L.A.-High Desert Tech Meeting March 2 in Fontana to focus on pavement evaluation and rehabilitation strategies

An examination of new pavement evaluation tools and rehabilitation strategies will be the featured presentation at the next CalAPA joint Los Angeles & High Desert area Technical Committee meeting.

All CalAPA members and agency representatives are invited to the
Amir Ghavibazoo
meeting, which will take place Wednesday, March 2 from 9:30 a.m. to noon at the Caltrans Southern Regional Lab, 13970 Victoria Street in Fontana.

The regular meetings feature discussions about technical information and best practices about Hot Mix Asphalt in an informal setting.

The meeting's featured presentation is titled, "Pavement Evaluation Technologies and Rehabilitation Strategies." The featured presenters will be Amir Ghavibazoo, Ph.D., Senior Pavement Engineer, Twining, Inc., and Alvaro Ulloa-Calderon, Ph.D, P.E., Project Engineer, Dynatest.

Depending on the existing condition of pavement, there are
Alvaro Ulloa-Calderon
different technologies, such as FWD, DCP, and GPR that can evaluate the existing structural capacity of pavement. Also, there are multiple rehabilitation strategies that can be offered based on the evaluation results. In this presentation, each pavement evaluation technology and rehabilitation strategy will be introduced and the right project to propose each of them will be discussed.

The meeting will also feature reports from local and state agencies about pavement projects and issues, and an update from CalAPA Deputy Executive Director Tony Grasso on local and statewide issues the association is following on behalf of the industry. As always, there will be ample time for questions and answers.
Southern California paving contractors hear tips about paving in inclement weather, storm-water regulations
Oreo cookes and chocolate milk were on the menu last week at the Southern California Paving Contractors' dinner, but the evening really wasn't about sweet snacks.

The Feb. 16 dinner at the Dal Rae restaurant in Pico Rivera featured a sobering presentation by Kathryn Hubbard with CalAPA associate member Haley Aldrich on storm-water compliance and best practices.

She pulled up actual examples from the State Water Resources
Kathryn Hubbard
Kathryn Hubbard
Control Board website, with names obscured, of stop notices issued for non-compliance and fines that exceeded $1 million. At one point she noted that if a construction project has "chocolate milk" running off site during a rain event, otherwise known as sediment-filled water, contractors and owners could be at risk for big fines from state and local regulators. She encouraged contractors to contractors to practice good housekeeping on jobsites, have paperwork in order, and to cooperate with inspectors.

The evening also featured the peerless Steve Marvin with LaBelle Marvin, who gave a presentation on effective paving techniques in inclement weather. He handed out three different types of Oreo cookies, each with different filling thicknesses, to illustrate how thickness of pavement plays a factor in compaction, and that in cooler temperatures the contractor does not have much time to get his rollers on the mat to achieve optimum compaction.

He noted that there is free software available to help contractors see how much time they have to complete roller operations based on pavement thickness and temperatures. Once such software is known as "Pave Cool" and is available as a free download HERE.

The evening also featured a profile on the association's member of the month, Haley Aldrich, featuring Suzana Perez. To view photos from the event, click HERE to visit the CalAPA Facebook page.

Registration open for Spring Asphalt Pavement Conference & Equipment Expo April 20-21 in Ontario

Registration is now open for the CalAPA Spring Asphalt Pavement Conference & Equipment Expo, which will be held April 20-21 at the Doubletree Hotel in Ontario. Click HERE for details and to register.

The must-attend event will be attended by hundreds of industry and agency representatives and feature an impressive lineup of speakers, who will delve into technical aspects of asphalt pavements and important policy matters, such as funding for roads.

The governor's transportation secretary, Brian Kelly, will be the
Brian Kelly
keynote speaker and will provide the latest information on the Brown Administration's proposals to provide for a long-term, sustainable funding plan for transportation.

Other topics that will be featured at the conference include pavement smoothness, recent changes to Caltrans asphalt specifications, "Intelligent Compaction," critical factors that impact pavement texture, pavement preservation strategies and more.

The two-day conference will feature dozens of booths from exhibitors, and an outdoor equipment area where manufacturers and distributors will have the latest equipment on display. Display space is limited and allocated on a first-come, first-served basis. Click HERE for exhibitor and sponsor information, or contact Sophie You of CalAPA at (916) 791-5044 for details.

The conference begins at 1 p.m. on Wednesday, April 20, and wraps up at noon on Thursday, April 21 at the Doubletree, 222 N. Vineyard Ave. in Ontario. Also back this year is a popular networking reception the evening of April 20, which is free for all attendees.

Asphalt Institute's popular Mix Design Technology Certification training to be held April 5-8 in Irwindale

The Asphalt Institute's comprehensive Mix Design Technology Certification training class will be held April 5-8 in Irwindale.

The class provides advanced technicians, designers and engineers with a thorough understanding of the properties of the materials that compose asphalt mixtures, as well as the physical and mathematical processes involved in producing a successful asphalt mixture design. Instruction will fully cover the "Superpave" mix Asphalt Institute Logo design process, plus discuss mix design using Reclaimed Asphalt Pavement (RAP), as well as provide an overview of specialty asphalt mixes.

Students will receive training over the entire range of activities related to the design of asphalt mixtures: aggregate and binder selection, material properties, development of trial blends, batching, volumetric calculations and analysis, Superpave mix criteria, mix performance tests and criteria, use of RAP in asphalt mix designs, plus an overview of SMA and open-graded mixtures.

About 80 percent of the course time will be spent in the classroom, and the remaining 20 percent will be spent in the lab for a basic overview of the tests used in asphalt mix design volumetrics, plus an introduction to some of the mix performance tests available to designers. Students passing an optional written certification test at the end of the course will earn the Asphalt Institute's Mix Design Technology Certification. Completion of the course earns participants 22.5 Professional Development Hours (PDH) of technical instruction.

The class is being hosted by CalAPA member Vulcan Materials and will be held at Vulcan's facility, 16009 E. Foothill Blvd. in Irwindale. The fee for the class is $1,195. Pre-registration is mandatory.Click  HERE for additional information, including a link to the on-line registration page, or call the Asphalt Institute at (859) 288-4973.

Tech Term of the Week

Each week we highlight a word, acronym or other reference commonly used in the asphalt pavement industry in California.

FOG SEAL: A light application of slow setting asphalt emulsion diluted with water and applied to the surface of a bituminous pavement. Fog seals are used to rejuvenate aged asphalt surfaces as well as to seal small cracks and surface voids. Fog seals may also be used to improve chip retention in newly applied chip seals or retard raveling in poorly compacted hot mix. Fog seals may be followed by a sand coat to allow opening to traffic without pick up of the binder on vehicle wheels.
