FiveKentucky Organizations Receive 2013 Energy Awards

 

ATLANTA -

Five organizations in Kentucky were honored by the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE) with 2013 awards from the Energy Star Program. This award was given because of their outstanding leadership and commitment to protecting America's environment through energy efficiency.     Award winners included Kenton County and Scott County schools.

 

   "Their commitment to superior energy efficiency makes these organizations valuable partners in our efforts to reduce greenhouse gas emissions and fight climate change," said EPA Acting Administrator Bob Perciasepe.

IRC Update
    Kentucky amendments to the IRC for the "2013 building code" are still being reviewed by the Department of Housing, Buildings and Construction.
It's a little behind schedule now. Last year, amendments were set to be proposed by mid-December.
   Now, DHBC anticipates finalizing in the next month or so with filing in May or June.
    DHBC officials say they prefer to get everything in rather than having to come back with amendments immediately.
   Once filed, comments period and opportunity for public hearing will follow in accordance with KRS 13A.
   The Building Code now is scheduled to be heard by ARRS in April. DHBC received comments which put review off the previously scheduled February ARRS agenda.

Amendments to Radon Certification

     E&O insurance will not be required for radon testers, under amendments to Kentucky's radon certification signed into law by Gov. Beshear on March 21.
     The change reverses the existing law's requirements, which called for a mandatory $500,000 E&O insurance policy for testers, but not mitigators -- for reasons that were, at best, baffling. 
     The amendments, in Senate Bill 66 (13 RS SB66), make three major changes.  All are set to become effective in June.
      This also means regulations laying out exact steps to get radon certifications will start moving again.  CHFS (the Cabinet for Health and Family Services) is saying regulations setting out rules for radon certification under the law have been on hold, waiting for the General Assembly's action on the amendments. 
     Look for a mid-summer target for certification regulations to open up for the first public hearing.  You can count on PLI to keep you posted. 
    Bonding rules are are changed by SB66.

    A two-day national radon certification class is filling up now.
    The radon testing certification class will be in Louisville and still has a few seats left as this Newsletter goes out.  Enrollment is limited.  PLI makes sure everyone enrolled can ask the questions they need answered.  
     The class is now open for enrollment on April 27 (Saturday) and 28 (Sunday). 
      The instructor, Celia Rajkovich, is a radiation specialist with a background in Pennsylvania radon licensing and enforcement. Pennsylvania's laws and regulations were one model for Kentucky's new radon certification law. PLI classes are in-person sessions so you have ample time to ask questions.
     The National Radon Safety Board (NRSB) and National Radon Proficiency Program (NRPP) national certification exam is offered at the end of the second day of class. An additional exam board charge applies for students who wish to take the exam. Enrollment is limited and exams must ordered in advance.

     A leader in radon studies, PLI was the first KY Board of Proprietary Education and Board of Home Inspectors approved provider that brought nationally approved radon classes to Kentucky. PLI's last radon class quickly sold out. To get a seat, early registration is advised. A limited number of rooms at the Breckinridge Inn also are blocked for students. They won't last long either. Derby Festival events start that weekend, including the Great Balloon Glow. Some great shows are in town too (http://www.pli4u.com lists some in the calendar).
 
     Louisville's Breckinridge Inn  -- where the class is held -- is a mini-resort, with a heated indoor pool, spa and exercise room, all open year-'round.  There also are tennis courts, and more -- all right beside the Watterson Expressway (I-264).  And you get a special PLI discount on rooms there (except holiday/Derby blackout periods).
   Louisville is loaded with attractions and entertainment for the whole family.  It's a great weekend for humor, and fun.  Comedian Chris Tucker appears at the Louisville Palace April 26 -- followed by satirist Dennis Miller, April 27. 
     Bob Dylan  and his band play at the Louisville Palace Sunday, April 28.  The Louisville Orchestra present The Music of The Who, an awesome show, Sat., April 27 at 8 pm.  Derby City Fashion Week, a nationally reported series of shows, begins Friday, April 26.  The Brennan House Antigues Fair is Sunday, April 28. 2013 Cost vs. Value Report

  Clients often ask what a fix will cost.  

   Home inspectors know there is no perfect answers.  But that does not mean everyone is helpless.

    Each year, one steady national resource has counted up remodeling project costs -- by region, and nation-wide.  It also totaled best estimates of how much of the money spent got paid back when the home was sold.

FEMA - Building Codes Toolkit

   A newly developed Building Codes Toolkit from FEMA (the Federal Emergency Management Agency) has been opened to the general public.

     The Building Codes Toolkit is a central online page that designed to help understand building codes, their value to occupant safety and community resilience, and the available tools and resources. The lead developer was FEMA;'s Federal Insurance & Mitigation Administration (FIMA), Risk Reduction Division, Building Science Branch.

    Among the Tools are a building codes Factsheet, a building permit checklist, and even a basic project template.  Just for starters.  PLI uses the Toolkit as part of advanced classes on Codes & Standards.  You might like them day-to-day too, when those "unanswerable" questions about codes come up.

    FEMA said that "through close coordination and partnership with local, regional, and national contributors and subject matter experts and by utilizing existing multi-hazard standards and best practices, we were able to produce and organize a series of informational materials and tools for property owners and the general public."
