Illinois Concealed Carry Training

Ever since the U.S. Court of Appeals for the Seventh Circuit ruled it is unconstitutional to prohibit Illinoisans from carry a concealed firearm there has been a lot of talk about training and not all of it has been good. In fact, I have had issues with some concealed carry training providers that go much further back and are associated with many non-resident concealed carry programs such as Utah and Florida. I've kept a cork on my opinion because as president of a large training school anything I say has a ring of self-promotion but I'm uncorking it now.

 

Let me say that there are many good independent instructors that provide training in the Chicagoland area such as Ballistic Fighting Methods, Midwest Training Group, Massad Ayoob Group, Excel Training Group and DMZ Tactical, to name a few. There are also gun ranges such as our sponsor Illinois Gun Works in Elmwood Park that provide quality training. These are individuals who teach what they personally know and have experienced, and they do it thoroughly. I often recommend them, and others, to my own students because getting different points of view is always a good idea.

 

I have been a teacher, in both academia and industry, for most of my life specializing in psychomotor skills - specifically flying and shooting. I am a firm believer in the need for training so I find it troublesome that some trainers don't take their job seriously. Of course we all want to make money but it shouldn't be about making money. I have had numerous students tell me about someone who teaches the four hour Utah Concealed Carry course in one hour including fingerprints and photos. What exactly can you possibly teach someone in 60 minutes, while taking their fingerprints and photo, that will save their life and prevent them from illegally taking someone else's life?

 

Then there are several people teaching similar courses that do not have one iota of practical experience. They got an NRA pistol instructor rating, got certified by Utah and are teaching people to carry a concealed firearm with absolutely no experience. How do you advise someone or answer questions if you have no practical experience? If you're considering taking a concealed carry course I suggest you ask the instructor about his experience. Was he law enforcement, a military combat veteran, has he ever actually used a firearm to defend his life?

 

And most recently we are now seeing those who are simply lying to the public saying if you take their course today it will qualify for the Illinois Concealed Carry permit when it's approved. No one, absolutely no one, knows if the proposed legislation will pass as written or if there will even be a training requirement! These vultures are picking at the bones of those so eager to get concealed carry they'll jump on anything that smells like it.

 

This does not include a few training providers who are taking reservations for a future course that will be developed once the actual requirements are made known. These entrepreneurs are simply letting people get a place in line for when the day comes. That's shrewd business; nothing wrong with that.

 

I have had numerous individuals call to sign up for our Home Protection and Concealed Carry course thinking it would qualify them for Illinois. I have always set them straight. No one is more eager to provide Illinois Concealed Carry training than we are at SAFER USA but as responsible educators we prefer to wait until we know the facts. I suspect we'll offer a program that goes beyond what's required and there will be those who prefer to take the easy way. I have no skin in the game; so be it. But those students who study with us will get serious, in-depth training on the good, the bad and the ugly of carrying a firearm for personal protection. I don't ever want to read any of my student's names in the obituaries or in the news saying they illegally used lethal force. We feel students have the right to a comprehensive program, that's what we'll offer when the time comes, and I guarantee you it will be a lot longer than one hour including finger prints and photos.

Seventh Circuit tells IL A.G. concealed carry is a go!

 

On January 8th Illinois Attorney General Lisa Madigan filed a petition for rehearing en banc in response to a ruling handed down by the US Court of Appeals for the Seventh Circuit. It had ruled the Illinois ban on concealed carry was unconstitutional. Madigan asked for a review by all the judges on January 23rd and it was denied on February 22nd effectively upholding a June 8th deadline for Illinois to craft a concealed carry bill or risk a June 9th constitutional carry right for Illinois residents. Judges Hamilton, Rovner, Wood and Williams dissented. In his dissenting opinion, Judge Hamilton wrote, "I respectfully dissent from the denial of rehearing en banc in these cases. The Supreme Court has not yet decided whether the post- Heller individual right to keep and bear arms at home under the Second Amendment extends beyond the home. The panel's split decision in these cases goes farther than the Supreme Court has gone and is the first decision by a federal court of appeals striking down legislation restricting the carrying of arms in public. Until the Supreme Court faces the issue, the state of the law affecting people in Illinois, Wisconsin, and Indiana is an important question worthy of en banc consideration to decide whether to affirm, reverse, or remand for further factual development."

Illinois House Speaker pushes for tough firearm legislation next Tuesday

 

Next Tuesday, February 26, the Illinois House will be considering various gun control proposals and other firearm-related legislation. It will likely include a Democratic version of concealed carry almost guaranteed to be of the political crony "may issue" form. The Illinois State Rifle Association and the NRA are urging all Illinoisans to contact their state representative immediately and tell them to oppose all gun control schemes that do nothing other than penalize law-abiding citizens and take away their means to self-defense.  It is imperative that legislators do not vote in favor of any concealed carry legislation other than House Bill 997. The bill contains very reasonable training requirements including any of the following: The NRA Basic Personal Protection in the Home course; the NRA Basics of Personal Protection Outside the Home course; The NRA Basic Pistol Shooting Course; or any other firearms training course of at least four hours that covers the following: Handgun safety in the classroom, at home and on the firing range, and while carrying the firearm; the basic principles of marksmanship; care and cleaning of handguns; and law relating to the justifiable use of force. There is also a 30 round live fire component consisting of 20 rounds at 7 yards and 10 rounds at 15 yards with a 70% pass rate. The ISRA urges everyone, first thing Monday morning, call your state representative and politely tell them that you are a law-abiding firearm owner and that you oppose Madigan's insulting HR1155 and that you would like them to vote against the bill. NBC/Comcast implements anti-gun policy

 

Outdoorhub.com, TheBlaze.com and the Safari Club International are reporting that NBC/Comcast has adopted strict anti-Second Amendment policies. SCI has learned that businesses that conduct either firearms sales or support hunting will no longer be able to pay for advertising on NBC/Comcast. "This is a blatant attack on small businesses that support hunters and the Second Amendment around this country," a spokesman for SCI said. "Even during a time of economic recession, sportsmen and women spend an incredible about of money pursuing their sports around this country. The $90 billion spent by hunters, anglers, and sport shooters in 2011 is the same as the combined revenues for the United States' TV broadcast and cable network industry - that includes NBC, FOX, ESPN, etc. In fact, America's hunters spent $38.3 billion in 2011 on equipment and travel in local economies; in total more than the entire revenues for Comcast that year. The decision by NBC/Comcast to prohibit advertising of hunting and firearms related businesses on their network is not only an attack on the Second Amendment, but a deliberate attempt to further stall out the American economy."

Gun rights battles taking place across the country

 

The saga continues from state to state as Democratic legislators are introducing radical anti-gun laws that reek of the stench of the White House. The one ray of light in the liberal onslaught is in Minnesota where Senate leaders have declared that a ban on modern sporting rifles and other firearm restrictions like magazine capacity will not be under consideration. However, the Star-Tribune reports that the Senate did hold hearings Thursday on legislation requiring background checks for nearly all firearm transactions. Elsewhere, the Denver Post covered the Colorado General Assembly this week where some of the most sweeping anti-gun legislation the state has ever seen was passed including a bill limiting magazine capacity. Colorado-based Magpul has threatened to move out of the state if the bill passes. The New Jersey General Assembly passed a package of 22 gun-control bills Thursday including a magazine capacity restriction of 10 rounds, The Star-Ledgerreports. And with a 7-4 vote, Maryland's Senate Committee passed Governor's Gun-Control Bill after a more than eight-hour hearing. It is reported the Judicial Proceedings Committee silenced gun owners by not allowing them to testify.
