What happened to the Editorial?
Over the past year or so, as I've become more involved in the political process, the subjects of my weekly editorials have broadened significantly and often have had nothing to do with firearms or even the Second Amendment. The editorials have appeared here first, then I've read them as David's Rant of the Week on our radio show, On Target Radio, on Sunday evenings at 9 p.m. on AM560 THE ANSWER.
While I know many of you enjoy my weekly editorials because I receive many emails every week about the most recent one, the fact is the intent of On Target Newsletter has always been to be an industry newsletter. So starting this week the editorial will go by the wayside here but will continue as David's Rant of the Week on Sunday evening's radio show.
It has been my intent for several months to completely redo our SAFER USA and On Target Media Group websites, but my stunning lack of knowledge about websites has had a somewhat stultifying effect on the project. If I ever do manage to get the new website renovation done, I will be sure to have a place where David's Rant of the Week can be read. That said, from time to time I may write an editorial here, but it will be more germane to the intent of the newsletter.

Ammunition and Firearms Protection Act
With this President, the Attorney General and the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) totally out of control, Representative Patrick McHenry (R-NC) has introduced the Ammunition and Firearms Protection Act. The purpose of the Act is to protect law abiding gun owners from BATFE's unconstitutional overreach.
While Second Amendment supporters won the most recent battle as the result of massive public outcry against BATFE's attempt to ban .556 M855 ammo, do not be lulled into confusing winning a battle with winning a war. Already anti-gun liberals are marshalling their forces for yet another all-out assault on our Second Amendment rights based on the fallacy that.556 is an armor-piercing round and should only be available to the military and law enforcement.
The claim that because it can be fired from a handgun it must be banned to protect law enforcement is specious. There is no record of any law enforcement officer being killed by a handgun firing .556 ammunition. The President knows it; the Attorney General knows it; and the BATFE knows it, but the hallmark of liberalism is to look into the camera with a straight, concerned face and lie. Their hidden agenda to disarm America is all the reason necessary to fight back. This administration and all its cronies are exactly the reason the Founding Fathers wrote the Second Amendment. Call your representative and ask that they support The Ammunition and Firearm Protection Act.

Proposal to Change Gun Laws
for European Jews Raises Objections
Following the horrific Muslim jihad assaults on cartoonists, journalists, Jews and others in France, Rabbi Menachem Margolin, General Director of the European Jewish Association, has asked in an open letter "that gun licensing laws are reviewed with immediate effect to allow designated people in the Jewish communities and institutions to own weapons for the essential protection of their communities, as well as receiving the necessary training to protect their members from potential terror attacks..." Although Rabbi Margolin's appeal is well-intentioned, an article written in American-based Jews for the Preservation of Firearms Ownership flatly rejects this approach to firearms ownership.
"Asking government permission for a select group to bear arms or train for their own safety is a fundamental error and reflects a common and understandable lack of information on the current state of affairs," it says. "The Rabbi, like the public, is apparently uninformed, since nothing in current European law prevents Jews or others from immediate training in self-defense strategies, tactics, awareness and danger avoidance, without government involvement or interference. Considering the ongoing global Muslim jihad, such training is a sane policy and should begin without delay. Jews for the Preservation of Firearms Ownership hereby offers Rabbi Margolin, without expense, training materials and support, for Jews who feel the need and desire for such materials and support." Urge Support for S. 405
Bipartisan Sportsmen's Act of 2015
The National Shooting Sports Foundation (NSSF) is urging everyone to call their Senators at 202-224-3121 or email, asking them to cosponsor S.405, the Bipartisan Sportsmen's Act. This week, anti-hunting forces, in an attempt to derail the Bipartisan Sportsmen's Act, sent Humane Society of the United States' Wayne Pacelle to Capitol Hill to testify in opposition to this pro-hunting, pro-sportsmen legislation. It is imperative that your Senators hear from you in support of this bipartisan bill, the most important proactive piece of legislation to hunters and sportsmen in a generation.
In his testimony Pacelle told the committee, "I want to be clear that the Humane Society of the United States is not opposed to hunting." Really? Then how do you explain your quote from an article in the Associated Press? "If we could shut down all sport hunting in a moment, we would."
But it's not just sport hunting. Pacelle also said he would campaign against people hunting for food, and HSUS has worked to restrict deer hunting in New York, wolf hunting in the Great Lakes region, bear hunting in Maine and all big-game hunting in California.
Senators from both sides of the aisle have worked together to craft a proposal that would protect the use of traditional ammunition made with lead components, increase access to public lands for hunters and other sportsmen and increase flexibility for shooting ranges to build and maintain facilities to create more opportunities for everyone to enjoy the shooting sports.

