Special report: State transportation funding picture begins to emerge at the Capitol

San Jose Mayor Sam Liccardo was only half joking when he boasted last week about his city's innovative approach to transportation.

"We are very innovative in San Jose," he said, tongue firmly planted in cheek. "We have re-purposed our potholes into 'traffic-calming devices.'"

The line drew a hearty laugh inside an ornate hearing room in the Capitol last week, and perhaps was an early indication that State Capitol confidence is soaring over prospects to get some sort of comprehensive road-funding package through the Legislature this year.

Gov. Jerry Brown last month called a special session of the Legislature to focus attention on shrinking budgets for road and bridge maintenance, and the first hearing of the special session was conducted July 2 by the Senate Transportation Infrastructure Development Committee. The Assembly version of this committee is scheduled to hold an informational meeting in the Capitol July 9.

The Legislature has moved beyond the "need" question-- mountains of data have already been provided about the sorry state of California's roads, and how they will deteriorate even further if a large infusion of maintenance funds are not forthcoming soon.

The discussion now comes down to a myriad of proposals to protect and enhance road budgets, ensure accountability and innovation.

Discussing his own bill on transportation funding, Committee Chairman Jim Beall, D-San Jose, said it includes "protections to ensure the funding goes only to road maintenance. California's roads are crumbling. It is imperative that we act now."

administration's mantra of "fix it first" and said the governor supports "permanent and stable" funding for road maintenance "paid for by users of the system." On the state system alone, he noted, there is a $5.6 billion gap between the maintenance funds available and what is included in the state's maintenance budget.

Decoupling the state transportation funds from the general fund, which is subject to volatility because of economic ups and downs, is a priority, Kelly said, because "chaos in the revenue leads to chaos in the programming (project delivery)."

Talks about the various funding ideas and scenarios are expected to stretch through the summer, with the likely outcome a diverse package of fees and reforms. Noted Assemblyman Jim Frazier, D-Oakley, who is chairman of the Assembly infrastructure funding committee, "This is our big year. We need to go big or go home." At this stage of the game, it appears lawmakers are reluctant to go home without some sort of transportation fix in the rear-view mirror.
 
Industry news: DeSilva Gates announces new asphalt plant in Sunol serving the Bay Area

 

DeSilva Gates Construction, a heavy, highway and Civil Engineering Construction firm serving the greater San Francisco Bay Area, has just completed the installation of a new state-of-the-art asphalt plant that boasts the latest innovations and highest standards to enhance quality and efficiency, while addressing the latest challenging emissions regulations and environmental standards.

 

The equipment includes an Astec Inc. Double Barrel Dryer/ Drum mixer, offering the latest in Hot and Warm-Mix Technology. The new plant is located at 6527 Calaveras Road in Sunol, Calif.

 

The Double Barrel system features Astec's patented Stack Temperature Control system and Double Barrel Green Warm-Mix foaming system. The foaming action helps the liquid Asphalt coat the aggregate at a temperature within the range of 230 - 270˚F versus traditional temperatures of 300 - 325˚F, which helps reduce energy demand and emissions.

 

Key benefits of Warm-Mix Asphalt include improved workability

for customers because the foamed liquid asphalt coating has a DeSilva Gates Logo lower viscosity, no smoke or smell due to the fact that the light oils in the liquid asphalt never reach their boiling point, the ability to run high percentages of recycled mix with standard grades of asphalt, longer pavement life from reduced oxidation of mix, and more uniform compaction. The design includes the ability to produce up to 50 percent RAP mixes that will address the increasing desire of public agencies to recycle and re-use material to the greatest extent possible.

 

The plant includes an eight-compartment Cold Feed system and three-compartment recycle system, creating the flexibility to meet current and future customer demand. Coupled with six 300-ton silos, capable of storing 1800 tons of mix for up to four days, the plant will serve a range of customer needs with a variety of asphalt mixes.  

 

The plant is permitted to generate up to 18,000 tons of material in any given 24 hour period and up to 1,000,000 tons of product annually. The permit to operate allows a seven day per week, 24 hours per day operation that generates the greatest flexibility to address a broad range of clients needs. For added convenience and to fully take advantage of the efficiencies of this modern plant, DeSilva Gates Aggregates installed a dual sided spray rack, dual loading scales, a large staging area and four ticket stations to speed up truck flow.

 

The facility also includes a fully certified materials lab to ensure quality aggregates and asphalt product and a Central Order Desk for scheduling and sales.

Caltrans specification revision update: Beware of 'automated sampling device' language

Caltrans and industry representatives continue to meet and discuss various changes to the Section 39 (asphalt) area of the department's standard specifications.

The most recent version of the specification, posted on-line on May 30 and now starting to show up on jobs, contains a reference to Caltrans Logo "automatic sampling device at the plant" requirement that has not been fully vetted by Caltrans and industry.

It was suggested that bidders will need to submit an RFI (Request for Information) about the reference to the Caltrans resident engineer to request a no-cost Construction Change Order (CCO) to remove the language.

The next meeting of the joint Caltrans-industry Section 39 review committee is scheduled for July 22 in Sacramento. For more information, contact Kee Foo of Caltrans at (916) 227-7084.
