In Memoriam 

MADA is sad to announce the passing of two members of our local automobile sales industry. Longtime WANADA publications and marketing chief, Ralph Frisbee, lost his battle with cancer on Sunday, July 20, 2014. Ralph was also the husband of fellow WANADA office manager and Board liaison, Trish Frisbee. Contributions may be made in Ralph's honor to Montgomery Hospice, 1355 Piccard Drive, Suite 100, Rockville, MD 20850.

 

We also regret to announce the passing of longtime fixed operations director Gary Higgins of the DARCARS Group. He died at his home on Saturday, July 26, 2014, after a hard fought struggle with cancer. FTC Amends Used Auto Parts Guides 

The Federal Trade Commission (FTC) recently amended its "Guides for the Rebuilt, Reconditioned and Other Used Automobile Parts Industry" (Used Auto Parts Guides). These guides are designed to prevent unfair or deceptive practices in the advertisement and sale of previously used motor vehicle, truck and tractor parts (and assemblies of parts containing previously used parts).

 

The Used Auto Parts Guides, which become effective August 22, 2014, declare certain practices to be unfair or deceptive under the FTC Act, including misrepresenting:

  • that a product is new;
  • the amount of use of a product;
  • the identity of anyone who worked on a product after its removal from the original vehicle;
  • the condition or the amount of work done to a product after its removal from the original vehicle.

Some of the recently adopted amendments include:

  • providing that the term "remanufactured," should be used only if the product was rebuilt "at a factory generally engaged in the rebuilding of such products";
  • applying the Guides to used tires;
  • shortening and updating the sample list of parts that may be industry products.
