Remington Arms announced that it will be expanding operations at the Remington Ammunition Plant in Lonoke, Ark. Work on the expansion, which will include the construction of a new building, is expected to begin in the second quarter of 2013. The $32 million expansion plan is projected to be in operation by the second quarter of 2014.

Illinois' 11th hour concealed carry law

With politics as usual, Illinois legislators bickered up to the last possible minute to pass a concealed carry bill but pass one they did. It warms my old heart that some Democratic legislators were so upset they walked out of the talks realizing their anti-personal protection agenda was going to fail and there wasn't a blasted thing they could do to stop it.

 

As the sun was setting and the legislators were itching to go home for summer recess, a bill no one particularly liked, but most were willing to live with, was passed. Quite frankly, while the guys in white hats didn't get everything we wanted, the guys in black hats took a far greater hit to their egos and agenda. So what do we know?

 

The Firearm Concealed Carry Act allows residents and non-residents who meet the basic requirements to apply for a permit to carry a firearm in Illinois. There is no reciprocity beyond that stipulation so don't give up those Utah, Arizona and Florida concealed carry permits if you plan to travel.

 

For us, it's a $150 fee after taking a 16 hour training program and passing the background check; there is also a three hour recurrent training requirement to recertify every five years. For out of state applicants, it's a $300 fee. The details of the training requirement, which as of yet are unknown, will be stipulated by the Illinois State Police as will the criteria to be a certified instructor. In 2014 the FOID card and the concealed carry card will meld into the Illinois Driver's license or Illinois Identification card.

 

Permit holders have gun free zones including the usual Federal restrictions of airports, government buildings, etc, plus public transportation. The latter is sure to spark a court challenge almost immediately as it is a de facto anti-concealed carry restriction on the significant commuter population in Cook County. It does provide for concealed carry in restaurants where alcoholic beverages do not account for more than 50% of the business.

 

The big win for those that support personal protection is it preempts home rule on the regulation, licensing, possession, registration, and transportation of concealed handguns and ammunition for concealed handguns as covered by the FOID Act. It also preempts home rule on the prohibition of possession, or ownership of assault weapons unless the ordinance is enacted before, on or within 10 days of the effective date of the Act and any amendment thereafter. Wilson v. Cook County, an action against the Cook County assault weapon ban, is currently in process.

 

So, while the demand for concealed carry training is at a fevered pitch, we still don't know the specifics or who can teach it. Standby, it's coming and don't let anyone con you into thinking they have a program that qualifies; that's pure nonsense. As soon as we know the requirements we'll start offering the course.  CCRKBA condemns Obama Justice Department probes of reporters

 

Citing concerns about First Amendment erosion based on revelations about covert Justice Department probes of journalists, the Citizens Committee for the Right to Keep and Bear Arms today called the government snooping "deplorable, if not despicable. It is disturbing that James Rosen, who covers the State Department for Fox News was targeted," said CCRKBA Chairman Alan Gottlieb, "but now published reports suggest that the DOJ, in a separate effort, apparently also targeted Fox News reporter William La Jeunesse, who broke several stories about Operation Fast and Furious. "We find this deplorable and despicable," he added, "and a clear sign that the Obama administration is not simply out of touch, it is out of control. It is time for Congress to put a check on the Executive branch and rein these people in, and it is also time for Attorney General Eric Holder to go." Gottlieb noted that, "It is the role of the press to be a watchdog on government, not the other way around." He said Rosen and La Jeunesse "not only did nothing wrong, they did their jobs. In La Jeunesse's case, he has been instrumental in exposing the outrage known as Fast and Furious to the American people. In light of these scandals it is clear why gun owners are being joined by growing legions of other citizens in their distrust of government." California Certifies Microstamping

 

Last Friday the California Dept. of Justice suddenly announced that the technology to microstamp firearms is now unencumbered by patents. As a result, a law passed in 2007 becomes effective immediately. Every newly introduced model of semiautomatic handgun in the state now must have a microstamped firing pin that, theoretically, would accurately and reliably engrave a firearm's identification information on each cartridge casing fired from the pistol. NSSF is exploring legal options as it is essentially a gun ban since manufacturers cannot comply with the law due to the extra cost of at least $200 it will add to the price of each firearm. Even the patent holder has acknowledged his concept functions unreliably and requires further study, and should not be legislatively mandated at this time. The flawed and unreliable nature of this technology has been noted in independent peer-reviewed studies, including one by the National Research Council and another in the professional journal of the Association of Firearms and Tool Mark Examiners. As a crime-solving tool, microstamping is suspect because it does not reliably and legibly imprint the information on the casing, and the shallow marks on the firing pin wear through normal usage. Also, microstamping can be easily circumvented by criminals by filing down the imprinted code using common household tools or swapped out for unmarked pins. NSSF joins lawsuit against Colorado

The National Shooting Sports Foundation has joined with 54 county sheriffs, Magpul Industries, the Colorado Outfitters Association, several firearms retailers, disabled individuals and other parties in a federal lawsuit in the United States District Court for the District of Colorado in what is a broad-based challenge to Colorado's recently enacted gun-control laws. "In addition to Constitutional infringements and unenforceable requirements regarding magazine capacity, as the sheriffs have pointed out, we believe it will be impossible for citizens to comply with mandated firearms transfers through federally licensed retailers," said Lawrence G. Keane, NSSF Senior Vice President and General Counsel. "Colorado's federally-licensed firearms retailers are being asked to process these transfers as if they were selling from their own inventory and to monitor both seller and buyer through a state-administered check process that can take hours or even days. They will not be able to recoup the actual cost of providing the service, which is capped at $10, but they will be liable for paperwork errors and subject to license revocation. Not surprisingly, we expect few, if any licensed retailers will step forward to provide this service. For this reason and the many others detailed in our joint action with our fellow plaintiffs, these laws need to be struck down," Keane said.

Poll shows public says drop gun control

 

The latest Reason-Rupe national poll finds just 33 percent of Americans feel the Senate should debate and vote on gun control legislation again while 62 percent want the Senate to "move on to other issues." Earlier this month the world's first fully 3D-printed gun was successfully fired and Reason-Rupe finds Americans are torn on 3D technology. Twenty-nine percent oppose the personal use of 3D printers, while 62 percent of Americans say people should be allowed to use 3D printers in their homes. However, even among those in favor of allowing 3D printers at home, more than half, 53 percent, say Americans should not be allowed to print their own 3D guns or gun parts. Reason.com's J.D. Tuccille has more on the poll's 3D gun findings. When asked about the manhunt for the Boston Marathon bombers, 31 percent of Americans say it makes them more likely to want a gun in their homes, 9 percent are less likely to want a gun and 54 percent say their views weren't impacted by the events. Almost half, 49 percent, of Americans fear the Boston bombings will cause the government to "overreact and enact policies that do more harm than good." Conversely, 42 percent trust the government to develop policies that help "avoid similar acts of terror."
