Sad Losses for the MADA Family  

MADA regrets to inform it's members of two recent deaths in our extended MADA family... 

 

Longtime MADA staff member, Charlotte Rutkowski, lost her husband, Louis Rutkowski, on June 28, 2013.  At Charlotte's request, contributions may be made in Louis' memory to their church:

MADA Member, Baltimore Mack Trucks, Inc., lost their founding executive, Ed Parker, on June 24, 2013.  Ed purchased the Mack Truck location in Baltimore in 1973 and served as dealer until his retirement in 1988.  The dealership group, comprising six locations in the MD/VA area, is now lead by Ed's son, Steven Parker.  Ed served on the Boards of Directors for the Maryland Motor Truck Association, Maryland Automobile Dealers Association, and the American Truck Dealers division of the National Automobile Dealers Association.

 

Ed is survived by his wife of 64 years, Ruth T. Parker; son, Steven (Susan) Parker of Crownsville; daughter, Linda Morris of Seattle, WA; brother, Raymond Parker of Pittsburgh, PA; and three grandchildren, Scott and Mark Parker and Stephanie Morris.  The family requests that in lieu of flowers, please make a contribution in Ed's name to his church:

Stormwater Fees AKA"Raintax" Update

As MADA reported over the last several months, Baltimore City and several counties around the state have been setting several new stormwater fees (aka "rain taxes") that took effect in most jurisdictions on July 1, 2013.  An updated chart showing the status of fees in each jurisdiction as of June 23 is available online at MADA's website  

 

Review your Fees in Baltimore County ASAP!  

Baltimore County billed its annual fee on the July 1st property tax invoice. Credits for stormwater remediation efforts that have been taken on your property can reduce your bill by as much as 74%; however, those credits are not clearly stated on your bill. Therefore, companies should contact the Baltimore County Finance Department to ensure the proper credits that your business is entitled to have been applied.  You only have 21 days to appeal your charges, so you must act quickly!  If you add new stormwater treatment programs to your property in the future, you will also need to file an application with the County to obtain additional credits.

Nomination Request for 2014 TIME Dealer of the Year 

MADA is accepting nominations for the 2014 Time Dealer of the Year Award.   To be considered for selection, a nominee must:

  • Be a franchised new-car/truck dealer;
  • Be a member of NADA/ATD;
  • Be a member of a state dealer association;
  • Be the operating head of the dealership as designated in the franchise paragraph of the factory agreement for a minimum of one year;
  • Have a presence in the dealership offices during at least 60% of business hours;
  • Have at least a five-year record of active participation in affairs of the nominee's state or local dealer association;
  • Agree to be available for participation in Dealer of the Year activities at NADA's Convention.

KPA Alert: Maryland Department of Environment Increases 6H Inquiries

The Maryland Department of Environment (MDE) has changed the 6H regulation, to include new volatile content limits for coatings and cleaning solvents used in vehicle refinishing. Effective July 1, the specific regulation affected is 40 CFR Part 63, Subpart HHHHHH(6H) Paint Stripping and Miscellaneous Surface Coating Operations.

 

Compliance

To maintain 6H compliance, supply the following information to the MDE.

 

1.  Provide a certificate for at least one painter documenting   training for 6H requirements.

2.  Provide your spray booth filter efficiency documentation. The vendor can provide this information. Filters must achieve at least 98% capture efficiency of overspray.

3.  Documentation of any spray guns that are High Volume, Low Pressure (HVLP).

4.  The number of gallons of Methylene Chloride (MeCl) for paint stripping used in one year, if any.

5.  If you do not believe that this regulation applies to you, draft a letter to the MDE, including the reason and notification that you are not applicable.
