 | Governor calls special session of Legislature to deal with road-funding crisis
| With lawmakers unable to come to agreement on a long-term funding plan to rescue California's crumbling roadway network, Gov. Jerry Brown called for a special session of the Legislature to bring the issue to a head.
The dramatic announcement was made last week as the Legislature adopted the state's budget for the 2015-16 fiscal year that begins on July 1, but largely punted on the issue of transportation funding.
While acknowledging that the budget will not address the transportation funding crisis by July 1, nevertheless the four-term governor said roads are in trouble.
Although the governor called his budget compromise with the Legislature "sound" and "well thought-out," he added in a statement: "Yet, the work never ends and in the coming months we'll have to manage our resources with the utmost prudence and find more adequate funding for our roads and health care programs." In the proclamation calling for the extraordinary session, Brown said it was needed to focus on "fixing California's roads, highways and other infrastructure." The governor's announcement noted that the state's fuel tax for transportation, which hasn't been raised since the 1990s, "is sufficient to fund only $2.3 billion of work -- leaving $5.7 billion in unfunded repairs each year." The prominence of the word "roads" over the more generic term "transportation" in the governor's announcement was significant, given that in previous years he has favored rail, transit and other alternative modes of transportation over cars and trucks. A controversial high-speed rail project, for example, garnered the lion's share of "cap and trade" pollution credit funds while roads received relatively paltry sums. Legislators, including Assembly Speaker Toni Atkins, D-San Diego, have been making bold pronouncements about the need to fix transportation funding, but so far no consensus plan has emerged from the statehouse. Elected officials seem hesitant to raise the gas tax for fear that voters will punish them at the polls. To counter that fear, transportation advocacy groups have been putting out information indicating that nearly 90 percent of elected officials who vote for additional transportation funding are re-elected. |
 | Roadway maintenance funding, reducing asphalt mix segregation to be highlighted at San Diego tech meeting June 24
| The sorry state of funding for the state's pavement maintenance program, and methods and practices of reducing asphalt mix segregation will be the featured topics at the June 24 CalAPA San Diego Technical Committee meeting.
The meeting is scheduled to take place on Wednesday, June 24 from 9:30 a.m. to noon at the County of San Diego building, Fourth Floor Conference Room, 5510 Overland Ave. in San Diego.
The most recent projections for the State Highway Operations & Protection Program (SHOPP) will be discussed, as well as the latest developments in the Legislature to call attention to and hopefully address California's road-funding crisis. A new report out by the National Cooperative Highway Research Program (NCHRP) on methods and practices to reduce or eliminate asphalt mix segregation also will be discussed.
In addition to the featured topics, there will be ample time for agency updates and questions-and-answers from attendees. All CalAPA members and local agency representatives are invited to attend.

 | Tim Greutert named chief of the Office of Roadway Materials Testing for Caltrans
|
Tim Greutert has been named the new Caltrans Chief of Roadway Materials Testing, it was announced. Greutert takes over the high-profile position from Joe Peterson, who accepted a special assignment on the agency-industry Joint Training & Certification Task Force. Greutert (which he says rhymes with "dry dirt"), has been with Caltrans for 18 years in various positions in the Division of Engineering Services, including in the structures area. He worked for a time in District 3 (headquartered in Marysville) in encroachment permits and materials. Caltrans announced his new position on June 15, and he will begin his new duties officially on July 1. Greutert has made a name for himself in his career by applying
principals of total quality management and continuous improvement to aspects of Caltrans operations, and has been the supervisor of several of the testing labs located at the Caltrans Transportation Laboratory in Sacramento. He is a registered professional civil engineer in California, which is somewhat of a family tradition. His father and brother also are registered engineers.
"I am humbled and honored at this appointment," Greutert told Asphalt Insider. "I am very excited to further accomplishments within Caltrans and with our valuable industry partners to improve California's economy and livability." He said his goals would be to improve quality and efficiencies as they relate to materials specifications, testing and construction, as well as to promote teamwork and innovation.
Phil Stolarski, the Caltrans state materials engineer, said Greutert is a welcome addition to his team.
"Tim has shown that he is capable of effectively managing change and partnering with internal and external stakeholders to address Department challenges," Stolarski told Asphalt Insider. "We don't live in an ideal world, but I have come to rely on Tim to provide leadership in strategizing, planning, execution and verification practices in our ever-changing environment. With humor and insight, Tim maintains a great attitude and cultivates healthy relationships that I expect will result in continuous improvement of the quality of our services at Caltrans." Industry representatives similarly offered positive reviews of the announcement. "Tim is a great ambassador for Caltrans," said Sam Hassoun, a former Caltrans engineer who is president of GLA Corp., a consulting firm that specializes in partnering, mediation and dispute resolution. "He is very highly accomplished in his field, and works collaboratively with internal and external stakeholders. Tim commands the respect of anyone who works with him, and is a delight to be around."
Greutert earned his Bachelor of Science degree from Cal Poly Pomona and initially worked as an engineering consultant with Levine-Fricke-Recon before joining Caltrans. He lives in Rocklin with his wife, Deena, and three children, Jared, Kyle and Carly.
