Lessons Learned

Sign Up Teammates Early

Years ago, MTSC supported a client seeking a major military vehicle contract.  The client had limited experience with military acquisition programs but had a good solution and were confident their offering would be competitive.  MTSC was called in to provide a proposal manager and several proposal writers while the client provided the vehicle subject matter experts.

Our client needed a teammate to assist with the production of the vehicle if they were awarded the contract and lined up a company with solid manufacturing and production experience.  During the 60 day proposal preparation period we frequently asked about the status of the teaming agreement. The response was typically, "It's under review" or "It should be signed this week."

Hours before the proposal was scheduled to go into production, the teammate pulled out of the project citing they were unable to obtain final corporate approval for the teaming arrangement.  For the proposal, we had a "Plan B" prepared and the proposal shipped and was delivered "on time."

Obviously, the moral of this story is to identify and lock up your teammates early in the process, preferably before the proposal process starts. By completing your teaming agreements early, it enables you to negotiate the use of your teammates expertise, experience, and resources to your advantage and help prepare a better capture plan and proposal.
