Special Open Enrollment Offered to COBRA QBs and New ACA FAQs and COBRA Model Notices Released

Individuals currently on COBRA have been offered a special one-time open enrollment period on the Federally Facilitated Marketplace. New FAQs released by the DOL, HHS, and the IRS, clarify certain requirements in regard to the annual out-of-pocket maximum, coverage for preventive services, health FSA carryover, and summary of benefits and coverage (SBC).

IRS: Pre-Tax Payment Plans Won't Satisfy ACA Employer Mandate
 
The Internal Revenue Service has clarified that employers will not escape taxes and penalties under the Affordable Care Act if they choose to send their employees to the exchanges and reimburse them with tax-free dollars for premiums in lieu of offering an employee-sponsored health insurance plan.

Self-funded Employers and the HIPAA Health Plan Identifier Number (HPID)
 
The Department of Health and Human Services (HHS) has issued guidance regarding HIPAA electronic transactions related to the HIPAA privacy and security rules. According to the guidance, employers who sponsor self-funded health plans will be required to take certain administrative steps, including applying for a health plan identifier number (HPID) and getting certification from certain vendors that they are in compliance with HIPAA transaction rules.

Severe Weather Is Here. Is Your Workplace Ready?  

The storm season is here. If you haven't prepared already, the Red Cross is urging everyone to prepare now.

No employer should assume storms cannot affect the workplace. Develop an emergency plan, including where employees should meet and what to do if evacuation is necessary. Create an emergency kit containing food, water, flashlight, and a weather radio.

Five Tips to Prepare for Roadcheck   

Roadcheck, the annual 72-hour inspection event first launched in 1988, will occur between Tuesday June 3 and Thursday June 5 throughout the U.S., Canada and Mexico. 

Roughly 14 trucks or buses are inspected each minute by officers of the Commercial Vehicle Safety Alliance to ensure drivers and vehicles meet safety and security requirements.

Compliance Matters

2015 HSA Contribution Limits

The IRS recently released Rev. Proc. 2014-30, which established the health savings account (HSA) contribution limits and definition of a high deductible health plan (HDHP).

In addition to the changes in contribution limits, deductibles, and out-of-pocket maximums, all non-grandfathered group health plans are required to comply with cost-sharing limitations in regards to out-of-pocket maximums on essential health benefits.
