The California Assembly on Thursday, on a largely party-line 44-21 vote, passed legislation that would make California the first state to ban completely the use of traditional lead ammunition in hunting. AB711 now goes to the state Senate where opponents have testified it would create a de facto ban on hunting due to possible federal prohibition of alternative ammunition made of other materials which is under consideration by the ATF. If the law passes the Senate and is signed into law the ban would be phased in over two years and become fully effective in July 2016.

Respect for the office

My On Target Newsletter and On Target Radio editorials generally draw anywhere from three or four emails to occasionally 30 or more. By far, they are supportive and congratulatory but every once in a while I get one that takes me to task. Rather than getting upset with the disagreement I try to look at it from the other person's point of view. Not long ago I received one that chided me about disrespecting the office of the president and it made me go back and take a hard look at some of the things I've said about our 44th president. After rereading many of my editorials I stick by what I've said.

 

I do not disrespect the office of the president. I strongly believe in our form of government but recognize, like everything else, it's not perfect but it works pretty well all things considered. If I met President Obama in person I would most assuredly show him the respect due to anyone who holds the office just as I would for the vice president or any other elected official whether I agreed with their politics or not.

 

Similarly, I don't wish any of them ill health or ill will and I would defend them with my own life if it were necessary. Even though I think they juked the numbers in the election, they're still in office and I respect the office. Five times in my life I've held up my right hand and sworn to protect and defend the constitution of the United States and no one has ever told me that oath has been cancelled.

 

Having said that, I don't respect the holder of the office of the president, vice president or any of the anti-personal protection elected officials and in that light I will speak my mind in my editorials.

 

I've been an international journalist for many years, have over 3,000 articles and several books published, and I am a card carrying member of the fourth estate. It is not simply my first amendment right to speak my mind about my government; as a member of the fourth estate it is my duty to do so. That's what journalists are supposed to do. The job of the press, what we call the fourth estate, is to monitor the other three estates - the executive branch, the legislative branch and the judicial branch - and hold their feet to the fire.

 

Anyone that has followed my editorials knows that I've called out deception that originates on both sides of the aisle not just liberal deception. This president is, in my opinion, dishonest, narcissistic and dangerous to the freedoms we as Americans have come to expect. I want this president to be safe and healthy but I don't want him in the White House and I will continue to point out what I believe is tyrannical government in my editorials. I don't disrespect the office of the president; I disrespect a man who has not earned the respect of freedom loving, constitutional abiding Americans and as long as I have a voice, I will speak my mind.

Hour one will be about the 15th Annual Clyde Howell NRA Youth Shooting Sports Camp being held at the Illinois State Rifle Association Range in Bonfield on May 31, June 1st and 2nd. In our studio will be Kelly McAdams, a past camper and camp intern who is now an adult volunteer running the intern program. Also in the studio will be Tim O'Meara and Kelly Kindelin who have been with the camp since it began 15 years ago.

 

The second hour will be dedicated to covering industry news including what's happening in the state capital with concealed carry and all things Second Amendment around the country. concealed carry training requirement

 

"As you are painfully aware, we are in the midst of working on a reasonable concealed carry bill. Of the many contentious issues we have to deal with, one that stands out is the training requirement, specifically, how much time should be spent in training. Except for Ohio and New Mexico that require 12 and 15 hours of training respectively, all states require approximately eight hours of training. Only California requires 16 hours or less, but I assume it depends on the student's ability. The training requirement needs to be adequate, but nothing beyond that. 16 hours of training seems to be enough for any state; anything more becomes prohibitory. Time, of course, costs money - the longer the requirement, the more instructor hours, facilities use, and materials. Right now, the City of Chicago suggests 40 hours of training, which is way out of sight and unnecessary, and a financial barrier to anyone who wants a conceal carry. Such a proposal would have only one purpose: to stop people from carrying concealed. After all, new recruits in the U.S. Army don't receive that much training with their primary battle rifle. We will oppose any bill that would require that much training. We will keep you posted," Illinois State Rifle Association's executive director Richard Pearson, said. 

