from carrying concealed in their home state, to exercise those rights in any other state that does not prohibit concealed carry. This bill currently has 17 cosponsors.
H.R. 986 - Introduced by U.S. Representative Richard Hudson (R-N.C.), this bill would allow any person with a valid carry permit or license issued by a state to carry a concealed firearm in any other state that does not prohibit concealed carry. This bill would also provide legal protection for law-abiding concealed carry permit holders against states that violate the intent of this bill. This bill currently has 114 cosponsors.
H.R. 402 - Introduced by U.S. Representative Rich Nugent (R-Fla.), this bill would allow any person with a valid carry permit or license issued by a state to carry a concealed firearm in any other state that does not prohibit concealed carry. The bill currently has 81 cosponsors.
