GOVERNOR BENTLEY SCHEDULED TO ADDRESS GOVERNMENTAL AFFAIRS COMMITTEE

Governor Robert Bentley will address the HBAA Governmental Affairs Committee on Tuesday, February 26, 2013 at 1:00 pm. The Governor will highlight his legislative agenda, priorities for the state, and his plans to prepare Alabama's next generation for the workplace.
The Governmental Affairs committee plays a key role in providing direction to the HBAA on legislative initiatives and is one of the heaviest attended meetings. In addition to hearing from special guests, Tuesday's meeting will include an overview of the HBAA legislative agenda and ABPAC/ BuildPAC fundraising efforts.
The Governmental Affairs Committee meeting is part of the HBAA Winter Meeting, taking place February 25-27 at the Montgomery Renaissance Hotel & Convention Center in Montgomery. All HBAA members are encouraged to attend.

MEMBERS INVITED TO LEGISLATIVE RECEPTION

Another highly anticipated event next week is the HBAA Legislative Reception on Tuesday evening, February 26, from 5:30 to 7:30 p.m. at the Montgomery Convention Center. All HBAA members are invited to attend and take advantage of this valuable opportunity to speak firsthand with your elected officials about issues in your community.
The Legislative Reception and Winter Meeting will be held in conjunction with the 2013 Alabama's Better Living Expo (ABLE), also taking place February 25-27 at the Convention Center. HOME OWNERS ASSOCIATION WORK GROUP READIES FINAL REPORT

Established in the 2012 Legislative session, the Home Owners Association Work Group has been meeting over the past year to identify perceived problems with associations and their management. The Work Group is preparing to present its final report to the legislature in the coming weeks. The outcome of the report will be some form of legislative initiative. What form that legislation takes is unclear, but the potential consequences will have a direct impact on developers, builders, and realtors.
Work Group members Chip Street and Anita Carter will discuss their impressions of where this process is leading during the Governmental Affairs Committee meeting on Tuesday, February 26 at 1:00pm. If you are a builder, developer, realtor, or other professional that works with home owner associations, it is important that you stay informed on this issue. The results of this process may affect how subdivisions are established and managed and potentially could lead to reduced amenity offerings in new subdivisions.

PLUMBERS AND GAS FITTERS BILL HEAD TO COMMITTEE WEDNESDAY

House Bill 265 by Representative Jack Williams (R-Vestavia Hills) is scheduled to be in committee on Wednesday. The HBAA and the Plumbing and Gas Fitters Board staff members are slated to meet with representatives of the unions on Monday to discuss amendments they would like to make to the legislation. The HBAA will work with all interested parties to ensure the best legislation moves forward.

GOVERNOR BENTLEY SIGNS TRUST FUND PAY BACK LEGISLATION

On Wednesday, Governor Bentley signed a bill to pay back the Alabama Trust Fund monies removed through last year's constitutional amendment. Those funds are to be used to prop up the state's ailing budget. Under the provisions of HB 94, all money removed from the Fund will be returned by 2026. With his signature, HB 94 became the first piece of legislation to become law during the 2013 Legislative session.
