Editorial
Response to Chicago Tribune's Steve Johnson's
OpEd on Concealed Carry
David A. Lombardo
To Steve Johnson
Chicago Tribune
I read your September 10th Chicago Tribune OpEd article: Nonsurvivalist shrugs off latest predicted doomsday. Funny piece-I enjoyed it.
With respect to your claim to be terrified of concealed and open carry laws, I would suggest to you that the overwhelming majority of the more than one thousand people I have trained for Illinois, Utah, Florida and Arizona concealed carry permits are not even remotely preppers. They are everyday folks who are no longer comfortable with the level of violent crime we face today and simply want to be able to protect themselves and their families if necessary.
Our students have included numerous judges, attorneys, educators, a priest, a couple of ministers, more politicians from both sides of the aisle than you'd guess, a couple of high profile Chicago residents, some very wealthy people and a number of students that I didn't charge because they couldn't afford it, and others from all walks of life. Students have ranged from 21 to late 80s, a wide array of ethnicities and a lot of women, though fewer in number than men.
I don't have a bunker under my home or a year's supply of anything, but I do have a healthy concern for personal safety. It isn't born of some delusional belief in an impending dystopian society but rather prior military experience, 20 years of law enforcement experience and having taught high school; then I was an assistant professor at one university, associate professor and department head at a second and academic dean at a third.
As a journalist I covered Katrina on location and saw firsthand what happens when widespread disaster strikes and the rule of law disappears. I have experienced firsthand what society has to offer in terms of personal responsibility and accountability. There is a relatively small but constantly growing segment of the population that preys on the majority. It isn't a paradigm that I see improving anytime in the near future.
Chicago is now arguably the murder capital of the United States; violent crimes are even being committed in historically safe areas such as the Magnificent Mile and Lincoln Park. To ignore reality is to potentially put yourself and your family at risk. The odds anyone will ever draw a gun for self-protection are admittedly quite small but what if that day does come? Anyone that thinks they can talk their way out of violent crime is naïve.
It is statistically not true that a majority of law enforcement leaders across the United States oppose concealed carry, nor do a majority of law enforcement officers oppose it. Over the years I have twice been potentially saved by a law abiding citizen with a gun when I was on patrol, and most law enforcement officers recognize that a law abiding citizen with a firearm is not a threat.
A few weeks ago I was on the receiving end of a traffic stop for the first time in over 30 years. Pretty much I had my head up my butt and was over the speed limit. When the officer ran my driver's license, she came back and asked, "Sir, are you carrying today?" I said I was, and her response was, "Okay." That was it-not another word on the subject, no overreaction. She is a professional, and she knows that law abiding concealed carry permit holders are not a threat to anyone but a bad guy with evil intentions.
Since 1987 the State of Florida has issued 2.5 million concealed carry permits, and of those, only 168 people have committed firearms crimes. That's .00672 percent of the total number issued. Contrast that with the number of people who use a firearm illegally in Cook County which is about double that population demographic at 5.2 million. I think more than 336 Cook County residents have committed firearm-related crimes. Concealed carry permit holders are not a threat to society and there is not a single study that suggests otherwise.
I get humorous OpEd. I've been a journalist since the early '80s and have written quite a few myself. But the majority of my assignments have not been humorous, and to that end I've always been careful to understand both sides of the story before writing about it. I am offering you the opportunity to do just that-take our Illinois Concealed Carry course and see what the truth of the concealed carry situation really is.
Our program is built on four pillars:
First, you don't ever want to get into a gunfight with anyone, so we talk at length about how to avoid it, including situational awareness and dealing with sociopathic behavior.
Second, if you have no choice, you want to stop the threat and prevail. We talk about the use of non-lethal force whenever possible, including how to disarm an assailant with a firearm or knife, close-quarter fighting technique and home invasion procedures. We also talk frankly about using lethal force when it is necessary. We talk extensively about proper firearm choice, and I repeatedly press the point that the goal is not retribution but to stop the threat using the lowest level of force appropriate to the situation.
Third, you don't want to do anything illegal, so we present four hours of law which was written for us by a 29-year veteran Cook County prosecutor, now retired. That is double what the State of Illinois requires, but we feel very strongly that people need to understand what you can and can't do, under Illinois law and morally.
Fourth, you don't want to be sued civilly which is particularly a potential problem in home invasion, so we show you how to deal with a home invader to minimize the possibility of having to use a firearm to defend yourself.
If you'd like to see our side of the story, I'd be happy to have you in our class.

