 | Noisy rally at Capitol demands action on transportation funding
| More than 500 marched on the State Capitol last week to demand the Legislature and governor take action on funding for California's long-neglected road system.
The high-profile event was intended to bridge the gulf between Republicans and Democrats that has so far stalled a compromise plan from moving forward in the Legislature.
"Drivers are taking a hit right now on their vehicles as both sides continue to argue instead of act," said Amador County Supervisor Richard Forster, current president of the California State Association of Counties to boisterous cheers from the crowd, many of whom wore hard hats and waved hand-made signs.
The May 19 rally brought together industry, labor, elected officials and others to put a public face on the transportation funding crisis facing the state. The event was organized by the CalAPA-supported Fix Our Roads coalition. Pictures from the event can be found on the Fix Our Roads Facebook page HERE. Amid mounting evidence that California's roads are falling apart, there are three competing plans to address the funding shortfall being considered by the Legislature, but no consensus plan has emerged.  | Joint Training & Certification update
|
As previously reported in this newsletter, the objective of the Joint Training & Certification Program, overseen by the Caltrans Materials Engineering and Testing Services (METS), is to achieve consistent training and certification for technicians involved field sampling and testing of construction materials. As currently envisioned there will be four modules: HMA 1 and HMA 2; soils and aggregates; and Portland Cement Concrete. The JT&C program is being developed in partnership with Cal State Long Beach's College of Engineering and College of Continuing and Professional Education.
Caltrans and contractor personnel will attend the same classes, receiving equivalent training. Ultimately, the JT&C program will allow individuals and agencies to track student progress and verify active certifications held by individuals.

 | San Diego Technical Committee, meeting on May 25, to discuss HMA mix design issues
| Regional issues with Hot Mix Asphalt mix designs will be the focus of the next San Diego Technical Committee meeting scheduled for Wednesday, May 25 in San Diego. Click HERE for details.
Ed Luce, Western Division Quality Control Manager for CalAPA member Vulcan Materials, will lead a round-table discussion about mix design issues around the region, with a particular focus on identifying and elevating issues for statewide consideration.
CalAPA Deputy Executive Director Tony Grasso will also provide an update on the state funding picture, upcoming events and other industry news.

 | Members in the news: Martin Brothers Construction named Small Contractor of the Year by business publication | CalAPA paving contractor member Martin Brothers Construction, Inc., was recently named small contractor of the year by the Sacramento Business Journal.
In a May 6 story, the business weekly noted that Martin Brothers is celebrating 20 years in business "and is being recognized as a prime example of a small business contractor that continues to grow and thrive."
"Martin Brothers is a minority-owned business that has steadily grown into a recognized construction leader in the Sacramento area and throughout California, completing contractors for federal, state, local and private-sector clients," the Business Journal said.

California Chrome won the 2014 Kentucky Derby and the Preakness before coming up just short in the Belmont. The following year, American Pharoah won all three, earning racing immortality in the process.
The association has reserved a luxury suite at the Del Mar Thoroughbred Club on Saturday, July 16, which is the opening week of the horse-racing season at the seaside track, which is celebrating its 78th anniversary. The "Star Fiddle Skyroom" boasts panoramic views from a private balcony close to the finish line, with its own betting windows, access to grounds, a fabulous lunch buffet, snacks and a no-host bar. Tickets for this family-friendly event are $109 for adults and must be purchased in advance via the CalAPA website. Click HERE to order. Del Mar is not only one of the most scenic race tracks in the world, it's also rich with history, with new and exciting chapters being written each year. In 2014, the CalAPA-sponsored 1st Race was won by Lord Nelson, a 2-year-old thoroughbred trained by Hall of Fame trainer Bob Baffert, who joined CalAPA representatives Holly Mendell and John Michaik from California Commercial Asphalt in the Winner's Circle. Baffert is the trainer of last year's Triple Crown winner, American Pharoah. This year's Kentucky Derby winner, Nyquist, twice won at Del Mar last year. Bring your family, favorite customers or best friends to our "Day at the Races" and perhaps you'll see the next superstar thoroughbred in action.
