Putting your money where your mouth is

David A. Lombardo

I have said it before, but here it is again: the pathetic percentage of the 1.5 million Illinois FOID card holders who are also members of the Illinois State Rifle Association is appalling. The organization's 30,000 members represent a mere two percent of all gun owners in the state. The ISRA is the only organization in the state that puts a significant amount of its money where its mouth is and vociferously fights for your Second Amendment rights.

Making matters even worse, everywhere I go with respect to the shooting and hunting sports, the majority of faces I see are those of folks who are getting a bit long of tooth. It isn't that there are no young people-it's that the percentage of those that eat supper at four o'clock represent an ever-increasing share of the demographic. And while it's true that the fastest growing segment of the shooting and hunting sports is women, the simple fact is we're not bringing in young people as fast as the old folks are turning in for that great dirt nap.

The NRA doesn't release its membership numbers, but I doubt they get a much higher percentage of Illinois members. Yet the NRA, consistently listed as one of the top two most powerful lobbies in Washington, also puts its money where its mouth is in Illinois. Its Friends of the NRA program gives grants to local firearm-related educational programs.

To hear the whining about Illinois gun control at any gun-related event, you'd think we'd have the most politically active segment of Illinois society. Think again. At only twenty-five dollars a pop for either organization, it's obvious the majority of Illinois gun owners aren't willing to put their money where their mouths are.

It appears to me that there are three very obvious facts. First, Illinois gun owners are cheapskates. Second, despite all the weeping and gnashing of teeth, they don't really give a tinker's dam about their gun rights. And third, Illinois gun owners suffer from Tyrannosaurus Syndrome: they're a two thousand pound body with a two ounce brain.

This brings me back to young people who, despite being in the minority, are far more active than the crowd that laments the good old days. So here's my suggestion, gramps. Put a couple of hundred dollars in your fanny pack, mosey on over to a Friends of the NRA banquet, have a good meal, whine about the good old days when you could take a shotgun to school with you during hunting season, and drink enough premium scotch so you'll leave your money behind to help fund the hundreds of thousands of dollars the Friends of the NRA banquets contribute to youth programs in Illinois. And hey, who knows? You might get lucky and win one of those newfangled auto-loader guns to boot.

ISRA exec explains Illinois Governor's latest move

In his weekly editorial, Richard Pearson, Executive Director of the Illinois State Rifle Association, weighed in on Governor Quinn's signing of HB1189. The bill caught everyone by surprise as it was voted upon literally in the 11th hour. The reason no one saw it coming is because it began as a sex offender bill last March and stalled. Senator Kwame Raoul resurrected it, stripped out all the sex offender language, replaced it with "lost and stolen firearms and background checks for private sales" language and rammed it through the legislature at the last possible moment. "HB1189 came up for a vote in the Illinois Senate, but instead of passing the bill as it was, before the vote, Sen. Raoul stripped the sex offender language out of the bill with a Senate Floor Amendment, and the bill was then passed," Pearson wrote. "The bill with the new language immediately went back to the House of Representatives for concurrence. The time between the passage of HB1189 as amended in the Illinois Senate and the bill's presentation in the House was just short. ... Unfortunately there was not enough time to reach every legislator and the bill passed."

Obama to sign the U.N. Arms Trade Treaty

In an August 19th Washington Times article, The U.N. comes after America's guns, written by Bob Barr, the true scope of the anti-firearm crusade of the United Nations has come to the forefront. President Obama has gone on record saying he will sign the Arms Trade Treaty. According to Barr, who cites experts familiar with this process, the mere act of signing the treaty would obligate the U.S. government not to act contrary to its terms. Elements of the treaty include: restricting civilian possession of firearms only to those "at the lowest risk of misusing them"; limiting sales and other transfers of firearms only to commercial transactions at licensed "sales premises" (in other words, no transfers at gun shows); only persons licensed and periodically relicensed by the national government could possess firearms; all firearms must be registered with the national government; all persons wishing to possess a firearm must pass a rigorous exam administered by the national government; all firearms must be stored in locked containers separate from ammunition and bolted to a heavy or immovable object; only a predetermined number of firearms and rounds of ammunition may be possessed by a properly licensed civilian and magazine capacity is limited to 10 rounds.

NSSF offers Proud to Be a Firearms Owner pocket card

The National Shooting Sports Foundation is making its Proud to Be a Firearms Owner pocket card available to the nation's 100 million gun owners. It highlights facts that demonstrate they are law-abiding, safe and passionate in their defense of the Second Amendment and major supporters of conservation through their purchases of firearms and ammunition. "Our goal is to remind gun owners they have many reasons to be proud. You should stand tall, and if someone takes an unfriendly shot at you for being a firearm owner, respond with the facts listed in our new pocket card," NSSF President and CEO Steve Sanetti said. Among the 13 bullet points on the Proud to Be a Firearms Owner card are these:

-- I am one of 100 million firearms owners in the U.S.

-- I am one of 35 million target shooters and hunters.

-- I am part of a great American tradition.

-- I am a conservationist. Excise taxes on firearms and ammunition purchases combined with purchases of hunting licenses contribute more than $1 billion annually to wildlife conservation and firearm safety education.

Court thumbs down on NYC's "Stop-Question-Frisk" law

In an August 19th Wall Street Journal article, Michael Mukasey reported that last week's federal court opinion blunting New York's stop-question-frisk law enforcement tool is good news. "Deeply flawed, it fairly begs for appellate review and reversal. The bad news is that it may never reach an appellate decision." Judge Shira Scheindlin's opinion, based on the 14th Amendment's guarantee of equal protection under the law and the Fourth Amendment's ban on unreasonable searches and seizures, concludes that the New York Police Department's use of stop, question and frisk results in stops and searches based on minority status rather than any other factor. Since 1968 it has been constitutionally permissible for police officers to stop people on the street to question them; based on a "reasonable suspicion" that criminality "may" be afoot. "Reasonable suspicion" is the most permissive standard known to the law, and it requires simply an articulable basis, but something more than a hunch. An officer may also frisk the person he stops if he has a "reasonable suspicion" that the person "may" have a weapon. Mukasey is concerned that an appeal may never be heard. Several contestants in the Democratic primary for mayor have said they will make certain if elected that any city appeal is withdrawn. Because the case cannot possibly be briefed, argued and decided before the next mayor takes office on Jan. 1, 2014, there may be no appeal.
