Attention Dealers and General Managers!
It is imperative that our dealer members complete the 2015 Economic Impact Survey!  MADA needs your input to update our latest Economic Impact Report.  This report highlights the tremendous economic impact that our industry has on the State of Maryland.  The Association uses this report when dealing with the legislature, governmental agencies and the media.  This is a very important report that cannot be prepared without your help!

We urge you to please take a few minutes to complete the attached survey and return it as soon as possible.  This new format is all-electronic allowing you to complete the survey on your computer.  Hint: You may need to open it in Adobe or Acrobat to fill in the text boxes.  All responses will be held in strict confidence.  When completed, you can simply click on "Submit" at the bottom of the form, which will transfer it to a secure Adobe web site where responses can be downloaded.  Or, you may save the form in Reader, and return it as an email attachment.

If you operate more than one dealership, please complete one survey form for each location. We will provide dealers a copy of the report upon its publication.  We appreciate your participation and thank you in advance for your timely response!

Recent Floods in TX and OK May Mean Used Cars with Flood Damage
The historic flooding in Texas and Oklahoma means that vehicles that have sustained flood damage are beginning to find their way into the Maryland fleet.  Vehicles with flood damage must be disclosed to potential purchasers.  The MVA brands vehicles with flood damage when issuing salvage certificates of title and subsequent issues of title when a vehicle has been rebuilt.

One of the most important things Maryland dealers need to determine when buying or taking in a trade is whether the vehicle is still considered a salvage vehicle or has been rebuilt and obtained a rebuilt brand. The NADA Titling and Registration textbook is an excellent guide when working with out-of-state title and salvage certificates in order to interpret what the brand in the other state really means; brands in other states are in no way consistent.   Sometimes it appears the vehicle has been rebuilt because there is a title, but the NADA Textbook will show if the title identifies the vehicle as a salvage and not rebuilt.  If a dealer purchases a vehicle that is still a salvage, they can rebuild it and make an appointment for a salvage inspection provided by Maryland State Police. The MSPD will place a seal on the salvage certificate to show the vehicle passed the salvage inspection.  Once the vehicle passes, a tax exempt dealer resale title can be issued to the Maryland dealer.  Dealers also need to be observant for various brands that would be equivalent to the MVA "Parts Only Not to Be Retitled" brand.  Some states will use terms like certificate of destruction, junk, etc.  A vehicle branded as such cannot go back on the road.
