Due to high demand, second pavement software workshop added on June 23 in Fontana
A second pavement smoothness software workshop has been scheduled for June 23 in Fontana, Caltrans and the Federal Highway Administration (FHWA) announced.

The previously scheduled workshop on June 24 quickly filled to capacity, prompting CalAPA to request that an additional class be held to meet the demand. Caltrans and the FHWA agreed, and the new class was added to the schedule. Click HERE for details and to register. Training coordinators tell Asphalt Insider that all those who were on the waiting list for the June 24 class will be notified of the available spots in the June 23 class.

The response to the free workshop is yet another indication of the Knife River paving operation on I-5 high degree of interest in pavement smoothness, including new technologies intended to help paving crews better understand how to achieve optimum compaction and for owners to monitor pavement smoothness in the completed project.

The free workshop will run from 8:30 a.m. to 5 p.m. and be held at the Caltrans Southern Regional Lab, Multipurpose Room 13, 13970 Victoria St. in Fontana.

The workshop is designed to familiarize attendees with the current version of ProVAL -- the Profile Viewing and Analysis software. The class will cover some fundamentals of pavement profiling and analysis methods, the various advantages, limitations and pitfalls of analyzing and Interpreting pavement profiles.

Those who register for the workshop are asked to bring their own laptop computer to the class for the hands-on exercises. A link to download the free ProVAL software will be sent to all those who pre-register for the class.

"We commend Caltrans and the FHWA for responding to the high degree of interest in this workshop by adding an additional class," said CalAPA Deputy Executive Director Tony Grasso. "We are pleased to partner with them on such an important topic that impacts all motorists -- pavement smoothness."

For more information, or to be added to the waiting list, contact Jennifer Rutledge of the Transtec Group, which is organizing the workshops on behalf of the FHWA. Her number is (512) 451-6233, ext. 236. Her e-mail address is: jennifer(at)thetranstecgroup(dot)com .

CalAPA joins 'RECLAIM' air quality coalition in Southern California, engages local regulators on air quality issues

CalAPA has joined forces with the "RECLAIM Coalition" to monitor the South Coast Air Quality Management District (SCAQMD) as the agency prepares an overall Air Quality Management Plan update for the L.A. basin.

The coalition is a broad-based group of industries, companies and trade associations, including Southern California Edison, Boeing, oil refiners, asphalt plants, aggregate producers and other business interests.

Periodically, the SCAQMD prepares an overall plan Air Quality Management Plan (AQMP) update to meet the federal requirements and to incorporate the latest technical planning information.  Each iteration of the plan is an update of the previous plan.

Part of the plan includes the Regional Clean Air Incentives Market (RECLAIM) program covering nitrogen oxide and sulfur oxide emissions. Some facilities participate based on the calendar year (January 1 through December 31); others based on the fiscal year (July 1 through June 30).

CalAPA recently joined the RECLAIM Coalition that is monitoring the SCAQMD as they proceed with the rule-making process and their proposed "shave" to the credits set out in the 2012 Plan.

The companies in the  RECLAIM Program make up about 5 percent of the NOx emissions in the region yet they are taking the brunt of this new proposal that is being put forward as part of the rule-making process for the 2016 Air Pollution Control Plan. Approximately 10 CALAPA member companies are affected by this proposal.

Bob Pieplow, Caltrans chief of Engineering Services, announces departure

Bob Pieplow, chief of the Division of Engineering Services for Caltrans, announced last week that he will be leaving the department.

In an internal e-mail sent June 4, the affable Pieplow said he will be leaving state service at the end of August "to turn the page and begin a new chapter."

Pieplow joined the Department of Water Resources as a Junior Civil
Bob Pieplow
Bob Pieplow
Engineer in 1982 during the first Brown administration. Soon after voters rejected the controversial "Peripheral Canal" water conveyance system, he moved to Caltrans in the Structure Design section to begin his decades-long Caltrans career. He has headed up the Division of Engineering Services (DES), which oversees, among other areas, design materials testing and other disciplines that have an impact on the asphalt pavement industry.

"After a journey I could never have predicted, I will leave DES with the same Governor in office, and water again at the forefront of the news," he wrote. "It has been a great ride!"

"I have been fortunate to have many opportunities at Caltrans, to  work with and learn from outstanding people," he wrote. "It has all been an incredible experience, with memories to last a lifetime. I will miss the Caltrans family but look forward to what the future holds."

And they're off! Annual CalAPA Day at Del Mar Race Track is set for July 18
Fresh off the excitement from last year's Triple Crown challenger, home-grown California Chrome, and this year's American Pharoah, CalAPA is back with one its most popular events: the "Day at the Races" at beautiful Del Mark Race Track.

this gala event on opening weekend at beautiful Del Mar Race Track in Del Mar, Calif.

The historic venue, "where the turf meets the surf," is where a bargain-basement colt named California Chrome tested his mettle in 2013 before going on to win the 2014 Kentucky Derby and the Preakness, becoming a global phenomenon in the process.

This year's four-footed sensation, American Pharoah, also raced at Del Mar before making a run at triple-crown glory.

The association has reserved a luxury suite at the Del Mar Thoroughbred Club on Saturday, July 18, which is the opening week of the horse-racing season at the seaside track, which is celebrating its 77th anniversary. The "Star Fiddle Skyroom" boasts panoramic views from a private balcony close to the finish line, with its own betting windows, access to grounds, a fabulous lunch buffet, snacks and a no-host bar. Tickets are $109 and must be purchased in advance via the CalAPA website. Click HERE to order.

Del Mar is not only one of the most scenic race tracks in the world,

American Pharoah trainer Bob Baffert (left) trained the winner of last year's CalAPA-sponsored race at Del Mar, Lord Nelson (right) with jockey Martin Garcia aboard.

it's also rich with history, with new and exciting chapters being written each year. Last year, the CalAPA-sponsored 1st Race was won by Lord Nelson, a 2-year-old thoroughbred trained by legendary trainer Bob Baffert, who joined CalAPA representatives Holly Mendell and John Michaik from California Commercial Asphalt in the Winner's Circle. Baffert is the trainer of this year's star thoroughbred, American Pharoah.

Bring your spouse, favorite customer or best friend to our "Day at the Races" and perhaps you'll see the next California Chrome or American Pharoah in action.

Editor's note: In the six-plus years that I have been producing this weekly newsletter (345 issues to be exact, but who's counting?), one thing has been constant: I have been the one asking the questions. For the first time, the shoe is on the other foot, so to speak. The

current issue of a national publication, "Asphalt Pro," features an interview with yours truly that covers a number of topics, including membership development, our educational, technical and advocacy efforts and more. For those who have been active in our association, my answers to the questions should have a familiar ring.