SAF backs handgun
ban lawsuit in Northern Marianas
The Second Amendment Foundation has joined a lawsuit that challenges the ban on possession and use of handguns in the Commonwealth of Northern Marianas Islands, which was filed in the U.S. District Court for the Northern Marianas. Joining SAF in supporting this legal action are the National Rifle Association's Civil Rights Legal Defense Fund and Hawaii Defense Foundation. "The Second Amendment does not just apply to the continental United States and Hawaii," noted SAF founder and Executive Vice President Alan M. Gottlieb. "It also applies to territories under U.S. jurisdiction. The issue is a fundamental civil right, not only to possess a handgun, but also to use firearms for self-defense purposes, which is currently banned in the Northern Marianas." Gottlieb noted that SAF was quick to provide grant funding for this legal challenge, explaining that it follows naturally the foundation's challenge of the Chicago handgun ban that was nullified by the U.S. Supreme Court four years ago. "The Chicago case," Gottlieb said, "incorporated the Second Amendment to the states and to our territories. If that victory is to mean something, we will challenge any such gun ban. It follows our goal of winning firearms freedom, one lawsuit at a time." [Source: Second Amendment Foundation]

Harry Reid seeks constitutional
amendment to silence NRA
In January 2010 the U.S. Supreme Court handed down a key decision in the case of Citizens United v. Federal Election Commission, removing the unconstitutional restrictions on the ability of grassroots groups like the NRA and others to speak freely at election time. But now some are trying to reverse the decision. And while they recognize that they must amend the Constitution to do so, their amendment would gut the First Amendment rights of organized political groups as we know them.
The late Sen. Paul Wellstone had said during the original debate over the legislation at issue in Citizens United that it was his intention to silence groups like the NRA. While Wellstone singled out the NRA, this law delivered a clear message to all American citizens: "Keep your mouths shut and stay out of our politics." The court declared unconstitutional the parts of the law that had been enacted for the explicit purpose of silencing the NRA and its members. Of course the gun-banners in the White House and Congress opposed the decision because it thwarted their plans. Now U.S. Senate Majority Leader Harry Reid (D-Nev.) is aggressively trying to reverse the Citizens United decision by pushing Senate Joint Resolution 19, a proposed "amendment to the Constitution of the United States relating to contributions and expenditures intended to affect elections." As the title of the proposed constitutional amendment suggests, S.J.R. 19 is intended to allow anti-gunners in Congress to silence their critics and to control the gun debate. S.J.R. 19 would authorize burdensome federal and state regulation-or outright prohibition-of spending by corporations and other legal entities (like NRA) to do what many were created to do: protect the rights of their members at the ballot box. Harvey Weinstein: Violent films redux
Last January tycoon and Obama fundraiser Harvey Weinstein announced his intention to make a movie with Meryl Streep that would make the NRA "wish they weren't alive ...." But even Weinstein himself seemed to realize his limitations as an anti-gun spokesperson. Speaking to fellow gun-ban advocate Piers Morgan on Morgan's now-defunct CNN program, Weinstein said of those who accused him of hypocrisy, "They have a point. You have to look in the mirror, too," then vowed to turn over a new leaf as a filmmaker. "I have to choose movies that aren't violent or as violent as they used to be," he said. "I know for me personally...I can't continue to do that." Well, if Harvey Weinstein has been looking in the mirror lately, we can only imagine that what he sees looking back at him are dollar signs. The entertainment press is abuzz this week with news that Weinstein will produce and distribute Tarantino's upcoming "post-Civil War actioner," The Hateful Eight. Several critics who attended a reading of an early script made a point of mentioning the story's violence as "profane, bloody and darkly humorous." Judge for yourself, but we have our doubts. As for the movie Weinstein insisted would make the NRA and the gun industry "crash and burn"? It is said to be "in development" with no projected release date. [Source: NRA/ILA]

Ammunition registration bill defeated in California
Sportsmen, gun owners and retailers in California scored a major victory last Saturday as the California Assembly was unable to muster the votes (35-35-8) to pass an ammunition registration bill. The proposed law would have required firearms retailers to report identifying information to state authorities for all ammunition purchases made in the state. Sen. Kevin de Leon (D-Los Angeles), the next Senate president, originally proposed that those buying ammunition be required to obtain a state permit and undergo a background check before each ammunition purchase. The bill was amended numerous times in an attempt to force passage, and the final version that failed would have required ammunition sellers to provide information on purchasers to the state Department of Justice after the fact, including buyer name, address and date of birth, in addition to the date of the sale, brand, ammunition type and quantity. NSSF would like to thank everyone who expressed their opposition to help defeat this bill. [Source: National Shooting Sports Foundation] |
