Asphalt shows off 'speed of construction' advantage in I-10 emergency reconstruction

Asphalt's speed-of-construction attributes garnered worldwide attention last week when a major Southern California freeway was reopened in just five days after experiencing major flood damage.

eastbound traffic to take an hours-long detour. The interstate carries an average of 27,000 vehicles a day through the area.

Working around the clock, a contractor brought in by Caltrans, Granite Construction, trucked in 2,500 tons of asphalt and 2,000 tons of base course to pave a temporary detour around the damaged bridge and traffic was able to pass through the area at noon Friday to great fanfare.

The freak summer rainstorm inundated drought-stricken Southern California last weekend, sending torrents of chocolate-colored water sweeping across the parched desert landscape. A concrete structure that carries I-10 traffic over Tex Wash, about 44 miles east of Route 86 (Coachella) and 42 miles west of the Arizona state line, took the brunt of the flooding. According to Caltrans Public Information Officer Tyeisha Prunty, three other structures received minor damage and were repaired.

The temporary detour, which will carry traffic alongside the collapsed concrete structure at reduced speeds, will be in place until the structure can be replaced, she said. That process could take months, Prunty said, at an estimated cost of $5 million.

Showdown in Washington over transportation funding as federal coffers run dry

Staring into a July 31 deadline, Congress continues to tussle over what to do about federal transportation funding, with competing strategies. The Senate continues to push for a six-year bill, while the House maintains a short-term patch strategy until a way can be found to replenish the Highway Trust Fund without raising taxes.

U.S. Sen. Barbara Boxer, D-Calif., continues to lead the charge for a long-term bill, much like she did three years ago, earning the "Legislator of the Year" award by the National Asphalt Pavement Association. She has pushed, cajoled, wheedled, and otherwise done every persuasive maneuver in a senator's rhetorical arsenal to bring along Democrats and Republicans to a compromise long-term bill.

House Republicans continue to be the most reluctant to adopt the Senate compromise bill, and as of late last week there was speculation that the House would pass another short-term patch and leave town for summer break, leaving the Senate with a difficult choice off approving their own bill but with no chance of House consideration before the federal transportation programs run out of money. The latest drama is expected to play out this week on Capitol Hill.

NAPA and 67 other coalition partners, meanwhile, joined a letter urging Congress to act swiftly lest the economy take a hit.

The Senate's measure was first taken up on July 21, and because of antiquated rules the chamber could not muster the 63 votes needed to move the bill forward. A weekend of debate was planned before the Senate could bring the bill to a vote.

House Republicans, meanwhile, led By U.S. Rep. Kevin McCarthy of Bakersfield, continue to throw cold water on the Senate version, insisting on "pay-fors" -- Capitol-speak for sources of funding other than raising fuel taxes or other fees.

A little rain doesn't dampen the enthusiasm at CalAPA's annual 'Day at the Races' in Del Mar

While a surprise summer rainstorm caught much of Southern California by surprise, a luxury suite at Del Mar Race Track proved to be one of the best places to be to stay dry and have fun.

The annual CalAPA "Day at the Races" was filled to capacity July 18, and was a decidedly family affair, with adults and children enjoying the thoroughbread horse racing pagentry, gourmet food and refreshments. Click HERE to view photos of the event posted on the CalAPA Facebook Page.

CalAPA sponsored the seventh race on opening weekend of the thoroughbread racing season, and almost appropriately a horse named "Go Long" came in first, following in the hoofprints of previous Del Mar stars "California Chrome," the 2014 Kentucky Derby winner, and this year's triple-crown champ, "American Pharoah."

The annual event is organized by the CalAPA Southern California Contractor's Committee.

Equipment spotlight: Maxam rolls out 'California  Bulk Sampler'

In response to recent changes in Caltrans specifications for sampling asphalt at the plant, CalAPA member Maxam Equipment Inc. is rolling out a new piece of equipment, the "California Bulk Sampler."

The CB Sampler, as it is also known, is a trailer-mounted, conical-shaped hopper designed to receive a 1,000-pound sample directly from a Hot Mix Asphalt plant silo.

Maxam says the hopper of the CB Sampler sits atop a California-approved Gilson Quartermaster Asphalt Sample Divider for splitting samples into four gallon buckets. Hopper gate control for discharging into the splitter is by air-actuated cylinders powered by a self-contained air tank. The air tank can be filled at the plant site when the hopper is loaded from the silo, and contains sufficient air to open and close the gates several times.

After the samples have been taken the hopper can be laid on its side for ease of cleaning.
