Volunteers needed to test low-volume mix

An industry-agency task force is seeking volunteers to test an asphalt mix utilizing an "HMA-LV" specification developed for use on rural routes and other pavements that experience low levels of traffic volume.

The Hot Mix Asphalt-Low Volume (HMA-LV) Sub Task Group is made up of industry and agency representatives, including Caltrans and local public works agencies. It is a subcommittee of the Caltrans-industry Rock Products Committee.

Since the advent of "Superpave" in California, many Tech Report Logo v 2 local agencies have found the asphalt mixes now specified in Section 39 of the Caltrans Standard Specifications are too robust for low-volume roads. The HMA-LV Sub Task Group has been meeting and developing a specification based based loosely on the former Caltrans "Type B" mixes that were not included in the latest revision of the Caltrans standard specifications.

HMA Type B mixes specified a lower requirement for Hveem stability, percent crushed aggregate faces and Los Angeles rattler measures of abrasion characteristics of coarse aggregate. The conventional wisdom was that Type B was perfectly adequate for rural routes and other roads that experience low traffic volumes, and was enormously popular with city and county public works departments. Caltrans dropped the Type B mix from its standard specifications last year because it determined is was not appropriate for high-traffic freeways and highways that predominate on the state highway system.

The HMA-LV Sub Task Group is seeking volunteers among the asphalt pavement community to test previous well-performing Caltrans Type B mixes using the new HMA-LV specification. That draft specification is HERE.

HMA-LV Sub Task Group co-chair Tim Denlay with CalAPA member Knife River Materials said, "We may need to adjust some of the draft specification mix requirements. We would like to adjust these requirements based on the data we receive."

Procrastinator alert! A few spots left in CalAPA's annual golf tournament Sept. 22 in Industry HIlls

The golf tournament is sponsored by the CalAPA Southern Pacific Palms Resort cart staging area California Contractors' Committee. Proceeds from the event help support CalAPA's workforce development efforts, such as its annual International Road Federation fellowship and providing free passes to CalAPA conferences for college students who are interested in pursuing a career in the paving and construction materials industry.

The tournament features golf, tee prizes, "hole-in-one" and "closest-to-the-pin" contests, raffles and a gala awards dinner.

Transportation stakeholders, industry, unions demand legislative action on roads

The Legislature fled Sacramento earlier this month with a major policy goal left undone -- addressing California's road-funding crisis.

That lack of action caught the ire of the state's good-roads coalition, which sent a letter to the governor and Legislative leaders demanding that something be done in a "lame-duck" session after the November election.

"Every year for the past two legislative sessions, transportation State Capitol advocates, stakeholders and the general public have worked to find a solution to this crisis and each year the problem has gone unresolved," said the letter signed by 64 people representing companies, business organizations, public agencies, unions and others, including CalAPA and several CalAPA members.

"Leaders in both parties and the Governor must work together to develop a consensus approach that will provide additional funding, protect and dedicate those dollars for transportation improvements, and include appropriate reforms so the money is spent in an accountable and efficient manner," the letter said. "It is time to stop ignoring the transportation needs of our state." You can read the complete letter HERE.

discussing Caltrans sustainability and innovation initiatives. Will Kempton, executive director of Transportation California, an advocacy group, will also be speaking about the outlook for a comprehensive state transportation funding plan.

The program also features technical presentations on a number of topics, including the use of reclaimed asphalt in pavement mixes, pavement smoothness standards and technology, achieving optimum compaction in the field and effective partnering techniques.

The event will feature a gala reception on the evening of Day 1, and a popular exhibitor area and equipment displays. As always, exhibit space goes fast and is on a first-come, first-served basis. There was an eclectic mix of networking and "news you can use" at the CalAPA Southern California Contractor Dinner held Tuesday at the Dal Rae restaurant in Pico Rivera.

with ample does of good and bad news, plus some humor to lighten the mood.

Steve Marvin, president of LaBelle Marvin, offered up an informative and entertaining "technical tidbit," and featured speakers were Matthew Gilbert, CPA with Moss Adams, who shared tax and finance tips of interest to the paving industry, and Daniel Medina, president of Parsell & Getters, who gave an overview of new OSHA, regulatory and risk-control issues.

Tech Term of the Week

Each week we highlight a word, acronym or other reference commonly used in the asphalt pavement industry in California.

MINERAL FILLER: A finely divided mineral product at least 65 percent of which will pass a No. 200 sieve. Pulverized limestone is the most common manufactured filler, although other stone dust, hydrated lime, Portland cement, and certain natural deposits of finely divided mineral matter are also used.
