 | Brandon Milar, P.E., named CalAPA Director of Technical Services

Brandon Milar, P.E., a well-known name in the asphalt industry in California and nationally for more than 20 years, has been named Director of Technical Services for the California Asphalt Pavement Association (CalAPA), it was announced last week. His first day on the job will be Oct. 17.
"Brandon Milar is well-known and respected in our industry and brings a wealth of experience and expertise to this important position," said John Greenwood, General Manager of California Commercial Asphalt and CalAPA's 2016 Chairman. "He will be a valuable technical resource for our members and our agency partners." As an outgrowth of its recently updated strategic plan, CalAPA

announced a reorganization of its operations earlier this year to place a greater emphasis on technical expertise and technical knowledge-transfer in the area of asphalt pavements. Milar (Pronounced: mih-LARR), who was hired following a nationwide recruitment, replaces Dr. Rita B. Leahy, who retired in July, although she has stayed on in a limited capacity as a consultant to assist with the transition.
"It's great news that Brandon is joining CalAPA," Leahy said. "He's technically rock solid and politically savvy. I hold him in high regard." Sri Balasubramanian, Chief of the Caltrans Office of Asphalt Pavements, said: "Congratulations to Brandon for being named as the CalAPA Technical Director. I look forward to working with him in this new capacity, especially at a time when Caltrans and CalAPA are embarking on a journey to enhance Caltrans-Industry cooperation and develop superior specifications. Together, we hope to provide better pavements to the traveling public in California."
Milar is a familiar figure in the industry, having served as Executive Director for the Northern California Asphalt Pavement Association, from 2002 to 2008, which was prior to a merger with its Southern California-based counterpart in 2012 that created a single statewide asphalt association known as CalAPA.
Milar worked previously for Kaiser Cement / Kaiser Sand & Gravel, SemMaterials, Telfer Pavement Technologies and Ingevity. He also has agency experience, having worked in a civil engineering capacity with the Yolo County Planning & Public Works Department. He is a graduate of California State University, San Luis Obispo with a degree in civil engineering, and is a licensed civil engineer in California.  | Caltrans, FHWA team up to offer free pavement smoothness seminar Oct. 31 in San Diego
| Caltrans and the Federal Highway Administration have organized a "Pavement Profile Smoothness Seminar" to take place Oct. 31 in San Diego in conjunction with the 2016 Road Profile Useres' Group conference.
The seminar will take place from 12:30 p.m. to 4:30 p.m. at the San Diego Marriott Mission Valley Hotel, 8757 Rio San Diego Drive in San Diego. Advanced registration is required, and the number of participants may be limited depending on demand. Click HERE to sign up.

The program also features technical presentations on a number of topics, including the use of reclaimed asphalt in pavement mixes, pavement smoothness standards and technology, achieving optimum compaction in the field and effective partnering techniques.