SilencerCo Launches Fight the Noise Campaign
SilencerCo has launched a Fight the Noise campaign aimed at regaining the right to protect our hearing and silence the sound, to be responsible gun owners and be treated as such. "We want law-abiding citizens to have the ability to purchase and own silencers without being subjected to excessive wait times, paperwork, and taxes. We are the silent majority, and it is our time to be heard," their promotional literature says.
"Because accepting hearing-damaging gunfire as the norm isn't right, it isn't responsible, and with your support, it won't continue. Silencers were first subjected to added taxes, paperwork, and processing time back in 1934 with the introduction of the National Firearms Act. We want to bring the laws surrounding silencer ownership into the twenty-first century and spread the word that yes, silencers are legal. The Suppressed are changing the perception of an industry and leading the revolution with a clear message: Guns don't have to be loud." [sic]

Obama: 'Important' Second Amendment
Responsible for High Homicide Rates
Speaking at Benedict College in South Carolina on March 6, President Obama said the "Second Amendment ... is important," that it is "part of our culture" and "part of who we are." Then he quickly added, "But what we also have to recognize is, is that our homicide rates are so much higher than other industrialized countries-by like a mile." So, the Second Amendment is important but...
Moreover Obama hinted that the individual right to bear arms-the very right protected by the Second Amendment-is the result of a Supreme Court interpretation. On June 22 Breitbart News reported that The Washington Post espoused this same liberal talking point, claiming that the Supreme Court created an individual right to keep and bear arms via the District of Columbia v. Heller (2008) decision.
In other words, prior to 2008, there was no individual right to keep and bear arms. It wasn't what our Founding Fathers intended, and it wasn't what generation upon generation of Americans from 1791 to 2008 believed and lived by. It's all based on a decision by a group of justices. In his speech, aired on C-SPAN, Obama said:
"We have a long tradition of gun rights and gun ownership in this country. The Second Amendment has been interpreted by the Supreme Court to mean the people have the right to bear arms. There are a lot of law-abiding, responsible gun owners who use it for protection or sport. They handle their weapons properly. There are traditions of families passing down [hunting] from father to son or daughter ... and that is important; that's part of who we are. But what we also have to recognize is, is that our homicide rates are so much higher than other industrialized nations-by like a mile. And most of that is attributable to the easy, ready availability of firearms, particularly handguns."
However, the gun control lobby's relentless claim that America's homicide rate is so much higher than other industrialized countries breaks down under scrutiny. For example, in August 2013 Breitbart News reported on a study in the Harvard Journal of Law & Public Policy which showed that the murder rate in heavily gun-controlled Russia was approximately 20.52 per 100,000 people in 2002. A high point for America was 6.6 per 100,000 people in 1993, and that rate fell to 3.2 per 100,000 by 2011, after the number of privately-owned guns in America went from 192 million in 1994 to 310 million in 2009.
So 20.52 per 100,000 people are murdered in Russia versus America's 6.6 per 100,000-later to be 3.2 per 100,000-yet, according to President Obama, America's murder rate is "like a mile" higher than that of other industrialized countries. (Source: Beitbart.com)