Obama to sign U.N. Arms Trade Treaty

 

As we reported last month, on April 2, the United Nations General Assembly voted 153-4 to pass the Arms Trade Treaty, with the United States voting in favor and several countries abstaining. The vote in the General Assembly pushed the treaty process forward after negotiations twice failed to deliver on the goal of developing the treaty by consensus. The Obama Administration is expected to sign the treaty soon after it is opened for signature on June 3. If the deeply problematic treaty is signed, the fight will move to the U.S. Senate, where the Obama administration would need to find 67 senators to ratify the treaty. A majority of senators have already made clear their opposition to ratifying the ATT. On March 23, 53 senators endorsed an amendment to the Senate Budget Resolution for Fiscal Year 2014, "establish[ing] a deficit neutral fund" to oppose United States entrance into the treaty. Unfortunately, once a treaty has been signed, it normally remains available for the Senate to ratify in perpetuity, unless a later president withdraws from it. This means that American gun owners must remain vigilant in ensuring this treaty is never ratified. The NRA will continue to keep gun owners up to date on any movement toward ratification, and will work with our allies in the Senate to ensure the treaty remains unratified.

The Star-Ledger reported last Friday that after a closed-door hearing on gun control in the New Jersey Senate the previous day, three state senators--believed to be Democrats Loretta Weinberg, Sandra Cunningham and Linda Greenstein--were caught on tape, complaining that bills introduced in the Garden State--including one that would require mandatory training to possess a firearm--don't go far enough. First, a voice is heard complaining, "We needed a bill that was going to confiscate, confiscate, confiscate." Then, the trio apparently focuses its ire on gun control opponents who say that the way to keep guns out of the hands of criminals is to throw the book at them. Weinberg, willing to have no part of it, says "They want to keep the guns out of the hands of the bad guys, but they don't have any regulations to do it." Cunningham then snipes, "They don't care about the bad guys. All they want to do is have their little guns and do whatever they want with them," and Greenstein chimes in that enforcing existing law is "the line they have developed." Strong rhetoric that reveals how gun control supporters really feel about their issue is nothing new, of course.

Hunter Ed grads not taking to the field

 

A recent survey, funded by the National Shooting Sports Foundation (NSSF) focused on participation levels of students in the years immediately following their graduation from hunter education class. The survey revealed that a significant percentage of hunter education students do not buy a license after graduating. Twelve state wildlife agencies supplied data for the survey, which profiled the subsequent hunting license buying habits of hunter education graduates from 2006-2011. * Just 67.7 % of graduates over the six-year period purchased at least one license. After six years, only 44 % of graduates still bought licenses. Graduates from highly urbanized areas showed the greatest dropout rates indicating a greater need for intervention efforts. People graduating in warmer months represented the greatest percentage of graduates who never purchased a license. In most states, graduates between the ages of 16 to 24 were less likely to buy a license six years after graduating, which showed the transient nature of young people. This held true for college students and those in the military.

SAF launches education, awareness effort

 

The Second Amendment Foundation will launch an ambitious three-week public education and awareness effort on nationally-syndicated talk radio programs, and XM Sirius radio to explain its legal and educational efforts and encourage public support. SAF founder and Executive Vice President Alan Gottlieb said a series of advertisements will air on "threats to firearms rights and SAF's response through litigation against unconstitutional gun laws." "We will highlight legal abuses of constitutional rights, and explain how we challenge such laws in the courts to protect our liberty," Gottlieb stated. "We've secured tens of thousands of dollars in advertising time over the next three weeks." Radio spots will air on radio programs hosted by Michael Savage, Mark Levin, Lars Larson, Laura Ingraham, John Gibson, Tom Sullivan and Fox News broadcasts on XM Sirius radio. The effort is expected to reach millions of listeners, many who may be learning of SAF and its legal and educational programs for the first time.
