Not the same old grind: New Caltrans pavement smoothness specifications generate plenty of interest at HMA forum

New specification language on pavement smoothness that is beginning to show up on Caltrans projects is catching many paving contractors off guard, resulting in unexpected costs for pavement grinding to meet the new standards.

Caltrans and the Federal Highway Administration (FHWA) devoted an entire day to the new specifications, as well as the latest smoothness technology, last week in Sacramento. The "HMA Pavement Smoothness Technology Forum" held Sept. 28 at a CHP facility was co-sponsored by industry, including CalAPA, and was attended by more than 100 industry and agency representatives.

the use of the Inertial Profiler to measure smoothness, and the ProVAL software that helps identify bumps and potential grinding locations.

Looking far and wide for best practices, the forum included a presentation by Jeff McGowan with Shelly and Sands, Inc., an Ohio-based contractor.

Caltrans pedged to carefully review the comments and suggestions made at the forum to see if the specifications as currently being applied in the field are meeting departmental objectives.

"Everyone wants smooth roads. However, there is no general consensus on how we get there and to what extent. This was evident at the HMA Smoothness Technology Forum," said Don Matthews of CalAPA member Pavement Recycling Systems Inc., who was one of the presenters at the forum. "The ProVAL software is a valuable tool when used to calculate the International Roughness Index (IRI) and in determining correction locations and extent to meet smoothness requirements. But it was clear from the forum that there is a strong need for education across the state on how to use ProVAL, and more specifically, how to apply it in making corrections."

past, but the classes have been sparsely attended likely because the new smoothness specification was not yet in widespread use.

"The forum was a good first step in industry and Caltrans coming together to work through the confusion and get a general understanding of an inertial profiler and how to use ProVAL," Matthews said. "Hopefully, the recommendation generated at the forum to form a Smoothness subtask group (within the joint Caltrans-industry Rock Products Committee) will provide the opportunity for both Caltrans and industry to work together to provide smooth California highways at a reasonable cost to the taxpayers."

CalAPA engages South Coast AQMD over off-road equipment in draft air plan paper

Led by the its Environmental Committee of subject matter experts, CalAPA is engaging the South Coast Air Quality Management District (SCAQMD) over its draft Air Quality Management Plan White Paper regarding off-road construction equipment.

The September draft of the White Paper, examined by CalAPA, has assumptions on off-road equipment emissions that may not jibe with current realities because of changes in technology and compliance, CalAPA said in a letter to the air district. The White Paper does not specifically propose rules or control measures, but it is prepared to provide assistance in crafting control measures to be included in the SCAQMD's 2016 Air Quality Management Plan.

CalAPA's letter to the air district also underscored the industry's efforts to comply with numerous local and state air quality mandates, described fleet management practices and commended the district for recognizing the need to develop funding mechanisms to assist compliant companies in recouping their investment in zero- or near-zero emission equipment.

Southern California tech audience warms to WMA presentation by UNR expert Sebaaly
One indicator of the interest level in a technical topic is the number of people who want to hear about it, and the fact that they are willing to stay past an announced meeting time to hear more.

Angeles-San Diego Technical Committees hosted a talk by Peter Sebaaly, Ph.D., P.E., director of teh Western Regional Superpave Center at the University of Nevada, Reno.

His talk titled "The Impact of WMA Additives on Various Asphalt Admixtures" was attended by about 30 people, including 13 representatives from eight public agencies. Two representatives from Santa Rosa traveled hundreds of miles to hear the talk.

The meeting was hosted by the City of Carlsbad at its Safety Training Center. CalAPA regional Technical Committee meetings are free and open to all CalAPA members and public agency representatives. Contact CalAPA at (916) 791-5044 to be added to the meeting notification list.

number of recommendations to Caltrans on materials testing issues, was back at the the Caltrans TransLab facility last week to revisit the panel's original recommendations and provide a few new ones.

The occasion was a joint meeting of a special test turnaround task group that is examining ways to speed up the delivery of construction material test results, and an HMA QC/QA task group.

Tech Term of the Week

Each week we highlight a word, acronym or other reference commonly used in the asphalt pavement industry in California.

INTERNATIONAL ROUGHNESS INDEX (IRI): A measure of a pavement's longitudinal surface profile as measured in the wheel path by a vehicle traveling at typical operating speeds. It is calculated as the ratio of the accumulated suspension motion to the distance traveled obtained from a mathematical model of a standard quarter car traversing a measured profile at a speed of 80 km/h (50 mph). The IRI is expressed in units of meters per kilometer or inches per mile and is an indication of pavement roughness.
