Los Angeles Consul General Change: Horinouchi to leave; Chiba to come 

Japan's Ministry of Foreign Affairs appointed veteran diplomat Akira Chiba, 57 years old, as new Los Angeles Consul General as of June 20. Current Consul General Harry Hideshisa Horinouchi will leave Los Angeles in this weekend.

Chiba was born in May 1959 in Teheran, Iran, and graduated from University of Tokyo in 1984 with a bachelor's degree in law. He studies at Peking University from 1985-1987, and graduated from UC Berkeley in 1988 with a master degree in Asian studies.
 
Chiba's recent assignments include: Deputy Director General, Secretariat, Science Council of Japan, Cabinet Office since 2015; Minister, Deputy Head of Mission, Japanese Embassy in Iran in 2013-15; Minister (Congressional affaire), Japanese Embassy in the U.S. in 2010-2013; Director of Registration Division, Ministry of Justice, and Member of the National Bar Examination Drafting Committee (international law) in Tokyo from 2008-2010; and Director of United Nations Planning and Coordination Division, Foreign Policy Bureau in Tokyo from 2006-2008.
 
Chiba has 4th-dan black belt of Aikido and published numerous books about international affairs. His publications include: "How to Befriend Congress" (Naze Amerika dewa Gikaiga Kunio Shikirunoka) published by Pottp Shuppan, 2014; "The Unknown Life of the Chinese Diaspora in Japan" (Nihonjinwa Daremo Kizuite Inai Zairyuu Chuugokujinno Jittai) by Saizusha, 2010; "Traditional Chinese Correspondence: A Guide for International Level" (Ippo Sakiwo Yukuhitono Utsukushii Chuugokugo Tegamino Kakikata) by Kokusai Gogakusha, 2010); and "How to Misunderstand Your Neighbor" (Nicchu Taikenteki Sougo Gokai) by Nihon Kyouhousha (Japanese and Chinese editions), 2005.
 
New Consul General Chiba will arrive in Los Angeles soon.
