 | San Diego Technical Meeting Jan. 27 to focus on pavement smoothness, sampling and testing
| Participants at the next CalAPA San Diego Technical Committee meeting, scheduled for Jan. 27, will receive an update on several topical issues, including the new Caltrans pavement smoothness specification, material sampling and testing. All CalAPA members and agency personnel are invited to attend. For more information and to RSVP to the meeting, click HERE.
CalAPA Deputy Director Tony Grasso will provide the latest information from the joint Caltrans-industry Rock Products Committee, which is revising and evaluating asphalt pavement specifications. Recent changes in the specifications have caught some paving contractors unaware, resulting in large and unexpected expenses to meet the new standards.
The meeting will take place from 9:30 a.m. to noon at the County of San Diego offices, Fourth Floor Conference Room, 5510 Overland Ave. in San Diego.

 | Assemblywoman Melendez highlights transportation funding priorities at CalAPA Annual Dinner in Los Angeles
| Assemblywoman Melissa Melendez, the vice chair of the Assembly Budget Committee and also a member of the Transportation Committee, had plenty to say last week about the sorry state of California's roads and what to do about it.

The evening also featured the induction of Jim St. Martin into the association's "hall of fame" as a "Life Member." More than 150 CalAPA members and guests were in attendance.
Coming on the heels of the release of Gov. Jerry Brown's proposed 2016-17 state budget, which includes new proposals for transportation funding through a variety of new taxes and fees, Melendez said, "I think the roads should be a priority in the budget, not an afterthought." The governor's budget must pass through the Assembly Budget Committee on its way to becoming law.
She noted that, because of years of inattention, there is still a $59 billion shortfall in what is needed to return California roads into good condition. She touted elements of a GOP-backed nine-point plan to address the state's transportation crisis, and also placed a heavy emphasis on reforming how transportation money is spent, including streamlining CEQA, California's tangled web of environmental laws.
Other areas she highlighted included a commitment to do everything possible to ensure that money earmarked for transportation is actually used on transportation, and dumping California's controversial High Speed Rail project.
"I would re-allocate all funding for High Speed Rail to other transportation priorities in the state," she said. "There's been a lot of talk about our roads, but not a lot of action."
She attended the dinner with her husband, Nico. After her speech she sent a photo and the following message to her 4,600 followers on Twitter: "Thank you CalAPA ... for the opportunity to speak 2 you tonight about transportation issues."
Also during the event, members of the association's "hall of fame" welcomed their newest "Life Member," retired association executive Jim St. Martin, who was joined by his wife, Ann. He said that during his many years representing the asphalt pavement industry in California it is the people and relationships he made along the way that he appreciates the most.
The evening program included an introduction of Shawn Hung, who is pursuing his Ph.D. in engineering from the University of California, Davis. He was sponsored by CalAPA this year as an International Road Federation Fellow. He was introduced by Jeff Reed, president of CalAPA member George Reed Inc. Funds to support the fellowship program are generated by CalAPA's Annual Golf Tournament and other events.
The 2016 officers of the association were also announced at the dinner: Chairman John Greenwood with California Commercial Asphalt, Vice Chair Alan French with DeSilva Gates Materials, Secretary Mike Herlax with Syar Industries and Treasurer Scott Bottomley with Blue Diamond/Sully-Miller.

New classes in Richmond and Santa Rosa have been added to the CalAPA training calendar for the popular technical class on understanding the new Caltrans Section 39 asphalt pavement specifications and "Superpave." A half-day "Critical Changes to Caltrans Section 39 Hot Mix Asphalt Specifications" class will be held Tuesday, Feb. 2 from 8 a.m. to noon at the Caltrans District 4 Construction Field office, 3401 Regatta Blvd., Building A in Richmond. Click HERE for the sign-up page for the Feb. 24 class.The curriculum was developed under the guidance of the CalAPA Technical Advisory Committee of pavement experts, and reviewed by Caltrans. The classes cover all major changes to the Caltrans specifications, testing and acceptance as they relate to asphalt pavements, including "Superpave." It is a must-attend for engineers, designers, technicians, estimators, paving contractors, agency personnel and anyone else involved in asphalt pavements. The class was made possible through the generous support of CalAPA members.
Our instructor is Paul Curren, P.E., who previously taught this class to more than 500 industry and agency personnel around the state in 2010 and 2011 to rave reviews. He has years of practical experience working for local agencies and industry. Early registration for the training class is $99 for CalAPA members, $99 for public agency representatives and academia, and $119 for all others. All attendees will receive a handy reference guide for the material being covered in class, as well as a handsome certificate noting the completion of four (4) hours of Professional Development Hours (PDH) of technical instruction. Seats are limited and allocated on a first-come, first-served basis. Registration must be completed on-line, and payment must be received prior to the day of the class.
